Position Title: Civil Project / Design Manager


Reports to: Planning and Design Manager
Direct reports: Nil
Review date: April 2022

Position objective
The role of the Civil Design Manager is to manage the design process of new and existing projects,
ensuring that processes meet current legislation, standards and codes of practice while also
maintaining alignment with project timeframes. The management of this process includes working
with design consultants to ensure all products are delivered to meet NAPL’s standards of excellence.

Key accountabilities and responsibilities


> Provide assistance to colleagues delivering CAPEX projects as required;
> Provide Design Management services including consultant contract administration and delivery
of assigned projects within the yearly CAPEX program;
> Prepare relevant management plans and the development of integration, scope, time, cost,
quality, resourcing, communications and risk approaches for assigned projects;
> Manage the gate processes during the initiation and design stages (Phase 1 and 2);
> Review and monitor overall design delivery performance against agreed objectives;
> Prepare monthly project report inputs providing a status update of design progress;
> Participate in monthly project control meetings;
> Maintain corporate systems and processes with accurate up-to-date data regarding new and
existing projects as required;
> Ensure project documentation is filed appropriately in accordance with the NAPL document
control system and project filing structures;
> Collate background information and prepare briefing material, non-technical specifications,
quotation requests, expressions of interest, requests for tender and contract documentation for
pre-construction service providers, consultants, product & equipment suppliers and
construction contractors;
> Engage and manage pre-construction service providers, consultants, product & equipment
suppliers and construction contractors including integrating design with existing assets and
coordinating relevant consent authorities;
> Review and monitor compliance of pre-construction service providers, consultants, product &
equipment suppliers and construction contractors with WHSE, aviation safety and security
requirements;
> Evaluate information and escalate issues for review and resolution as required, including the
preparation of any resulting recommendations;
> Develop project specific staging plans and programs to minimise impacts to airport operation
during project implementation and delivery phases, to maintain public safety and airport
security;
> Coordinate the RFI process and manage technical queries with consultants; providing timely

feedback to the delivery team;


> Tailor communications to individuals and groups with non-technical backgrounds to clearly
explain complex design concepts; and
> Any other duties within your skill and competence, as required by your Manager.

Qualifications and experience


Essential
> Relevant tertiary qualifications in Construction Management, Civil Engineering or Project
Management with Civil delivery experience
> Demonstrated client side design management experience
> Previous experience in managing multiple projects from inception to handover in an operational
environment
> Demonstrated ability and commitment to producing design deliverables within agreed
timeframes and budget
> Demonstrated commitment to a customer service culture and delivery of quality service
> Excellent negotiation skills including commercial contract negotiations
> Effective interpersonal and written communication skills, particularly with external and internal
stakeholders;
> Previous experience in Contracts Administration
> Demonstrated competence in the use of Microsoft applications such as MS Project, Outlook,
Excel, and Word
> Understanding of risk allocation and the management of WHS in the workplace, in line with
current Work Health and Safety legislation
> Current NSW drivers licence

Desirable
> Previous experience in both commercial building and civil works projects
> Previous experience in the aviation industry

Work Health and Safety


The NAPL Managers have a responsibility to:
> Remain abreast of changes in environmental and WHS legislation, Codes of Practice and
Australian Standards
> Responsible for promoting consultants conformance with statutory requirements and NAPL
WHSMS requirements.
> Promote and embed a safety culture
> Ensure that appropriate investigations are conducted for hazards and incidents, and implement
identified corrective actions

While at work NAPL workers must:


> Take reasonable care for their own health and safety
> Take reasonable care that their acts or omissions do not adversely affect the health and safety
of other persons
> Comply with any reasonable instruction that is given to allow NAPL to comply with the WHS Act
> Cooperate with NAPL policies and procedures relating to health or safety.
