ABSTRACT

The Peace and Order & Public Safety Plan (POPS Plan) of the Municipality of
Palauig reflects the realities of the emerging peace and order and public safety
situation. Based on Palauig MPS statistics, the overall trend in crime/public disorder
incidence is gradually declining. The downtrend in crime incidents attributes to the
intensified implementation of the Enhanced Managing Police Operations in the municipality.

The POI (Index Crime) slightly increases due to the escalation of rape incidents in
the municipality. While we cannot control criminal motives, we can help prevent
them through the intensified anti-criminality awareness campaign and other police
interventions conducted at schools and barangays.

The POPS Plan provides us with a clear picture of the specific incidents that are on
the rise. Through systematic and information-based analysis, definitive
countermeasures were identified and included in the Plan.

Basically, the over-all strategy of the POPS Plan is anchored on two (2) lynch-pins,
namely;
1. Mobilization of all available resources, material, financial and more
importantly human resources and,
2. Efficient and effective utilization of these resources through excellent
planning, participation of all stakeholders, proper coordination and accurate
information gathering.

These lynchpins are the element of success under this Plan. The judicious and
prudent deployment of these will largely determine the outcome of the strategy.

Just like any other Plan, the POPS Plan has built-in mechanisms to allow the
planners and implementers to make appropriate changes when necessary. Overtime,
depending on the fluidity of the existing environ, review and fine tuning are always
necessary and in fact mandatory so that the tactics and strategies to be employed
are always pro-active.
CHAPTER I

REVIEW OF LOCAL STRATEGIC DIRECTIONS

VISION

Palauig, an agricultural vibrant town, known as major a producer of palay, fruit crops,
live stocks, and seafood in Zambales, a hub for the countryside and food tourism where
empowered and God-loving citizenry enjoy a responsive social service in a safe,
peaceful, and environmentally sound communities.

MISSION

1. To enforce all applicable laws and regulations to maintain at all times a peaceful,
orderly and harmonious community.

2. To harness the active participation and cooperation of all stakeholders and strive to
create a working environment built on trust and confidence to further the sense of
security and well-being in the community.

GOALS

1. Maintain a peaceful, orderly, and harmonious community 24/7.


2. Win the trust and confidence of constituents.
3. Achieve the ideals of the PNP’s motto, “To serve and protect”.
CHAPTER 2

PEACE AND ORDER & PUBLIC SAFETY SITUATION

The municipality of Palauig has been a relatively peaceful community. In recent years,
there had been a noted gradual decrease in crime incidents. This can be attributed to the
aggressive implementation of anti-illegal drugs and anti-criminality campaigns and the active
support of the community.

To enable us to have a clearer picture of the current peace and order situation, we
have tallied the crime statistics for the last three (3) years, Table 2, and made a
comparative table to show the increase/decrease of the different incidents. In the fourth
(4) column, is the mean score of each class of incidents. Comparing these averages to
2022 (January 1 to Sept. 15, 2022) data, we now get a startling indication that
objectively points to disturbing realities.

With regard to drug-related incidents, there were nine (9) cases for 2019, eight (8)
were due to buy-bust operations and one (1) was recovered in an abandoned speed
boat.

On December 2019, the unexpected outbreak of the COVID-19 worldwide pandemic


alsoo greatly affected our community and almost every aspect of human life. Amidst
this crisis, Palauig MPS extended every possible assistance to the community in
maintaining peace and order and assisting the local government in the delivery of
much-needed government services.

In support of community protection to help mitigate the pandemic, Palauig MPS


continues to work hard in enforcing the law and sustaining the anti-criminality
campaign against illegal drugs and illegal gambling. Moreover, the PNP intensified
the momentum of the campaign against other crimes that resulted in a decline in the
crime rate, however, because most of the people stayed at home, rape incidents
began to spike. Most of these cases occurred at home wherein the perpetrators are
mostly family members or acquainted with the victims or by people they trust and
were supposed to protect them. To curb the crime in this municipality, this station
widened the anti-criminality operational plan particularly on its regular law
enforcement activities through police presence, focused law enforcement operations,
and deployment of resources in the municipality.

In the campaign against illegal drugs, this station is awaiting the awarding of certificates for
the remaining nine (9) drug-cleared barangays from PDEA. Further, house revisitation is still
conducted for the illegal drug surrenderer in the municipality.

Public Safety Indicators; vehicular accidents, accounted for almost 55% of the total
crime volume for CY 2022. The numerous incidents occurred mostly on the long
stretch of the Banlog Highway traversing to Barangay Bulawen. The common causes
of the incidents were poor road construction and most traffic incidents involving a
motorcycle, Kulong-Kulong, and tricycles. It is also common knowledge that intoxication
is the major cause of accidents involving motorcycles. “Belief to be intoxicated” is the
usual description investigators use as the reason or cause of an accident due to the
lack of a “Breathalyzer” for measuring the alcohol content of breath.

Worth noting too is among the non-index crimes, acts of lasciviousness, Alarms, and
Scandal, and Unjust Vexations were the top contributor to the P e a c e a n d O r d e r
I n c i d e n t ( P O I ) non-index crimes.

A total number of 5 POI (index crimes), 24 POI (non-index crimes), and 35 PSI
(Traffic Incidents) crimes occurred from January to September 15, 2022. Top
Contributory Barangays are Barangay Sto. Tomas with 9 incidents, Barangay Salaza
with 7 incidents, and Barangays Liozon, East Poblacion and Bulawen all same with 5
occurrences.

As of September 15, 2022, the Palauig MPS crime solution rate is 84.28 % with
current police–population ratio of 1: 1991, resulting in adequate visibility and effective
coverage of law enforcement personnel in the municipality. However, public order is
still sustained with the collaborative efforts of Barangay Tanods and the local police
as well as the Palauig Municipal Advisory Council (MAC) which was created to
oversee and monitor the accomplishment of the PNP’s Mission toward public order
and safety.

A. Crime and Disorder

For the past years, drug-related crimes have been increasingly widespread in
occurrence in the municipality. Reportedly, out of nineteen (19) Barangays, eighteen
(18) are Drug affected Barangays with a total number of 387 suspected drug users
and one (1) barangay was unaffected as of December 2018. Palauig MPS and the
Philippine Drug Enforcement Agency (PDEA) have placed in high gear their efforts to
clear all barangays in the municipality of illegal drug activities thru a stepped-up
partnership with the local government unit, stakeholders, and the community. At
present all nine (9) barangays were drug cleared and the nine (9) other barangays
are still waiting for the awarding of the Drug Cleared Barangay Certificate from
PDEA.
Based on the reports from the PNP, rape posted the highest volume and most of
the victims came from broken families, the less fortunate, or children who were left to the
care of relatives of parents working abroad. Rape cases continued to increase despite a
police campaign to stir public awareness for the protection of women and children.
Thus, this station collaborated with the LGU and other stakeholders to lessen or
eradicate the incident of rape or other forms of abuse against women and children.
