In local government units such as the municipality or barangay , big clans
dominate the political arena. Political dynasties usually control the
government.

employees in lower positions are not frank or straightforward in
criticizing officials of higher rank.

These character represents common that are usually heard in gov. activities
and projects such as "Bigay ikaw regalo (BIR)" , "Pag may semento, may
porsiyento" , "kulang lang ng padulas.

Buwaya or crocodile has been used to described corrupt politicians in the


Philippines signifying their greed for money and power.

showbiz personalities who are now politicians.

CULTURE is defined as the way of life followed by people and
which consists of learned and shared values, behavior,
traditions, etc.

DEMOCRACY is a system of government in which all citizens


are eligible members of the state. Sovereign power belongs
to the people.
