1. There will be two teams (affirmative and negative)
2. The two sets of debating team with different topics will be introduce by the chairperson. JHS Grade 9 vs. Grade 10 and SHS Grade 11 vs. Grade 12. 3. Each team consist of three speakers and one researcher. 4. Filipino and English will be use as medium of instruction. 5. Each team has constructive speeches and rebuttal speeches. 6. The affirmative gives the first constructive speech then the negative and the rebuttals alternate. 7. Each team will be given 2 minutes to state the topic and own points using A-R- E (Argument, reasoning and Evidence) 8. The team must support enough evidence and logic. Facts must be accurate. 9. There are three questions for each team to prepare and will be answered by opponent. 10.In the questioning period, the speaker may ask any fair, clear question that has a direct bearing on the debate. 11.Each speaker is questioned as soon as he concludes his constructive speech. The witness must answer the questions without consulting his colleagues. 12.Before the final statement, each team will be given 3 minutes for preparation for the final speech. 13.No new constructive arguments may be introduced in the rebuttal period. The affirmative must, if possible, reply to the major negative arguments before the last rebuttal. 14.The judge must base his decision entirely on the material presented, without regard for other material which he may happen to possess. 15.The judges score will be tabulated and there will be an award of certificate for the Best Debater and Best Speaker.
