NG Staffing Summary,
2018-2021

The size of the National Government (NG) bureaucracy


has steadily increased between 2018 to 2021 except

positions in 2021 is at 1,926,797—of which 75.6% are Congressional Policy and Budget Research Department

Table 5 reflects the top 10 departments in terms of


unfilled positions relative to agency size. It shows that
the DOF, COA and the Judiciary are consistently the
top three in terms of ratio of unfilled-to-total positions.
