Why OHSMS?

Why Worry: Common Reasons

Cost of Accidents
Direct Costs
– Medical Costs (including worker’s compensation)
– Insurance Payments
• Indirect Costs
– Time Lost
– Schedule delays
– Training new employees
– Cleanup time / equipment repairs
– Product / material damage
– Legal fees
Legal Issues and Liability
As a result of OHS violations:
– Industry can be named in a lawsuit.
– Criminal charges may be filed against industry.
– Industry can be cited by an enforcement agency.
– Industry can be fined by an enforcement agency.
– Industry can be shut down by an enforcement
agency.
Global toll

• 2.3 million people killed by work accidents and

disease
• 6,300 deaths per day (one every 15 seconds)
• 317 million non-fatal work accidents
• 160 million people with occupational disease
• ~ 4% of world GDP = work accidents and diseases

Why develop a new standard?
• As we’ve seen, we need to improve safety and health
management to tackle the global toll of failure
• We also need a new standard because although OHSAS
18001 is well used (over 90,000 certifications in 127
countries), it’s not a truly international, consensus-
based standard and it isn’t aligned with other ISO
management system standards
Need of an International OH&S Standard?
• Burden of occupational injuries and diseases is
significant, both for industries and wider economy,
resulting in losses from early retirements, staff absence
and rising insurance premiums
Need of an International OH&S Standard?
Factors in Total Loss Control;
• Compensation
• Hospitalization
• Loss of production
• Cost of repairs, replacement
• Cost of incident investigation
• Cost of implementation of measures, recommendations
• Time invested by colleagues, management
• Cost of legal / regulatory cases, litigations
(Additionally, can badly impact Brand and Reputation)
OHSAS 18001:2007 / ISO 45001:2018
Organizations increasingly concerned with OHS
performance
• Increasingly stringent legislation
• Increased concern by interested parties
• Over 50,000 organizations worldwide are certified
to OHSAS 18001:2007 / ISO 45001:2018
• Enable organization to develop & implement OHSMS
• Apply to all type and sizes of organization
• Basis of the approach – PDCA – risk based
• Commitment from Top Management and employees
is very important.
• Enables performance improvement
• Overall aim – support and promote good OHS practice
ISO 45001 for Occupational Health & Safety
• OHSAS 18001:2007 This is what we use today!
• Over 7,700 people die each day from work-related
accidents or diseases i.e nearly 2.78 million per year.
• Every 15 seconds, a worker dies from a work-related
accident or disease, and 153 people experience a
work-related injury.
• These represent an enormous burden for industries
and society as a whole, costing over 2.78 million
deaths a year, not to mention more than 374 million
non-fatal accidents.

History of OH&S Standard?
OHSAS-18001 versus ISO-45001
Aim of ISO-45001
ISO 45001 sets the requirements to provide a safe and
healthy workplace(s), by:
1. Preventing work-related injury and ill-health, and
2. Proactively improving the OH&S performance
Intended outcomes of an OH&S management system
include:
a) continual improvement of OH&S performance;
b) fulfilment of legal requirements and other
requirements;
c) achievement of OH&S objectives.
Aim of ISO-45001

To prevent ill-health and injuries it is important to

recognize that causes can be through:
• Immediate impacts (e.g. accidents or epidemics), or
• Longer term impacts
(such as repeated exposure to radiation or carcinogenic
chemicals, or to a constantly stressful working
environment).
