Minutes Traffic Control Board Meeting September 29, 2010 Members Present: Dr.

John Bowman, chair; Scott Bigelow, secretary; Dr. Ronnie Martin, Carolyn Price, Jarrod Lowery Other: Chief McDuffie Cummings, Neil Hawk, Arjay Quizon Members Absent: Megan Maier (SGA appointment, excused) The meeting was called to order at 3 p.m. in the Business Services Conference Room and minutes were approved. Reports Chief Cummings gave his annual update. There are 3,008 parking spaces after losing 470 in the two gravel lots off Deese Road. These lots were virtually unused except during football games Chief Cummings said. 1,461 parking citations were issued to date in the Fall 2010 semester. Student registrations are down about 600 vs. 2009-10, which may affect funding. Several ideas to improve registration and speedy payment were discussed and voted on (see items 1 & 2 below). Chief Cummings reported that parking solutions for both handicapped and delivery spaces in lot 9 were completed over the summer. The visitor spaces and signage in the small lot next to the Lowry Building were also reworked over the summer. Restriping will be completed at the turn-around in lot 2. Students have been parking there because striping has faded making the turn-around unusable. One-way traffic signs in front of Lumbee Hall and the turn-around there have been improved. As a safety precaution, a yield sign was added at University Drive on the un-named, deadend street leading to Pine and Oak halls. Handicapped spaces in lot 11 are being corrected by restriping. There are 13 handicapped spaces in this lot. Business 1. A motion made by Scott Bigelow and seconded by Jarrod Lowery to waive one (1) Failure to Register citation for students if they register their vehicle within 15 days of the citation. It was approved unanimously. This must be approved by the chancellor. 2. A motion was made by Scott Bigelow and seconded by Ronnie Martin to reduce the cost of improper parking violations by one-half if paid within seven days of the citation. This must be approved by the chancellor. 3. A handicapped parking complaint is being reviewed and remedied by Chief Cummings and Larry Freeman. There are various infractions at different locations that were cited by the Office of Civil Rights. Mr. Hawks Report A meeting of the committee will be needed before mid-November to review and recommend parking fees for 2011-12. Mr. Hawk said some cost shifting may be requested to pay for police salaries and other operating costs through higher parking permit fees. News of a pedestrian struck by a car while crossing Odum Road, elicited a (terse) recounting of University efforts with the state and town to remedy safety issues on the 5-lane road. The state, after a study, determined there was not enough vehicle traffic to justify a crosswalk. The speed limit was lowered to 35 MPH and Chief Cummings asked the Highway Patrol to check for speeding on the road at the start of school, which resulted in 65 citations.
