ACT ON SPECIAL MEASURES FOR STRENGTHENING AND PROTECTING
COMPETITIVENESS OF NATIONAL HIGH-TECH STRATEGIC INDUSTRIES
The Special Act aims to:
(1) maintain national and economic security;
(2) protect and foster strategic technologies; and
(3) enhance the competitiveness of Korea’s high-tech industry.
Key Provisions of the Special Act
Under the Special Taxation Act, certain technologies will be newly designated as
"National Strategic Technology," and tax benefits will be provided to companies
(including foreign-invested enterprises) that research, develop or commercialize
National Strategic Technology in Korea.
Personal Information Protection Act (PIPA)
PIPA acts as a general law on personal data protection that is applied in combination
with the Network Act to all incidents of data privacy infringement, including
cyberattacks and data leaks.
This law prohibits app store operators, such as Google and Apple, from forcing their
own payment system for all in-app purchases. The amendment not only requires
these tech giants to allow more payment options, which will allow developers to avoid
the high fees set by both companies, but it also prohibits discriminating against or
penalizing developers who decide to seek other options.

ANTI-DEEPFAKE BILL
A deepfake is a video produced by machine learning and artificial intelligence
technologies, and involves changing images and audio to falsify someone's identity,
words or actions.
Experts said there should be tougher penalties for abusing deepfakes intentionally as
it is getting harder to distinguish what is real with the rapid development of deepfake
technology, and manipulated videos could be used to defraud people and
organizations.
