1. Background/Objective
The United Nations Standard Minimum Rules for the Administration of Juvenile Justice ("The
Beijing Rules"26.1) indicate that: The objective of training and treatment of juveniles placed in
institutions is to provide care, protection, education and vocational skills, with a view to assisting
them to assume socially constructive and productive roles in society.
Without effective rehabilitation and social reintegration programmes to help child and young
offenders face multiple challenges which include stigmatization and victimization, the likelihood
of their successful social reintegration is very poor and recidivism highly likely. Thus, to block the
pipeline from juvenile rehabilitation school to adult prison, one of the key intervention
components of the project includes educational and vocational interventions.
By addressing basic rights through educational and vocational opportunities, the creation of
conditions conducive to future grievances, violence and crime, which pose a serious risk for
society will effectively be curtailed. Also, through this intervention the project will contribute to
the implementation of the Government’s policy on Technical and Vocational Education and
Training (TVET), which focuses on providing critical skills that meet the needs of the workplace
as well as self-employment.
In view of this, UNODC-ROEA Crime Prevention and Criminal Justice Programme is looking to
procure equipment in order to empower 32 successful children from vocational training courses
with start-up tools and equipment, as part of the project: Preventing Violent Extremism through
TOTAL $ 6800
Warranty and Maintenance (when and where applicable)
The vendor shall warrant the performance of the equipment for 2 years from the date of purchase.
Should the equipment fail or break down during the warranty period, the vendor shall repair the
equipment at no charge and guarantee the workmanship and parts for a period of 2 years from
the date of purchase as mentioned above.
4. Quality Standards and/or Experience level
The vendor must have at least 5 years of experience servicing clients to provide technical
training tools and equipment/or the vendor should have a national or international quality
system standards certification such as ISO 9001:2015.
The vendor must show proof of licensed Local dealership or a vendor distribution contract/
agreement. The equipment must be supplied in new and working condition and where
applicable ensure that the make and model is clearly visible, and the Manufacturer’s Literature
and specification supplied. Manual should be supplied in English and in original colour.
It should be noted that the United Nations General Conditions of Contracts (UNGCC) applies for
this requirement. Bidders are reminded that by submitting an offer, the Bidder confirms that it
has accessed, read, understood and accepted the UNGCC, unless they state their reservations or
non-acceptance clearly.
Bidders should note that reservations to or non-acceptance of any of the terms of the UNGCC
may lead rejection of their bid.
