2 Overview

2.1 Feature Introduction

When this optimization is enabled, NodeB grants guaranteed SG for the UEs with
small-data services. With guaranteed SG, Uplink data can be sent as soon as possible.
Meanwhile UE online time can be shortened and control-channel UL load can be
reduced, Cell UL load can be balanced and most UEs have better experience in a
high-load cell.

This feature is controlled by a license. Before commissioning this feature, you must get
authorization through the OMC or LMT.

3 Technical Description
In general situation, there are not many UL large-data services (e.g. FTP uploading,
Email) on a real commercial network. Data channel for large-data services always
occupy a great amount of UL load. But there are many small-data services such as
instant messaging, webpage browsing and streaming media on a real commercial
network. Small-data services have the features of small UL load consumption, short
online time and sensitive to delay.

The existing HSUPA scheduler will grant SG = 0 to most HSUPA UEs when current cell
UL load exceeds a ROT threshold configured in the system. In this situation, many UEs
wait for SG allocation so that they can run UL small-data services. Because SG is not
granted, UL data cannot be timely transmitted, causing online time to be extended.
During the waiting time, more control-channel power may be consumed. This further
deteriorates the uplink load of the whole cell.

To avoid such deterioration, the system should allocate the guaranteed SG for the UEs in
case of small-data services. Thus, these UEs can transmit data as soon as possible.
After successfully sending the data, they can quick switch to offline state and release
control-channel power. Finally, the UL load of the whole cell can be reduced.

Thus optimization measure is introduced as follow.

NodeBFunction.lowTrafficOptimAlgThr is the small-data rate threshold of HSUPA service,


which can be configured in the system. For HSUPA, one RLC PDU Size corresponding
to the SG is SG Gate. SG Gate is relate to reference ETFCIs and Power offset of
reference ETFCIs. Configure different reference ETFCIs and Power offset of reference
ETFCIs, SG Gate is different.

For example, when Set of Reference E-TFCIs (2ms E-TTI) is [1 3 16 28 36 54 62 109],


and Power Offset of Reference E-TFCIs (2ms E-TTI) is [11 12 14 15 12 13 12 17].

SG Gate for 2ms TTI,=19

when Set of Reference E-TFCIs (10ms E-TTI) is [0 1 5 14 41 55 71 98], and Power


Offset of Reference E-TFCIs (10ms E-TTI) is [0 6 8 11 13 15 14 16].

SG Gate for 10ms TTI,=15.

It brings many benefits: uplink data can be sent as soon as possible, UE online time can
be shortened, control-channel UL load can be reduced, cell UL load can be balanced and
most UEs have acceptable experience in a high-load cell.

6.2 Feature Activation Procedure

In the configuration resource tree, select Modify Area > Managed Element > Radio
Parameter > UMTS and double-click UMTS. Set parameters. See Figure 6-1.

3. Disconnect the HSUPA 2ms service and HSUPA 10ms service.

4. Open the Optimization for small Data Service function

5. Set up one HSUPA 2ms service and one HSUPA 10ms service. Save

UElog, record TEBS and SG.

6. Disconnect the HSUPA 2ms service and HSUPA 10ms service.

Anticipative Close the Optimization for small Data Service function, when TEBS=0,for

 Impact on network KPIs

This feature provides guaranteed SG (Serving Grant) for small-data service. Uplink
data can be sent as soon as possible to reduce UE online time. Then, the uplink
load can be balanced and most UEs in a high-load cell have acceptable experience.
