1. SCOPE OF WORK

The scope of this method statement is to define all the procedures and inspections to be followed
during the RC retaining wall works on TSR construction site according to the approved drawings,
specifications and TRS Requirements at Shura Island Hotel (HE3) – Concrete Package. This work
involves all the activities pertaining to the execution of RC retaining wall works that includes site
preparation, handling and storage of material, quality testing requirements, erection of formworks,
fabrication & installation of reinforcement, and placement of concrete & curing.

2. PURPOSE

The purpose of this Method Statement is to describe the methods to be implemented and the
resources to be utilized for RC retaining wall works and quality control procedure to be followed during
the activity at the mentioned project.
Moreover, to ensure that all the required resources are provided to carry out the formwork and
reinforcement works as stipulated in the TRS requirements. The works will be in accordance and
conformance to TRS / ATKINS surveillance, witness, and approval.

4.1 PERMITS

Work permits shall be issued as per attached Job Safety Analysis and Safety considerations.

5. RESPONSIBILITIES

5.1.Project Manager

· Ensures that the content of this method statement is understood and implemented at all
times.
· Coordinate with the Construction Manager to ensure that the necessary resources to
implement the approved Method Statement have been allocated to the task.
· Determine all the requirements needed in order to comply with quality and safety standards
and regulations as required.
· The Project Manager is responsible to appoint site supervisory personnel to organize,
coordinate, and oversee the execution of the work detailed in this method statement.

5.1.Construction Manager

· Is responsible for the organization and coordination of the work detailed in this method
statement.
· Is Responsible to provide all resources (Manpower, Materials, Equipment etc.) to the site
required to execute the job.

5.2.QA/QC Manager

· Will be responsible of the implementation of this procedure.


· Will be responsible for the arrangement of inspection, preparation of all documents and
compiling them for the inclusion in the final documentation packaged.

5.3.QA/QC Engineer

· Responsible to assist/advise the construction team to ensure all works for formworks and
reinforcement inspections comply with specified requirements.
· Monitor implementation of the controls as required.
· Ensure that all pre-concreting inspection i.e., formworks and reinforcement are done and
approved by ATKINS as per approved ITP.
· Ensure that all the applicable field quality test for concrete is done and received concrete
comply with requirements.
· Ensure that all materials are delivered, stored and handled in proper manners to avoid
damages.
· Ensure that all related instruments for surveying have valid calibration date.
· All the activity related to RC pouring are carried out as per approved ITP and inspection
checklists.
· Hold inspections to verify work is implemented properly prior to client inspection.

5.4.Site Engineer

The Site Engineer shall be responsible for the overall civil construction work:
· Shall be directly involved in the planning and execution of the all the activities related to
Formwork and Reinforcement.
· Monitor and coordinate all inter-related construction activities to ensure compliance with
quality, schedule, and sequence requirements.
· All the reinforcement rebars are as per approved drawings.
· Ensure that formworks are constructed in safe manners by skilled personnel.
· Ensure that all formwork joints are mortar tight to avoid leakages and honey combing.
· Coordinate inspection requests to QC Engineer.
· Check the required steel reinforcement to meet the requirement in accordance with the
drawings & specifications.
· Monitor and coordinate activities of concrete pouring to ensure compliance with quality,
schedule, and sequence requirements.
· Arrange with the batch plant in-charge for the location required for concrete pouring, timing,
quantity, and specifications.
· Ensure that all relevant inspections and MEP works are completed and approved prior to
concrete placement.
· Ensure that release for formwork and reinforcement work is secured.

· Convey all technical data for reinforcement fabrication to foreman and to ensure sufficient
understanding of activities to be executed.
· Control productivity and quality of work
· Ensure proper handling and storage of material.
· Arrange the resources required (Manpower, Material, equipment etc.).

5.5.Site Foreman

· Responsible for day-to-day construction activity related to formworks erection and installation
of reinforcements at site.
· Ensure works carried out correctly and in a safe manner as per approved drawings.
· Acts as direct link between site engineer and workers.
· Ensure that the fabrication of reinforce rebars as per approved bar bending schedule.
· Arrange the skilled person to watch over the formworks at time of pouring.
· Arrange the labors, masons and skilled worker specialize in formworks and rebars installation.
· Arrange all construction material to be available on time at site.
· Monitor the concrete finishing work and utilize the expert personnel for completion of task.
· Ensure proper consolidation of concrete while placement.
· Direct control of engaged resources and ensure meeting to set targets of production, quality,
and safe works.
· Make sure that curing of concrete structure is carried out at right time and all resources for
cuing are properly utilized.

5.6.Site Land Surveyor

· Responsible for survey data will be acquired, archived correctly, and ensure that data
processed and interpreted correctly.
· Set out the level points for formworks erection.
· Provide the top of concrete mark at time of finalizing the formworks
· Shall ensure that calibrations to be carried out as defined in the calibration procedures.
· Coverage and density of acquired survey data will be as per specifications.
· Comprehensive instructions and proper supervision will be provided to the survey assistants.
· Ensure that calibration certificates are available with each instrument all the time for
inspection.

5.7.HSE Manager

· HSE Manager is responsible to establish and implement an effective HSE management system
in accordance with TRS HSE requirements.
· Ensures the HSE management system requirements are implemented and maintained.
· Coordinates with the Site HSE team and the Construction Management team to ensure
effective implementation of the HSE Procedures.
· Assist risk assessment team to formulate Method Statement and JSA for specific construction
activities.
· He may lead the entire team, maintaining HSE awareness and to create safe culture and
working environment through innovative ideas.
· Planning and coordinating the HSE Trainings for the project.
· Issue necessary directives to Safety Officer / Supervisor and render advice to the Project
Manager, as required.
· Prepare and submit HSE reports to, Client's / TRS Safety Executives whenever required.
· Carryout HSE inspections at construction sites with reference to all HSE issues
· Liaise with TRS HSE Department.
· Take part in incident investigation and reporting of all Incidents.
· Take part / attend in Client's HSE meetings.
· Monitor and assess HSE measures on visits to sites.

5.8.HSE Officer

· He will ensure that all the activities related to the specified task followed safely and all
workers are wearing PPE.
· Identify hazards and take measure control those hazards and follow JSA/risk assessment.
· He is responsible for monitoring and assessing hazardous and unsafe condition / situations.
· Developing measures to assure personnel safety.
· Correct unsafe acts or conditions through the regular line of authority.
· May exercise authority to prevent or stop unsafe acts when immediate action is required.
· Participate in planning meetings to identify any health and safety concerns inherent in the
operations daily work-plan.
· Inspects the site to ensure it is a hazard-free environment.
· Conduct toolbox meetings.
· Verify that all tools and equipment are adequate and safe for use.
· Promote safe practices at the job site.
· Enforce safety guidelines.
· Trains and carries out drills and exercises on how to manage emergencies.

· Watches out for the safety of all workers and works to protect them from entering hazardous
situations.
· Respond to employees’ safety concerns.
· Advise and instruct on various safety-related topics (noise levels, use of machinery etc.).
· Conduct risk assessment and enforce preventative measures.
· Initiate and organize OHS training of employees and executives.
· Inspect premises and the work of personnel to identify issues or non-conformity (e.g., not
using protective equipment)
· Stop any unsafe acts or processes that seem dangerous or unhealthy.
· Prepare reports on occurrences and provide statistical information to HSE Manager.

6.3.Materials

1. Steel rebars.
2. Tie Wire.

7. METHODOLOGY

7.1.Setting Out

· Surveyor shall set out the points for the location of work area from information provided by
Engineer.
· Layout and leveling shall be done in accordance with the approved drawings.
· Locate, confirm & protect control point prior to start the site work.
· Surveyor shall be given the center line of retaining wall.
· Survey inspection will be done from the supervision consultant surveyor prior to start other
activity & shall be approved.

7.2.Site preparation

· Excavation shall be done as per latest approved shop drawing for foundation of retaining wall & it
shall be checked by surveyor to verify the levels, coordinates & center line of retaining wall.
· Prior to start blinding concrete work minimum degree of compaction should be 95% at formation
level of excavation for foundation of retaining wall.
· FDT shall be conducted by approved ITL under the witness of supervision consultant (ATKIN,S)
engineer.
· Application of anti-termite solution shall be done prior to pour blinding concrete.
· Polythene sheet shall be provided prior to pour blinding concrete as per approved shop drawing.

7.3. Formwork

7.3.1. Handling and Storage

· The handling of formwork material shall be done in such a manner that damage can be
prevented.
· Clean and repair surfaces of forms to be reused in the work.
· Split, frayed, delaminated or otherwise damage form facing material will not be acceptable.

7.3.2. Erection of Formworks for Base of retaining wall

· The Site Engineer & QC Engineer must ensure that the forms are placed in accordance with
relevant approved drawings.
· Construct forms complying to sizes, shapes, lines, and dimensions indicated and required to
obtain accurate alignment, location, grades, level, and plumb work in the finished structures.
· Formwork of foundations for concrete surfaces shall provide continuous, straight, and smooth "as
cast" surfaces, free from visible bulges, indentations, nail heads or other imperfections.
· Provide formwork in the largest practice sizes to minimize number of joints.
· Provide form material with sufficient thickness to withstand pressure of newly placed concrete
without bow or deflection.
· Formwork for base of retaining wall shall be installed and supported to be sufficiently rigid to
maintain correct position, shape and profile so final concrete structure is within dimensional
tolerance.
· Formwork for base of retaining wall shall be installed in a way to be demountable without
causing disturbance or damage to the concrete.
· Thoroughly clean forms and adjacent surfaces to receive concrete. Remove chips, wood,
sawdust, dirt, or other debris just before concrete placement. Re-tighten forms immediately after
concrete placement as required to eliminate mortar leaks.
· Coat formwork contact surfaces with approved release agent compound prior to concreting.
· Provide release agent compound that will not bond with, stain, nor adversely affect concrete
surfaces and will not impair subsequent treatment of concrete surfaces.
· Surveyor should set the location of formwork as per drawings.
· Surveyor shall mark the level for top of concrete on shuttering.
· Provide temporary openings where interior area of formwork is inaccessible for cleanout,
inspection before concrete placement.

7.3.3. Erection of Formworks for Retaining wall

· Formworks should support the loads imposed on them by the fresh concrete together with
additional stresses imposed by vibrating equipment.
· Formwork will be installed as per given center line, level & coordinates in the latest approved
shop drawing.
· Formwork thus erected and installed will be rigid, water tight and dimensionally stable.
· Before placing concrete, all dirt debris and other foreign matter shall be removed.
· Small hole shall keep in the formworks in case of any dust and foreign matter will be removed
through it when fixed shutter at both sides. Small hole shall be covered by mastic tape after
removal of dust and foreign matter.
· Shuttering shall be fixed by using tie rods.
· Concrete cover to reinforcement shall be as indicated on drawings. Concrete cover shall not be
less than values indicated in ACI 301 table 3.3.2.3
· Chamfered edges will be provided on all exposed edges of proposed RCC retaining wall.
· The verticality of retaining wall shall be checked by plumb bob.
· Formwork release agent materials as approved by consultant (ATKIN,S) will be applied prior
casting to ensure good surfaced finished of concrete.
· Before concrete placing commences, all wedges and other adjusting materials shall be secured
against movement during concrete placing.
· Prior to pour concrete make sure all the reinforcement is ready, all MEP installation completed (if
any) and all approvals have been taken.
· MEP clearance shall be taken prior to cast concrete.

7.3.4. Removal of Forms

· Formwork not supporting concrete, such as sides of the RC and similar parts of the work (vertical
faces) may be removed not less than 24 hours after placing concrete provided that concrete is
sufficiently hard and will not be damaged by formwork removal operations.

7.4.Reinforcement

7.4.1. General

· The reinforcing steel must be in accordance with approved drawings. Cover between forms and
reinforcement be checked for the following,

a) The steel is clear of the forms and soil and held firmly in place by the use of
tie wires, chairs, spacers, or concrete blocks.
b) Mud, oil, concrete and loose scale has been removed.
c) The steel rebars has been installed in accordance with the drawings as to size, location
and spacing.

7.4.2. Material Inspection, Handling and Storage

· The reinforcement material will be inspected as per ITP prior to the usage on site.
· Approved materials shall be stored in dedicated areas at site, elevated from ground to prevent
damage and accumulation of dirt or rust.
· All material handling using cranes and slings will be done in accordance with project
procedures.

7.4.3. Fabrication

· In case of fabricating errors, do not re-bend or straighten reinforcement in a manner that


will injure or weaken the material.
· Bars with surfaces having rust, rust scale or loose mill scale or contaminated with dirt,
earth, paints, oils, or other deleterious material shall not be accepted in work.

7.4.4. Installation of Rebar

· Prior to start rebar work blinding concrete shall be casted C15 or as per mentioned in
approved shop drawing.
· Rebar shall be securely and accurately fixed in positions shown in approved drawings.
· Position, support, and secure reinforcement against displacement by formwork
construction, or concrete placement operations.
· Locate and support reinforcement by chairs and spacers as required
· Reinforcement lap bars should be staggered and firmly tied by approved tie wires.
· Provide sufficient numbers of supports i.e., chairs of strength to carry reinforcement to
avoid sagging of reinforcements.
· Angles, inserts, sleeves shall be checked for size, thickness, material, and location.
· Check for installation of conduits and ground wires, when required.
· No welding of reinforcement shall be permitted.
· Concrete covers for reinforcement shall be obtained at all faces of structural concrete.
· Foundation ground electrode shall be installed as per the approved equivalent used.
· All the welding or clamping to rods shall be done and continuity test shall be carried out.

7.5. Key Materials

· Composition of concrete shall comply with that specified approved mix design according
to ACI 211.1 and ACI 301.
· Batching, maxing and delivering of concrete shall be performed in accordance with the
trail mixed approved by the clients and consultant.
· Reinforced concrete shall have minimum 28 days cylinder strength 36MPA as mentioned
in the shop drawing.
· The cylindrical compressive strength for foundation shall be 40MPA as per shop drawing.
· Sulphate resistance type (V) concrete shall be used contact with ground.
· Ordinary port land cement (I) shall be used in superstructure works.
· The size of course aggregate shall be 20 mm or as per approved mix design.
· Water shall be portable complying with ASTM C1602/C1602M as per project
specifications.
· Ready-Mixed concrete shall comply with the requirements of ASTMC94lASTMC94M.

7.6.Placement of Concrete for base of Retaining wall

· Place concrete in compliance with the practices and recommendations of ACI 301 and ACI 304.
· The concrete shall not drop freely for more than 1.0 m, nor allow it to drop freely through
congested rebars areas which may cause segregation.
· The concrete cover for the reinforcement shall be as per approved drawing.
· All the preventive measures shall be taken to avoid grout loss by ensuring the formwork is mortar
tight.
· The concrete which becomes non-plastic and unworkable or does not meet the required quality
control limits or which has been contaminated by foreign materials should not be used.
· Ready mixed concrete transported in truck mixers or truck agitators shall be delivered to the site
and placed in the forms within 90 minutes.
· In no case will additional water be added to the mix (tempering) after the concrete leaves the
batching plant.
· Where placement consists of several layers, place each layer while preceding layer is still plastic
to avoid cold joints.
· Consolidate concrete placed in forms in layers with mechanical vibrating equipment thoroughly
up to proposed final level.
· At the time of placement, the temperature of the concrete shall not exceed 32-degree C & the
ambient temperature shall be maximum 40-degree C.
· Start curing procedures as soon as free moisture has disappeared from concrete surface.
· Continue curing for at least 7 days in accordance with ACI 301 procedures or otherwise as per
manufacturer`s recommendations in case of using a curing compound.

· In case of using a curing compound, it should be applied to vertical surfaces immediately after
forms are removed in accordance with manufacturer's recommendations.

7.7.Placement of Concrete for Retaining wall

· Prior to the placing of concrete, site Engineer & QC Engineer must ensure that the area to
receive the formworks and reinforcement rebars are clean and free from foreign matters.
· The formworks and reinforcement are approved by TRS / ATKINS prior to proceed with concrete
pouring.
· Mix designs and material submittals shall be approved prior to start the RC works.
· After casting of foundation, the pouring of retaining wall will take place.
· The width and height of retaining wall will be as per approved shop drawing.
· The surface of foundation of retaining wall shall be kept rough by means of
chipping/hacking and shall be applied bonding agent as per approved material submittal
to make good bond between the previous concrete placed.
· Upon transit, mix truck at site the delivery note will be checked for the actual detail like
time of batching, quantity, mix type, approved mix design.
· Slump test shall be caried out as per ASTM143 at site for each concrete load at point of
discharge by approved ITL.
· No concrete shall be placed during sand storm or rain.
· Site engineer shall take immediate steps to notify engineer when a cold joint is imminent
and shall assure that the required method of correcting it is adopted.
· Concrete shall be deposited in horizontal layers to a compacted depth not exceeding
450mm and in a manner to avoid inclined construction joints.
· Concrete shall be consolidated by mechanically vibrator.
· Vibrator shall be used vertically from 15 to 20 seconds at spacing 300mm to 400mm in
both sides.
· The water stoper shall be installed as mentioned in the approved shop drawing.
· Two coats of bituminous paint shall be applied applied to all surfaces in contact with soil.
· To ensure the safe design of retaining wall, hollow core planks to be in place before soil
filling takes place behind the retaining wall.

7.8. Joints

· Construction joint shall be located as shown on the IFC or shop drawings.


· No horizontal construction joint will be permitted in retaining wall unless specially shown
in the approved shop drawing or approved in writing by consultant and clients prior to
proceed the works.
· The surface of the joints shall be thoroughly roughened, cleaned of all lose and foreign
matter and laitance.

· The placing of concrete shall be carried out continuously from joint to joint. The face
edges of all joints, which are exposed to view shall be carefully finished true to line and
elevation.

7.9. Backfilling

· After completing the curing period of retaining wall backfilling should be done where is
necessary backfilling material shall be approved.
· Backfilling shall be done layer by layer the thickness of the layer shall not be exceed
200mm.
· FDT shall be carried out layer by layer by approved ITL under the witness of supervision
consultant (ATKIN,S).

8. QHSE PROCEDURE

8.1.QUALITY

8.1.1. General

· All works will be undertaken in compliance with the quality requirements of the Contract, and the
Quality Management Plan.
· Engage a qualified independent testing and inspecting agency approved by TRS to sample
materials, perform slump & temperature tests, and submit test reports during concrete placement
according to requirements.
· Site inspections will be based on approved ITPs and approved drawings.

8.1.2. Formwork & Reinforcements

· Reinforcing Bars should comply with the contract / specification requirements.


· Mill test reports and independent laboratory report for all reinforcement with accessories will be
provided to TRS / ATKINS for review and approval prior to procurement and further use on site.
· Coordination will take place between warehouse and QA/QC department regarding any inspection
or testing requirements and to release the materials for construction use.
· All WIRs shall be raised in advance to ATKINS.

8.1.3. Quality Control Testing During Construction


· Compressive Strength Tests: cast and cure one set of 6 standard cylinders for each 115 m3 or
fraction thereof, of each class of concrete placed in any one day; 3 cylinders will be tested after 7
days, 3 cylinders tested after 28 days.
· Do not use concrete delivered to the final point of placement which has slump outside the
specified values.

8.2.SAFETY

· Foreman / supervisor always ensure safe working condition, hazard identification and control
measure implementation.
· Ensure to have all required Works permits before to start activity.
· Follow TRS procedure and permits requirements.
· Ensure equipment being used at site have relevant license and required third party certification in
accordance with TRS Motorized Heavy Equipment Procedure TRS-HS-COS-0004
· All hand tools and power tools will inspect before to use and will be color-coded.
· Excavation work permits, daily inspection is carried by the competent excavation supervisor and
recorded.
· Safety officers will be available in the work area until the work is completed.
· PPE will be provided and have to wear at all times on site.
· Method statements for all activities to be in place and discussed with workers.
· Suitable access roads for equipment shall be provided by TSR.
· Banks man shall be deployed with the Equipment’s during heavy equipment movement.
· Equipment/operators licenses and equipment daily check reports and verified.
· Use TRS cranes and heavy equipment checklists where applicable.
· Follow site speed limit, instructions, and warning signs.
· All engine powered mobile plant and equipment shall be equipped with an audible reversing
alarm device will have 360° vision available.
· All equipment shall hold suitable fire extinguisher.
· The responsible supervisor will periodically check the condition of the barriers, and where
necessary refurbishment will be conducted.
· Safety officer and job supervisor will ensure that PPE (Safety Shoe, Hard Hat, Hand Gloves,
Reflective Vests, Safety Goggles and Mask) are worn by site personnel at all times during the
activity.
· It will ensure proper access, egress and housekeeping during excavation, carpentry works,
reinforcement and concreting works to be maintained.
· It will ensure the personnel engage on the activity will have relevant experience, further
refresher trainings will be conducted on site at routine basis.
· Emergency response team for any emergency at site will be available further emergency contact
numbers will be displayed at various locations and also TRS given emergency number will be
maintained and display at site.
· If there will need to carry out work after normal hours, it shall ensure to comply and follow TRS
Extended Hours, Night Work and Holiday Work Control (TRS-HS-COS-0015) permit system.
· All hazardous waste shall be collected in separate bins; it will be disposed separately through TRS
& GAMEP approved contractor. Record of all waste disposal will be maintained and avail for any
future reference.

8.2.1 Environmental Policy Implementation

It is important that everyone involved in the project is aware of the environmental policy and
environmental plan and bound by their requirements. Approved documents should make clear the extent
and standard of environmental performance and assessment that is required as well as requirements for
monitoring and reporting. These requirements need to be cascaded down throughout the entire Project
management.
Environmental plans require policing, and this done at a number of different levels:
· Environmental Manager will take responsibility for environmental matters.
· Environmental Manager to manage environmental matters day-to-day basis.
