FOREWORD

- This model zoning by-law is the first


result of the activities of committees formed nearly
two years ago to prepare a model building code for
Canada. Thie task was undertaken and completed by
the Committee on Health and Sanitation.
The Committee has asked me to place on
record their appreciation of the support given to
the building code project by the Hon. Charlee Dunning,
former Minister of Finance, In the work of the
Dominion Housing Administration under the Department
of Finance hc took a keen interest and in cooperation
with the Hon. V. D. Euler, Minister of Trade and Com-
merce and Chairman of tho Committee of the Privy
C o ~ ~ c ion
l Scientific and Industrial Reeearch, ad-
vanced the National Building Code project.
Completion of the bui1diq.g code and of
such ancillary documents aa the model zoning by-law
has been delayed owing to the prcaa of other aad
more urgent work Sut it has been considered that
under conditions arising out of vrar the need for
both building code8 and zoning by-laws would be even
greater in many ccmmunitiee than in times of peace.
Accordingly the work is being pressed forward and it
is hoped it will be possible to complete and publish
the full series of documents in due course.

Zoning r e g u l a t i o n s have a two-fold


f u n c t i o n i n any cornsunity - f i r s t , t h e p r o v i s i o n of
a d a q u a t e l i g h t i n g , v e n t i l a t i o n , and g e n e r a l m e n i t y of
l i v i w c o n d i t i o n 8 i n any b u i l d i n g ; s e c o n d , t h e general
c o n t r o l o f o c c u p m c i e s i n a n y a r e a so a s t o e l i m i n a t e
unduo d e p r e c i a t i o n o f eny s t r u c t u r e b r o u g h t about by
u n d e s i r a b l e a d j o i n i n g o c c u p a n c i e s , t h u s p r e s e r v i n g the
i u v s s t m e n t of the owner and t h e t a x a b l e v a l u e o f t h e
property.
T h i s model z o n i n g by-law i s i n t e n d e d t o
p r o v i d e m u n i c i p a l i t i e e , whether u r b a n o r r u r a l , w i t h

The r e q u i r e m e n t s of d i f f e r e n t c o m u n i t i e s ,
depending upon t h e i r s i z e , topography a n d goner81
oconomy a r o b y no m a n s uniform. F o r t h i s r e a s o n i n some
m u n i c i p a l i t i e s s t u d y might i n d i c a t e t h a t it was not nec-
e s s a r y , t o employ a l l t h e u s e districts t h a t h a v e been
e o t f o r t h i n t h i s document. On t h e o t h e r hand, i n s o n s
l o c a l i t i e s a d d i t i o n b l use d i s t r i c t s might b e c o n s i d e r e d
d e s i r a b l e . F o r e'xample, a t h r o e - s t o r e y bus iriess d i s t r i c t
might b e p r o v i d e d . Such a d i s t r i c t would b e a r a p p r o x i -
