Emission Control Area (ECA) Checklist

A) 24 hours prior arriving ECA

Reconfirm if lubricity improver has been added to LSMGO storage tank. If not done

carry out dosing through tank sounding pipe

7 Confirm Main and Aux Engine service tanks are appropriately filled with LSMGO

If equipped with NABTESCO governors confirm setting has been adjusted as per

procedure in Machinery Trouble Alert 13-2015

B) Eight hours before entry to ECA

Duty Engineer to contact Bridge for checking on change over time (Vessel must be
1 outside traffic areas during fuel changeover). Indicate the new time for Change over (if Date/Time____________

Switch off FO oil transfer pump and line up DO transfer pump suction to LSMGO tank
2
and discharge to DO service tank
3 Fill up LSMGO in DO service tank to maximum level if required
4 Clean all fuel oil filters of Main and Auxiliary Engine fuel oil system
Inform bridge before commencement of change over from HFO to LSMGO. Enter
5 Date/Time____________
date/time in remarks column.
6 Transfer ME control to Engine Room control from Bridge control
Gradually lower ME load to about 60% MCR or less while monitoring all engine
7
parameters
Carry out lubrication of all fuel pump racks of Main and Auxiliary Engines and move
8
them by hand several times
Close all ventilation dampers near fuel pump especially during winter seasons to avoid
9
fuel rack sticking
Shut slowly all tracing steam valves and heater steam valves to bring down the fuel
10 temperature to about 80 °C and at a rate not exceeding 2°C/minute to avoid seizure of
fuel pump plunger/barrel
Once FO viscosity meter alarm appears open the by-pass valve of viscosity controller
11
and switch off
Commence changing over to LSMGO by gradually opening the LSMGO service tank
12
and simultaneously shutting off the HFO service tank valve gradually
13 Closely monitor the pressure of FO supply and circulating line
Monitor the differential pressure across the fuel oil filters and change over and clean as
14
required
Cylinder lubrication to be adjusted according to maker’s instruction and low TBN oil
15
used as required

16 Lubricate and move the fuel pump racks to check they are free

Once change over is completed check


a) if any alarming leakages for main and auxiliary engines fuel pumps, fuel lines and
flanges

b) if there is any difficulty in manoeuvring the main engine and starting / stopping of DG
c) if there is any decrease in operational efficiency i.e. difficulty in attaining load at
same fuel position

18 Once everything is normal inform Bridge and slowly increase engine load
19 Change over ME control from Engine Control Room to Bridge Control

C) Changing back to HFO from LSMGO after exiting ECA territorial line

2 Keep HFO service tank heated sufficiently to about 90°C prior departing from port

them by hand several times
Open steam and slowly increase the fuel oil temperature at the rate of 2ºC / minute

maximum
When FO temperature is about 60°C commence changing over to HFO by gradually
7 opening the HFO service tank valve while simultaenously shutting off the LSMGO
service tank valve gradually
8 Closely monitor the pressure of FO supply and circulating line
Switch on viscosity controller and shut the by pass valve and monitor the viscosity on
9
the meter

Once the desired FO viscosity and temperature has been attained inform Bridge and
10
commence increasing engine load as required

11 Change over ME control from Engine Control Room to Bridge Control

D) Documentation

c) Tank wise LSMGO bunkering quantities, grade used, and sulphur content
Make following entries in C/E log book to make whenever change over from HFO to
LSMGO and vice versa
a) Volume of low sulphur fuel in each tank

c) Time
d) Position of the ship when any fuel change over operation is completed prior entry
into ECA or commenced after exit from such an area
If the vessel is a Panama Flag vessel applicable entry to make in Oil Record Book

about changeover

Remarks
If vessel is proceeding to ECA without distillate fuel notify owners/charterers to make necessary application to regulatory authorities like Air

Resources Board (ARB) in California and vessel's Master to keep the Flag State and local authorites informed

2 Master to coordinate with Superintendent and keep him informed immediately in case any difficulties being encounterd
