The purpose of the NCOC Engineering Department comprises the following key aspects:
Provide and support technical assurance to the company that design, construction,
commissioning and adequate maintenance is carried out according to appropriate
technical standards, including RoK mandatory standards
Provide support to strategies and content of Engineering & Maintenance processes
related to Onshore & Offshore Assets
In collaboration with Operations, Maintenance, and Production Projects drive Venture
performance in asset integrity, reliability, costs, and product quality by providing high
value credible engineering services.
Establish and sustain a structured and proactive approach to transfer knowledge
from expatriate staff to national staff
In addition the following are accountabilities of the Engineering Department:
Assures design / technical integrity of Production installations throughout their life
cycle, including coordination and responsibility for the delivery of Technical Authority

Provide Engineering support to Production Operations; including input into and
support of commissioning / start-up of new or modified plant and troubleshooting of
existing plant.
Ensures appropriate Engineering discipline controls for projects and plant changes
throughout the Opportunity Realization Process phases (Identify, Assess, Select,
Define, Execute)
Sets and maintains Engineering standards, work processes, systems and tools for
POD
Ensure an effective Discipline skill pool, identifying learning and development
opportunities for local staff
Maintains strong connections to shareholder Engineering Best Practice Networks
Context:
The Kashagan Project is one of the largest developments in extreme conditions (e.g. Ice, H2S, High Pressure, shallow
water) in the history of oil & gas industry with close to 35 billion barrels of oil in place.
The full field development will consist of several phases. Other discoveries include Kashagan SW, Aktote, Kairan and
Kalamkas, all located in the North Caspian Sea and covered by the North Caspian Sea Production Sharing Agreement
(NCSPSA). There are seven shareholders in the Venture: CNPC, ENI, ExxonMobil, Inpex, KMG, Shell, Total.
NCOC N.V. is the Operator of the NCSPSA. NCOC N.V. organizational hub is based in Atyrau, Kazakhstan.
Job Accountabilities:
To ensure the implementation of Maintenance Integrity Execution (MIE) – AI-PSM standard for all Instrumentation in
the CMMS Build including SCE identification, Performance Standards setting, Assurance Activity implementation
and QM module requirements.
To ensure the proper definition of Functional Locations hierarchy for all Instrumentation, Control and Automation
equipment in the CMMS Build for custody transfer facilities.
To ensure that maintenance procedures are defined for all Instrumentation in the CMMS Build including Task lists,
Operations requirements, standard text, PRT, Workcentres etc.
Define, Update and localize maintenance strategies for Instrumentation equipment according RoK requirements and
vendors recommendations.
To define the post implementation CMMS “after care” requirements for Instrumentation, Control and Automation
Equipments in order to optimize the CMMS during its first years in operation.
Turnaround (planning & execution & validation) & Site Maintenance Support
Participate in TA scope planning, and provide TA justification and drivers for scope
Identify & develop required resources, tools, parts, contracts, logistics, and specialized procedures
Oversee contractors involved in work preparation, walk-downs, execution, and acceptance of work
Provide technical oversight to ensure contractors work safely, and efficiently
Facilitate and support TA execution, troubleshooting, and resolution of conflicts
Actively participate and lead in risk assessments and development of Work-Packs and PTW
Monitor work execution and company HSSE compliance (PTW, JHA, procedures)
Develops effective working relationships with relevant disciplines and customers
Acts as role model to promote strong service culture
Visits NCOC onshore and offshore facilities to build a strong asset intimacy
Level II:
Under supervision, performs work that is varied and that may be somewhat difficult in character, but
usually involves limited responsibilities.
Some evaluation, originality or ingenuity is required.
Safety Responsibilities:
The job holder will need to show an aptitude to work within this multicultural and multi-stakeholder environment and
translate between CoV codes, standards, systems, and practices and the NCOC N.V. Company Management System.
Compliance with:
• Kazakhstan Statutory Health, Safety & Environmental Laws/Regulations;
• The Corporate Health, Safety & Environment Policy, and Safety Management Systems ;
Internal
Liaise with other Operations, Maintenance & Procurement Departments as required.
Key Interfaces (Metrology, Site Maintenance, and Procurement)
External
Contractors and/or suppliers, as required.
Integrate with T/A Instrumentation Execution for support and validation
Advantageous Qualifications/Experience
Work experience with/at State Authorities
Work experience with/at CPC, KTO, KTG Operations in RoK.
In addition, experience in working with Fire Authority.
Having previous experience working in a high concentration H2S environment is desirable

several processes: such as Health Risk Assessment, Workplace Attestation, and Industrial control. HSSE department is
nominated as process owner for implementation and communication to personnel.
