PREFACE
The a p p l i c a t i o n of zoning r e g u l e t i o n e
t o communities that have p r e v i o u s l y been allowed t o
develop without r e s t r i c t i o n i n t r o d u c e s many adaini-
s t r e t i v e problems and t h e utmost c a r e and competence
become necessary i n o r d e r t h a t on t h e one hand, t h e
p u b l i c i n t e r e s t may not s u f f e r , and on t h e other,"
t h a t e x c e s s i v e r e s t r i c t i o n may not be placed upon
t h e l e g i t i m a t e r i g h t s of i n d i v i d u a l p r o p e r t y owners.
