- Sovereignty is the supreme political power inherent in a state by which a
state is governed. It has two aspects, internal and external. Internal sovereignty refers to the power in its domestic affairs while external sovereignty refers to the power to control its foreign affairs.

In conclusion, Talokan is not considered as a state except in the perspective of
Wakanda. Legally, in the international community they are hidden from them which makes them not considered as a state. Hence, any state can exploit the Talokan claimed resources with any means necessary.
