MEMORANDUM OF AGREEMENT

FOR THE IMPLEMENTATION OF AMBISYON.AHON.GANAP PROGRAM


(AMBAG)
(THE COMMUNITY-BASED REHABILITATION PROGRAM OF PINAASA)

KNOW ALL MEN BY THESE PRESENTS:

This AGREEMENT is entered into and executed this 30th day of July 2020 at
the Municipality of Pinaasa, Palawan, Philippines by and between:

The MUNICIPALITY OF PINAASA, a local government unit, established and


existing under the laws of the Philippines within the territorial jurisdiction of the
Province of Palawan, herein represented upon the authority of the Sangguniang Bayan
by virtue of Resolution No. 305, dated July 23, 2020 by HON. MAYOR in his
capacity as Mayor, with office address at Municipal Hall, Rizal Magsaysay, Pinaasa,
Palawan hereinafter referred as the “MUNICIPALITY”,

and

The BARANGAY MAPAYAPA, a basic political unit within the territorial


jurisdiction of the Municipality of Aborlan, Palawan, herein presented upon the
authority of the Sangguniang Barangay by virtue of Resolution No.___, dated
___________ by HON. JUAN D. DELA CRUZ , in his capacity as Punong
Barangay, with office address at Barangay Hall, Barangay Mapayapa , Pinaasa , Palawan
hereinafter referred to as the “Barangay”.

WITNESSETH
WHEREAS, in line with the intensified campaign against dangerous drugs by
the national government, there has been a substantial increase in the number of
individuals involved in the use and proliferation of dangerous drugs surrendering to the
authorities;
WHEREAS, it is the duty of the Municipal Government of Pinaasa to help its
citizens who have bravely submitted themselves to the authority and to provide them
with appropriate treatment and interventions to inspire, motivate, restore and
reconnect for them to refrain from drug use and promote well-being for them and their
family;
WHEREAS, pursuant to Republic Act 9165 or the Comprehensive Dangerous
Drugs Act of 2002, the State is mandated to safeguard the integrity of its territory and
the well-being of its citizenry, particularly the youth, from the harmful effects of
dangerous drugs;

WHEREAS, it is necessary to streamline efforts to provide government services


to the surrenderers by having a single unified body which will be in-charge of carrying
out the objectives of helping the surrenderers;

WHEREAS, the State values the dignity of every human person and guarantees
full respect for human rights;

WHEREAS, it is the policy of the State to provide effective mechanisms or


measures to re-integrate into society, individuals who have fallen victim to drug abuse
or dangerous drug dependence, through sustainable programs of treatment and
rehabilitation;

WHEREAS, one of the implementation strategies of the program is the


Community-Based Rehabilitation Program designed as a holistic intervention for
recovering drug dependents with focus on the healing of the body and soul, involvement
of the support of families and the community;

WHEREAS, AMBAG (AMbisyon.Ahon.Ganap) of Pinaasa, Palawan, is a


three-month community-based rehabilitation program initiated designed to INSPIRE,
MOTIVATE, RESTORE and RECONNECT the person to one’s healthy relationships
with GOD, SELF, FAMILY AND COMMUNITY and engage volunteers in the fight
against criminality and illegal drugs through the adoption of a multi-sectoral and mass-
based approach;

WHEREAS, it is a joint responsibility of the Municipality and the barangay to


implement the program for its efficiency and effectivity to promote well-being of the
surrenderers;
NOW THEREFORE, for and in consideration of the foregoing premises by
mutual covenants and undertaking herein set forth, parties have agreed to the following:

ARTICLE I
OBLIGATIONS OF THE MUNICIPALITY

1.1. Provide the Municipal AMBAG Core Group that will spearhead and supervise
the AMBAG Program to ensure proper implementation including social workers,
medical personnel and other technical persons;
1.2. Provide materials, facilitators and resource persons to deliver Family
Development Sessions, counseling, medical services, Spiritual recovery sessions,
Physical fitness activities, educational and skills development sessions;
1.3. Ensure availability of the venue for the daily undertakings of the program;
1.4. Provide technical resource persons/agencies for the Educational and
Technical skills development of the surrenderers;
1.5. Provide materials and incentives as may be needed for the program
implementation;
1.6. Train the Barangay AMBAG Core Group to facilitate the group;
1.7. Ensure proper implementation of the program;
1.8. Conduct profiling and assessment of the surrenderers;
1.9. Document and monitor the progress of the program in a holistic perspective
through coordination with the barangay and prepare and submit reports as may be
deemed necessary

ARTICLE II
OBLIGATIONS OF THE BARANGAY

2.1. Create Barangay AMBAG Core Group that will lead, facilitate and advocate
the AMBAG Program in their Barangay
; 2.2. Document and monitor the progress of the program in barangay level;
2.3. Monitor the recipients in their community and their family situation;
2.4. Responsible on the mobilization (transportation) of the AMBAG Boys;
2.5. Provide technical and administrative assistance to the Municipal AMBAG
Core Group during the program implementation as may be deemed necessary;
2.6. Provide meal at least once a week for their respective beneficiaries;
2.7. Closely work and coordinate the implementation of the Program with the
Municipal AMBAG Core Group and the Municipality;
2.8. Ensure presence of Barangay Tanod or any representative from the
barangay during each session/activity to ensure security and safety;
2.9. Report to the Municipal AMBAG Core Group all necessary information
pertaining to the recipients of the program and the implementation;
2.10. Should there be any discrepancy, conflict or need, the barangay should
coordinate and work closely with the Municipal AMBAG Core Group for proper
intervention;
2.11. Coordinate with other entities in the community (e.g. inter faith
organizations`, NGOs, etc.) who can provide resources and assistance in the
implementation of the program.

ARTICLE III
GENERAL PROVISIONS

This Memorandum of Agreement shall take effect immediately upon signing of


the parties;
The parties shall undertake to comply with their obligations as set forth herein in
good faith;
The parties may agree to modify, alter, change or amend the terms of this
Agreement for a more efficient and effective implementation of the program;
Should the MOA be terminated by one party, steps shall be taken to ensure that
the termination is not prejudicial to any program of activity undertaken within the
framework, nor contrary to the objectives of this Agreement;
IN WITNESS WHEREOF, the PARTIES hereby affixed their signatures this
30th day of July 2020.

BACKGROUND/ SITUATION ANALYSIS


Barangay Punta- Baja, Dr. Jose P. Rizal Palawan, have 16 purok and purok Base

has four hundred eleven (411) household with one thousand, nine hundred twenty-five
(1, 925) population. Their house was very close to each other only their fence is the
boundary for their privacy and the road is under construction. Most of them their source
of income is fishing and sari-sari store. Based from the data of Rural Health Unit, Purok
Base is one of the arising cases of Dengue as of July to October, 2019 they have 14
reported cases on July and 4 reported cases on month of October.

Greetings!

In support to the intensified campaign against dangerous drugs of the national


government and whereas, it is the policy of the State to provide effective mechanisms or
measures to re-integrate into society, individuals who have fallen victim to drug abuse
or dangerous drug dependence, through sustainable programs of treatment and
rehabilitation, the Municipality of Pinaasa launched its Community-based Drug
Rehabilitation Program (CBRP) dubbed as AMBISYON.AHON.GANAP
(AMBAG) Program designed to INSPIRE, MOTIVATE, RESTORE and RECONNECT
the person to one’s healthy relationships with GOD, SELF, FAMILY and COMMUNITY
through holistic approach and interventions. Initially, there are 30
participants/recipients (drug surrenderers) from 4 pilot barangays of Pinaasa who are
actively participating the program, all male with age ranging from 20 to 49 years old,
majority are non-High School Graduates and merely relies on fishing and/or
construction works and are identified to have income below the poverty threshold.

One of the subject interventions of the AMBAG Program is the provision of


livelihood to help suffice the needs of the recipients especially their families and as well
as to help them refrain and not to resort to the use and proliferation of dangerous drugs.
In view of this we would like to request from your office to avail the programs and
services of the DSWD through cash or food for work and as well as chance for our
respective clientele to enroll to the livelihood program of your agency.
