EWG's Focus During
India's G20 Presidency
India has taken on the
important role of the rotating G20
Presidency for the year 2023,
commencing 1st December,
2022. As part of this significant
responsibility, the Ministry of
Labour and Employment is
currently leading meetings of the
Employment Working Group of
the G20. These meetings will
ultimately lead up to the G20
Labour and Employment
Ministers' Meeting in July 2023.
Two meetings of the G20
Employment Working Group
have been held so far under
India's Presidency. The first
meeting was held from 2nd to
4th February 2023 in Jodhpur,
Rajasthan, while the second one
was held from 3rd to 5th April
2023 in Guwahati, Assam. More
than 74 delegates from over 19
G20 member countries, 7 guest
countries and 5 International
Organisations including the
International Labour Organi-
sation (ILO), Organisation for
Economic Cooperation & addressed. There is a need for a

(WB) and Asian Development
Bank (ADB) were present at the
meetings.
India aims to contribute
significantly to the global
conversation on employment
and employment-related issues,
providing meaningful solutions
that will benefit workers and
employers around the world. As
a result of deliberations held so
far, the EWG has identified three
key priority areas that require
urgent attention.
i) Addressing global skill gaps,
recognising that there are
significant disparities in skills
between different nations
and regions.
ii) The 'Gig and Platform'
economy as well as social
protection. This area is
particularly important, given
the rise of the gig economy
and the need to provide
adequate protection and
support for workers in this
sector.
iii) Sustainable financing of
social security, recognising
the importance of ensuring
that social security systems
remain financially sustain-
able in the long term.
Tackling Skills Gap
The global skills gap is a
pressing issue that plagues
various industries and
economies worldwide. It pertains
to the mismatch between the
skills that employers demand
and the skills that job seekers
possess. This disparity has
become more pronounced in
recent years due to the rapid
pace of technological advance-
ments, evolving work environ-
ments, and the increasing trend
of globalisation.
The primary catalyst of the
skills gap is the rate of techno-
logical change, with new
technologies rendering traditional
skills obsolete. This pheno-
menon is particularly evident in
manufacturing industries where
automation and robotics are
supplanting conventional jobs.
Consequently, many workers
struggle to find new employment
opportunities that match their
skills and experience.
Another contributing factor to
the skills gap is the dynamic
nature of work. Employers today
require workers with a broad
range of skills, including critical
thinking, problem-solving,
communication, and teamwork.
However, many workers
possess specialised skills and
may lack the broader skills that
are in high demand.
Furthermore, globalisation has
also contributed to the skills gap.
As more companies operate on
a global scale, workers require
the ability to communicate and
work effectively with individuals
from diverse cultures and
backgrounds. However, many
workers lack the cross-cultural
communication skills necessary
to succeed in today's global
economy. "87 percent of
companies worldwide have a
skills gap, or expect to within a
few years," according to a report
published by McKinsey &
Company, a global management
consulting firm. The skills gap
poses significant implications for
individuals, businesses, and
economies. For individuals, it
could result in unemployment,
underemployment, and lower
wages. For businesses, it could
translate to higher costs, lower
productivity, and reduced
competitiveness. For econo-
mies, it could lead to slower
growth, decreased innovation,
and increased inequality.
The global skills gap is an
urgent issue that necessitates
collective action. Therefore, the
G20 leaders have developed a
broad consensus to work with
governments, educators, and
businesses in order to
encourage collaboration for
developing innovative solutions.
This includes investing in
education and training programs
that equip workers with the skills
required to succeed in today's
economy. It also entails
encouraging businesses to
invest in their workforce and
provide opportunities for workers
to develop new skills.
G20 leaders agree that there
is a growing need to rethink our
approach toward up-skilling, re-
skilling, and driving human
capital to achieve this goal. This
requires a shift in mindset from
traditional models of education
and training to more innovative,
learner-centric approaches that
focus on skills development and
real-world application. Hence, a
lot of emphasis has been laid on
investing in employee training
and development programs,
encouraging continuous learn-
ing, and fostering a culture of
innovation and experimentation.
India has been focused on
building consensus among the
G20 countries on developing a
framework for assessing the skill
gaps and harmonisation of skills
qualification across these
countries to enable faster and
easier labour mobility and at a
reduced cost. To this effect, India
has proposed an international
skill gap mapping portal for
assessment of skill demand.
Development of a unified
framework for skills and
qualifications harmonisation
across G20 countries is also
high on agenda. The agenda
requires focusing on recognition
of skills and qualifications,
common skill taxonomies and
harmonisation templates.
Gig & Platform Economy:
Prospects and Pitfalls
The Gig and Platform
Economy has emerged as a
major force in the modern labour
market, transforming the way we
work and earn a living. It refers
to a system in which temporary,
freelance or contract work is
facilitated by digital platforms or
online marketplaces. These
platforms provide a range of
services such as ride-hailing,
food delivery services, home-
sharing, and freelance work like
tutoring, translating, transcribing,
repairing etc. This system is
based on digital platforms and
online marketplaces that
connect workers with short-term,
freelance, or contract work.
These platforms have created
new opportunities for individuals
and businesses alike. However,
the Gig and Platform Economy
has also raised concerns about
job security, worker benefits, and
exploitation. As this system
continues to grow and evolve, it
is important to understand its
pros and cons in order to shape
policies that promote a fair and
sustainable future of work.
One of the main advantages of
the Gig and Platform Economy is
that it provides workers with
greater flexibility and autonomy.
Workers can choose when and
where they work, and can often
choose which jobs to accept.
This can be particularly
beneficial for individuals who
need to balance work with other
responsibilities, such as caring
for children or elderly relatives.
Additionally, the Gig and
Platform Economy has created
new opportunities for individuals
who may not have been able to
participate in traditional labour
markets, such as those with
disabilities or those who live in
remote areas.
However, the Gig and Platform
Economy also has its draw-
backs. One of the main concerns
is the lack of job security and
benefits for workers. Gig workers
are typically classified as
independent contractors rather
than employees, which means
they are not entitled to benefits
such as health insurance, sick
leave, or retirement plans.
Additionally, gig workers may not
have the same protections as
employees, such as the right to
unionise or the ability to file for
workers' compensation.
Another concern is the
potential for exploitation of
workers. Some companies in the
Gig and Platform Economy have
been accused of misclassifying
workers as independent con-
tractors in order to avoid
providing benefits and protec-
tions. Additionally, some workers
may be forced to accept low
wages due to the competitive
nature of the platform economy,
which can result in poor working
conditions and low job
satisfaction.
India's gig workforce is on the
rise, with approximately 15
million workers employed across
various industries such as

software, shared services, and
professional services. This
expanding workforce has been
accelerated by the COVID-19
pandemic, which has caused a
shift in the job market, leading
many to embrace gig work as a
viable option for income
generation. These previously
'invisible workers' have now
become frontline workers,
helping to keep essential
services running. The increased
reliance on gig workers has
elevated their importance and
given them more visibility in
society. The gig economy has
created a new type of flexibility in
the job market, allowing people
to work on their own terms, and
pursue other interests outside of
their primary job. The gig
economy has the potential to
transact over $250 billion in
volume of work and contribute
1.25 percent to India's GDP over
the long term. This growth is
expected to continue, with the
gig economy projected to
contribute significantly to the
Indian economy in the coming
years.
However, there are also
challenges that must be
regulatory framework to ensure
that gig workers are protected,
and their rights are upheld.
The Employment Working
Group meetings have been
focused on sharing relevant G20
country experiences to help in
formulating a series of
recommendations on how to
extend social protection
coverage to a larger group of
workers in the Platform and Gig
Economies. This will facilitate the
development of tools for
monitoring progress on social
protection to gig and platform
workers. The meetings also seek
to explore how national
statistical capacities and metho-
dological approaches can be
enhanced to better capture
emerging forms of work,
including Gig and Platform work.
Extensive deliberations have
been held on how platforms and
technology could themselves be
leveraged to aid in data
collection more effectively. The
production of statistics on the
platform economy will codify the
information of various categories
of workers on different platforms.
It will enable the employers as
well as workers to explore the
opportunities presented by
digital platforms among the G20
nations.
Sustainable Financing of
Social Security
Social protection or social
security is an essential
component of a global strategy
for promoting human develop-
ment, political stability, and
inclusive growth. These systems
typically include a blend of social
insurance and social assistance
programs designed to reduce
and prevent poverty. Social
protection also plays a vital role
in stimulating domestic demand,
supporting the structural trans-
formation of national economies
and promoting decent employ-
ment. Social security programs
are essential for ensuring the
well-being and security of
individuals and families, parti-
cularly those who are vulnerable
or disadvantaged. However,
financing social security pro-

grams can be a significant
challenge for Governments,
particularly in the face of
economic uncertainty, and other
factors that can impact revenue
streams.
For the G20 Employment
Working Group, sustainable
financing of social security is
another key priority. This
involves identifying strategies
and policies that can help ensure
the long-term viability of social
security programs, while also
promoting economic growth and
social inclusion.
One approach to sustainable
financing of social security is to
broaden the revenue base for
social security programs. This
can involve expanding the tax
base, increasing tax rates, or
introducing new sources of
revenue, such as environmental
taxes or taxes on financial
transactions. By diversifying
revenue sources, Governments
can reduce their reliance on a
single revenue stream and
ensure that social security
programs remain adequately
funded.
Another approach is to
promote greater efficiency and
effectiveness in social security
programs. This can involve
measures such as reducing
administrative costs, improving
the targeting of benefits to those
who need them most, and
encouraging greater labour force
participation. By improving the
efficiency of social security
programs, Governments can
ensure that they are providing
maximum value to beneficiaries
while minimising the burden on
taxpayers.
Finally, sustainable financing
of social security also requires a
long-term perspective. Govern-
ments must plan and prepare for
demographic changes, such as
ageing populations, and take
steps to ensure that social
security programs remain viable
over the long term. This may
involve adjusting benefit levels,
retirement ages, or contribution
rates to reflect changing demo-
graphic trends and economic
conditions.
The G20 EWG agenda include
sharing of best practices and
sustainable financing mecha-
nism for providing universal
social security coverage. G20
leaders are looking forward to
recommendations on which
welfare entitlements should be
prioritised based on available
fiscal space, and what
combination of contributions, tax
structures, and other resources
of finance could support
provisions of social security
entitlements. They also intend to
explore what international
development assistance and
mechanisms are available to
support social security systems
in G20 countries. India, in its
capacity as G20 President, has
been working tirelessly towards
garnering consensus on the
development of policy options,
including social insurance
schemes, tax-financed schemes,
or a mix of both to ensure
sustainable financing of social
security.

Central Universities was inherently
inequitable and unethical. The multitude
of State Boards in India operates under
different marking criteria, rendering the
process of admission unjust. For
instance, a student from the Central
Board of Secondary Education (CBSE) is
more likely to perform well and achieve a
higher percentage of marks than a
student from a State Board. Although the
Government had already taken steps to
standardise the curriculum by mandating
every State Board to follow NCERT
books, the situation remained unfair in
practice. However, the Central University
cum Entrance Test has leveled the
playing field, offering equal opportunities
for students across the board.
While the concept of CUET may sound
appealing and utopic, the reality of its
implementation proves to be a daunting
task. In 2022, a staggering 1,490,293
candidates registered for the exami-
nation, with 968,201 candidates ultimately
appearing for it across 249 cities in India
and 10 cities abroad. This made it one of
the largest online examinations cond-
ucted in India. Despite being conducted in
multiple slots and over several days, the
examination was plagued by numerous
mismanagement issues, such as the
admit card being released just one day
prior to the examination and server
crashes during the exam. However, these
issues were addressed and rectified, with
candidates being given the opportunity to
reappear for the examination.
The NTA anticipates a surge in
candidates taking the CUET this year, and
is taking measures to adequately prepare
for this influx. As a result, it is hoped that
the examination will be conducted with
greater student-centricity and conveni-
ence, while maintaining its fairness and
integrity.
CUET 2023 Slots: For the CUET 2023,
the examination will be conducted in
multiple slots on each examination day.
Candidates will be assigned a specific
slot, as indicated in their admit cards, and
will be required to appear for the exam
during that designated time. While the
previous year's examination was
conducted in two slots, the NTA has
announced that this year's exam will be
conducted in three slots. However, the
specific timings for each slot have not yet
been declared. In the previous year, the
first slot was held from 9:00 a.m. to 12:15
p.m., while the second slot was held from
3:00 p.m. to 6:45 p.m.
Mode of Examination: CUET is an
online based examination hence it is
conducted in Computer Based Test (CBT)
mode.
Question Pattern: CUET question
paper comprises objective-type multiple
choice questions (MCQs) in which a
candidate is presented with the choice of
four given alternatives out of which only
one is correct.
Marking Scheme: 5 marks are
awarded for each correct answer given by
the candidate and 1 mark is deducted in
case of a wrong answer. No marks are
allotted in a case where the candidates do
not attempt the question.
Medium of Examination: CUET is
conducted in a range of languages,
including English, Hindi, Assamese,
Bengali, Gujarati, Kannada, Malayalam,
Marathi, Odia, Punjabi, Tamil, Telugu, and
Urdu. In the event that a candidate opts
for a language other than English, the
exam questions will be available in both
English and the language selected by the
candidate. While English, Hindi, and Urdu
will be available at all examination centers
across the country, candidates opting for
other languages may find that the exam
center is only available in one or a few
states where that language is regionally
spoken.
Scheme of Examination: The CUET
exam is divided into section I, section II
and section III. The section I is further
divided into section IA and section IB.
Section I comprises questions that judge
your language skills. Section 1A, which
will be compulsory, will be conducted in
13 languages and candidates will be
given the option to choose the language
of their choice. The options are English,
Hindi, Assamese, Bengali, Gujarati,
Kannada, Malayalam, Marathi, Odia,
Punjabi, Tamil, Telugu and Urdu. Section
1B will be optional and for students who
want to opt for another language apart
from the ones that are a part of Section
1A. Languages offered in Section 1B are
French, Spanish, German, Nepali,
Persian, Italian, Arabic, Sindhi, Kashmiri,
Konkani, Bodo, Dogri, Maithili, Manipuri,
Santhali, Sanskrit, Tibetan, Japanese,
Russian, and Chinese. Section II consists
of 27 domain specific subjects and
section III comprises general test.
One need not necessarily attempt all
languages or subjects in this examination.
What makes this test particularly
ingenious is that the responsibility of
subject selection has been delegated to
both the university and the candidate. It is
up to the candidate to decide which
course they wish to pursue and the
university has provided guidelines on the
requisite subjects for admission. To
illustrate, consider the example of
University 'A' which stipulates that
admission to its Bachelor of Arts program
requires the candidate to appear for either
a language or general test. The
candidate's percentile score in these tests
will determine their merit and eligibility for
counseling. In contrast, University 'B'
requires candidates to appear for three
domain subjects as per their 12th-grade
performance.
Suppose a candidate desires to enroll
in both University 'A' and University 'B',
with 'A' being the primary preference and
'B' the secondary preference. In such a
case, while filling out the application form,
the candidate must select one language,
one general test, and three domain-
specific subjects. Consequently, the
candidate appears for a single
examination on a specific date, where
they attempt a paper containing five
subjects - the language test, general test,
and the three domain subjects. By taking
this exam, the candidate becomes eligible
for admission into both the universities 'A'
and 'B'. To illustrate this scenario,
consider Banaras Hindu University (BHU)
as University 'A' and the University of
Delhi (DU) as University 'B', with the
criterion for B.A. admission being similar
to the example given above.
Although the CUET Exam aims to
streamline the admission process for
various universities, it poses a significant
challenge for students as they must
determine which subjects to choose when
filling out the application form. Each
university has the liberty to demand
different subjects or combinations for the
same course, making the process even
more complex. To address this challenge,
the Ministry of Electronics and Information
Technology, under the Digital India
Initiative, has established over 1.5 lakh
Common Services Centres (CSC)
throughout the country. These centres
offer valuable support to candidates,
providing guidance on form filling and
other aspects of the CUET. We will delve
further into the role of Common Services
Centres (CSC) later in this article.

Preparation Tips
General Test: The General Test
component of CUET-UG comprises three
major sections: Reasoning, Numerical
Ability, and GK/GS with current affairs.
The Reasoning component aims to
evaluate the candidate's problem-solving
skills through a range of verbal and non-
verbal reasoning questions. The verbal
section includes questions on topics such
as the Dictionary, where candidates must
solve questions related to which words
can come first or last according to the
English dictionary. Additionally, there are
counting figure questions from series,
mathematical inequalities, blood
relations, questions related to clock and
time, dice, direction sense, cube and
cuboid reasoning type questions, ranking
order or sequence-based questions,
questions related to calendar, Venn
Diagram, coding-decoding, sitting
arrangement, alphabet test, and more.
To excel in these question types,
diligent practice is key. The difficulty level
typically ranges from easy to moderate,
so a strong grasp of concepts, clever
problem-solving strategies, and the ability
to recall shortcut formulas can greatly
enhance a candidate's performance in the
reasoning portion. The Numerical Ability
section is designed to evaluate a
candidate's mathematical and calculation
skills. Its syllabus and topics cover basic
math concepts typically taught in 8th
grade. These include Number System,
HCF and LCM, Surds and Indices, Train
or boat and stream problems,
Percentage, Average, Ratio and
Proportion, Mixture and Allegation, Profit
and Loss, Time and Distance, Pipe and
Cistern based problems, Geometry,
Basics of Trigonometry, Age related
calculations, Time and Work based
problems, Mensuration, Set and Set
Theory, Simple and Compound Interest,
Statistics, and Probability.
Similar to the Reasoning and Numerical
Ability sections, the questions in the
General Knowledge (GK) and General
Science (GS) portions, along with current
affairs, are generally of an easy to
moderate level. To perform well, it is
essential for candidates to practice a
sufficient number of questions related to
each topic. It is highly recommended that
candidates review previous year's
questions, as this can provide valuable
insight into the paper pattern, syllabus,
and level of difficulty for the exam.
The GK and GS portion, along with
current affairs, comprises the third section
of the General Test. Although fewer
questions are typically asked in this
section compared to Reasoning and
Numerical Ability, it is still crucial for
candidates to practice and prepare for it.
The Static GK portion of this section
includes questions related to Indian and
World History, Indian and World
Geography, Polity, and Economics.
The General Science portion includes
basic and introductory level questions on
Physics, Chemistry, and Biology, up to the
8th-grade level. To perform well in this
section, candidates are strongly
encouraged to review the NCERT
Science textbooks for class 8, which can
serve as an excellent resource. Addition-
ally, candidates should also brush up on
their knowledge of Static GK by consulting
the NCERT Social Science textbook for
class 8, as well as the Civics and
Economics textbooks for classes 9 and
10. While the Current Affairs portion
carries less weight than the other
sections, it is still an important component
of the exam. To prepare for this section,
candidates should review significant
events and developments that occurred
over the previous six months.
Language Section: For candidates
who choose any Language in section 1A
or 1B, the syllabus for the Language
Section is similar. It is essential to prepare
thoroughly for this section, which includes
questions on the basic grammar of the
chosen language, Synonyms and
Antonyms, One Word Substitutions,
Figures of Speech, Spelling check
exercises, Reading comprehension and
passage-based questions, Jumbles and
Para jumbles sentences, and Idioms and
Proverbs.
Passage-based questions are a
common feature of the Language Section,
in which candidates are given a passage
to read, usually taken from a novel,
newspaper, magazine, journal, or poem.
Five to six questions are then posed to
test the candidates' comprehension of the
passage. These questions may ask the
candidates to identify parts of speech,
underline specific words, find synonyms
or antonyms, or provide one-word
substitutions.
The purpose of these questions is to
assess the candidate's aptitude and
knowledge of the chosen language. To
prepare for the Language Section,
candidates should have a comprehensive
understanding of the language's
grammar, major authors and poets, and
vocabulary. Diligent practice is necessary
to perform well on these exams.
Domain Specific Subjects: To
adequately prepare for domain-specific
subjects, it is highly recommended to
adhere to NCERT textbooks. Each
sentence, table, data, and diagram
contained within these texts is of great

Startup20: Thriving Startup Ecosystem Fuels

I ndia has seen a remarkable rise in
the startup ecosystem over the past
few years. This growth can be
attributed to various government
initiatives, the rise of technology and
a strong entrepreneurial culture. The
startup ecosystem in India has been
instrumental in creating new jobs and
generating wealth for the country. In
this article, we shall explore how the
thriving Indian startup ecosystem is
creating jobs.
According to a report by
NASSCOM, the Indian startup
ecosystem has the potential to create
over 12.5 lakh direct jobs by the year
2025. The report also suggests that
startups have the potential to create
indirect jobs through their supply
chain, bringing the total number of
jobs to over 39 lakh by 2025.
India's startup ecosystem, currently
comprising almost 93000 startups, is
the third largest in the world, following
the United States and China. This
startup ecosystem has the potential
to contribute 4-5% to the GDP of the
country. The ecosystem has been a
hotbed for innovation and has
attracted plenty of young talents.
Significant factors contributing to the
growth of the Indian startup
ecosystem are:
i) Government's Initiatives:
Government of India has launched
several schemes including Startup
India, Digital India, and
Atmanirbhar Bharat. These
initiatives provide startups with
access to funding, mentorship,
and other resources necessary for
their growth.
ii) Rise of New Technology: The
advent of technologies like Cloud
Computing, Artificial Intelligence,
and the Internet of Things has
made it easier for startups to
develop innovative products and
services. These technologies
have also made it easier for
startups to reach a global
audience, increasing their
potential for growth and job
creation.
iii) Strong Entrepreneurial Culture:
India has a vast pool of talented
and driven individuals who are
keen on starting their own
businesses. This culture has led to
the creation of several successful
startups in the country. The
success stories of startups like
Flipkart, Ola, and Paytm have
inspired many aspiring
entrepreneurs to take the plunge
and start their own businesses.
iv) Need for Innovative Solutions:
Startups in India operate in a wide
range of sectors, including
technology, healthcare, education,
and e-commerce. The technology
sector has been the most
significant contributor to job
creation in the startup ecosystem,
followed by e-commerce and
healthcare. These sectors have
seen significant growth over the
past few years, driven by
increasing consumer demand and
the need for innovative solutions.
Prime Minister of India Shri
Narendra Modi has spotlighted
India's startup ecosystem and the
youth's role in the fourth industrial
revolution. The Indian Government
has proposed numerous initiatives for
young professionals in the technology
industry, including the Startup India
Seed Fund, Atal Innovation Mission,
Skill India, Software Technology
Parks, and NextGen IEDC
(Innovation and Entrepreneurship
Development Centres). Indian youth's
high rate of literacy and internet
usage at this age will facilitate their
acquisition of new skills as it
encourages creative thinking and
entrepreneurial risk-taking. As a
result of these initiatives, youth have
gained a new sense of confidence to
pursue their entrepreneurial
aspirations.
Startup20 Engagement Group
In a major initiative to fuel the
growth of startups across the globe,
the G20 has constituted a new
engagement group for startups
(Startup20). The idea was pitched by
India. The Startup20 Engagement
Group has the ability to change the
G20 and drive development trend
through innovation, collaborative

social inclusion. By partnering
through the Startup20 engagement
group, member country startups are
able to recognise and tackle
important issues in the creation of
new products or services that not only
make a business sense but also
address social and environmental
concerns.

W20: Prioritising India's Vision of Women-led Development

T oday, India is witnessing a
rapid
women's
transition
development
from
to
women-led development. India
has prioritised inclusive growth
and development, with women's
representation and empower-
ment at the center of the G20
deliberations. Through the W20,
the official engagement group for
gender equity, the G20 is
dedicated to embedding gender
considerations into policies and
commitments that promote
gender parity. W20 meetings are
envisaged to play a pivotal role
in driving collaboration and
providing further impetus to
gender equity and women's
economic empowerment.
What is W20?
The Women 20 (W20) was
officially created in 2015 under
Türkiye's Presidency of the G20,
with the objective of focusing on
gender equity. The primary
objective of W20 is women's
empowerment, advocating for
the rights of women, and raising
their voices in society. It was
founded on the idea that
domestic initiatives needed to be
incorporated into an international
strategy to see any appreciable
changes because progress
toward gender equality had been
too slow and peripheral. W20
aims to ensure that gender
considerations are main-
streamed into G20 discussions
and translate into the G20
Leaders' Declaration as policies
and commitments that foster
gender equality and women's
economic empowerment.
W20 has approximately 100
delegates representing the 19
countries and EU which works
collaboratively and intensely on
the five task forces, the policy
recommendations and drafting
of the Communique. W20 India
took over the presidency from
Indonesia on 12th December
2022.
W20 India
Under India's Presidency, W20
is focused on actualising the
concept of 'women-led develop-
ment' with the vision to create a
world of equality and equity
where every woman lives with
dignity and where every woman
gets the opportunity to thrive,
transcend and transform their
lives and those of others.
Chaired by Dr. Sandhya
Purecha, Chairperson of
Sangeet Natak Akademi, the
primary objective of W20 2023 is
focusing on removing barriers to
women-led development and
ensuring an enabling environ-
ment and ecosystem for women
to realise their full potential.
Since taking over the Presi-
dency from W20 Indonesia, W20
India has signed more than 15
MOUs with various organi-
sations as knowledge and
network partners, and has
conducted Jan Bhagidari
programmes with thousands of
women across 10 states in India.
With a visionary zeal to enable
women and foster change at the
G20 Women Engagement Group
grassroots, the W20 is
accommodating key stake-
holders in the conversation from
tribal and rural areas,
agriculture, handloom & handi-
crafts sector, micro & nano
enterprises, Self Help Groups,
Anganwadis, along with
adolescent girls, women living in
urban slums and homemakers to
ensure intersectional represen-
tation. The goal that has been
set by the W20 2023 is to ensure
continuity of the W20 agenda
from the past presidencies while
establishing a stronger W20
global and national network.
These inclusive consultations
and actions will be feeding into
the W20 Communique and G20
Leaders' Declaration. W20 2023
aims to ensure that the W20
Communique is representative
and comprehensive and will
provide solutions to enhance the
status of women across the
globe.
There are five priority areas
which are the focus of W20
under India's Presidency. These
include: (i) Women in Entre-
preneurship (ii) Women Leader-
ship at Grassroots (iii) Bridging
the Gender Digital Divide (iv)
Education & Skill Development
(v) Women and Girls as Change-
makers in Climate Resilience
Action.
Agendas at the Inception
Meet
W20 India organised its
Inception Meeting in Chhatrapati
Sambhaji Nagar (formerly known
as Aurangabad), Maharashtra
on 27-28 February, 2023. The
Women 20 Inception Meeting
officially initiated the work of the
task forces under India's
presidency of W20. The theme
of W20 Inception Meet 2023 was
'In pursuit of Gender Equality
and Equity for Women-Led
Development'. The Inception
Meet discussed the role of
women vis-à-vis SMEs, climate
action, education and skilling,
gender digital divide and
grassroots level leadership. The
aim was to discuss, deliberate
and develop a cogent strategy to
target gender-related issues.
Reiterating India's vision of
establishing a world of equity,
equality, and dignity, the W20
India launched the iWN365
initiative during the session on
'Empowering Women in Nano,
Micro, and Startup Enterprises'.
iWN365 is a women's startup
initiative by iCreate that aims to
aid and assist women in setting
up their own enterprises and
achieving financial freedom.
The subsequent sessions
discussed various other
agendas to position women as

active participants of the
country's developmental goals.
These included sessions on:
a) 'Role of Women as Change-
makers in Climate Resilience
Action', which highlighted the
need for introducing a
gendered-lens to policy
designing at the global level;
b) 'Creating an Enabling
Ecosystem for Women
Leaders at the Grassroots',
identifying challenges and
pathways to ensuring equal
participation by girls and
women in political and public
leadership at the grassroots
level;
c) 'Improving Access Through
Infrastructure & Skill to
bridge the Gender Digital
Divide', focused on bridging
the gender-digital divide,
leveraging technology and
the IoT (Internet of Things) to
enable women to break the
barriers and institute
themselves as core
architects of human society.
The emphasis was on India's
exponential transformation in
the digital Infrastructure that
allows citizens to realise their
potential and which has been
utilised for the public good.
The session also focused on
finding solutions to the
serious problems of
accumulation of resources in
the hands of a few, thereby
giving them unreasonable
power, while others struggle
for their survival.
d) 'Creating Pathways for
Women through Education &
Skilling', with the stress on
the need for empowering
women and girls through skill
development and education
in order to create pathways
for them to take up available
income-generating
opportunities and also create
new entrepreneurial setups,
which in turn will contribute to
structural transformation and
economic growth.
e) 'Enablers for Women-led
Development: Policy & Legal
Frameworks'
f) 'Women-led Development in
India', a special session
focusing on India as a nation
where "prosperity is
represented by Goddess
Lakshmi and courage is
represented by Goddess
Durga and knowledge is
represented by Goddess
Saraswati". The stories of
unconventional women in
India breaking barriers in
different fields including in
the Indian Navy, in
grassroots entrepreneurship,
etc., were also shared.
W20 International Meet at
Jaipur
The Inception Meet was
followed by another W20
International Meet at Jaipur,
Rajasthan on 13th-14th April,
2023. The two-day meeting
brought together 120 women
leaders from 18 G20 countries to
address gender inequality issues
and promote women's economic
empowerment globally. The
session discussed the need of
the hour to empower women
economically, socially and
politically and the steps to be
taken in this regard by the
Government.
It was also observed during
the session that India's rapid
progress towards women-led
development and India's G20
Presidency can unite the entire
world in pursuit of common goals
demonstrating the true spirit of
'Vasudhaiva Kutumbakam'.
Addressing the key priority
area of 'Bridging the Gender
Digital Divide', Mission Digital
Women was launched in W20
Jaipur meet to reach out to 1
million women in 3 years. The
mission aims to empower
women through financial and
business literacy as well as
digital proficiency. Apart from
this, it also intends to increase
the access of women to digital
and financial tools and the local
ecosystem, hence they can start
their own enterprises and
expand their businesses.
Another W20 Summit is
scheduled to be held in
Mahabalipuram, Tamil Nadu on
15th-16th June, 2023.

The India Gate in New Delhi is one Indian
heritage that I treasure the most. The Third Anglo-
Afghan War and World War I both claimed the lives
of Indian soldiers, who are remembered at the
India Gate, a military memorial. The monument is a
reminder of the bravery, valour, and sacrifice of
Indian soldiers.
Because my brother serves in the Indian Army, I
have a particular place in my heart for the India
Gate. I have grown up hearing tales about his
military education, his fieldwork, and the enormous
sacrifices that the armed forces make to protect our
country. The India Gate serves as a reminder of the
suffering endured by the warriors while serving the
nation.
Also, the India Gate represents India's cultural
history. While it represents the sacrifices of troops
from every corner of India who gave their lives in
the line of duty, the monument also stands for the
India's unique customs and civilisations. It is one of
India's most significant legacy monuments, and
World Heritage Day serves as a reminder of the
value of protecting the heritage sites.

„ 16th National Civil Services Day Celebrated on 21st April 2023
President Smt Droupadi Murmu and Vice President Shri Jagdeep Dhankhar
greeted all Civil Servants on Civil Services Day on 21st April. The President com-
mended the Civil Servants for their service to the nation, mentioning that the civil
services have upheld the highest values of public administration, as envisaged by
Sardar Patel, and forms a framework for good governance. The Vice President
complimented all Civil Servants for their tireless efforts in ensuring that develop-
mental benefits reach every citizen of the country. "An officer's accomplishments
will not be judged by their personal achievements, but by how people's lives have
been transformed through their work", Prime Minister Shri Narendra Modi said
while addressing the civil servants on 21st April. The PM opined that young civil
servants will play the most important role for development of a New India during
the Amrit Kaal. On the occasion, Shri Modi also presented the Prime Minister's
Awards for Excellence in Public Administration.
„ Cabinet Approves Rs 6003.65 Cr National Quantum Mission
The Union Cabinet has approved the National Quantum
Mission (NQM) at a cost of Rs 6003.65 crore. The Mission
is set to run from 2023-24 to 2030-31 and will focus on
seeding, nurturing, and scaling up scientific and industrial
R&D, helping India to leverage itself as a leading nation in
the area of quantum technology. The Mission would
greatly benefit communication, health, financial and
energy sectors as well as drug design, and space appli-
cations. It will provide a huge boost to national priorities
like Digital India, Make in India, Skill India and Stand-up
India, Start-up India, Self-reliant India, and Sustainable
Development Goals (SDG).

2023. Members unani-
mously agreed to launch
a Millet Initiative -
MAHARISHI - which was
proposed by India for
research in the field of Millets. MAHARISHI stands for Millets and Other Ancient
Grains International Research Initiative (MAHARISHI). Its secretariat will be
housed at Indian Institute of Millets Research (IIMR), Hyderabad with technical
support from ICRISAT, One CGIAR Centres and other International organisations.
The meeting adopted a Chair's Summary cum Outcome Document focussing on a
major area of cooperation in agricultural research and development for food secu-
rity and nutrition, digital agriculture, resilient agri-food systems and public-private
partnership in agricultural R&D.
„ NMCG Approves 8 New Projects worth Rs 638 Cr
The National Mission for Clean Ganga (NMCG) has approved eight projects worth
around Rs 638 crore. Of them, four projects amounting to around Rs 407 crore
have been approved for pollution abatement in the Shamli district with an aim to
clean River Hindon, which is a tributary of River Yamuna. Ministry of Jal Shakti in
a statement said that these projects are part of the comprehensive Hindon Reju-
venation Plan as this river is identified as Priority-I polluted river stretch. As part of
preparations for the Mahakumbh in Prayagraj in Uttar Pradesh in 2025, one project
for development of seven ghats has also been approved. For Bihar and Madhya
Pradesh, one sewerage management project each was approved at the meeting.
In Bihar, a project to construct three Sewage Treatment Plants among other works
has been approved at a cost of nearly Rs 77 crore. In Uttarakhand, the Akhand
Param Dham ghat will be constructed at a cost of over Rs 2 crore.
„ Centre Notifies Rules to Tackle Human-Stray Dogs Conflict
The Centre has notified the Animal Birth Control Rules, 2023. As per the Rules,
Animal Birth Control (ABC) programme for sterilisation and immunisation of stray
dogs are to be carried out by local bodies, municipalities, municipal corporations
and panchayats. The municipal corporations need to implement the ABC and Anti-
Rabies Programme jointly. The rules also provide guidelines on how to deal with
the human and stray dog conflicts without relocating dogs in an area.

„ India - Thailand Joint Trade Committee Agree to Address Market Access Issues
India and Thailand have agreed to address market access issues and technical
barriers through sustained bilateral discussions. The 13th Meeting of India-Thai-
land Joint Trade Committee (JTC) held in New Delhi on 20th April was the first
physical meeting of the JTC since it was revived in 2020, following a 17-year
hiatus. During the meeting, the two sides reviewed the status of bilateral trade and
identified new potential products and priority sectors to expand bilateral trade. India
specifically asked for easing of restrictions it faces in exporting marine, poultry, and
meat products.
„ 67 Million Children Missed Routine Vaccination due to COVID Outbreak: UNICEF
Some 67 million children partially or fully missed routine vaccines globally between
2019 and 2021 because of lockdowns and healthcare disruptions caused by the
COVID-19 pandemic, according to the United Nations. More than a decade of
hard-earned gains in routine childhood immunisation have been eroded, read a
new report from the UN's children's agency, UNICEF, adding that getting back on
track will be challenging. UNICEF has called on governments to double down on
their commitment to increase financing for immunisation with special attention on
accelerating catch-up vaccination efforts for those who missed their shots.

„ Scheme Launched for Effective Marketing of Northeast Tribal Products

Affairs has launched

Logistics Develop-
ment for Promotion of
Tribal Products from
North-Eastern
Region (PTP-NER)
scheme. The scheme
has been introduced for the benefit of Scheduled Tribes of the North-Eastern
Region with the vision of strengthening livelihood opportunities for tribal artisans
through increased efficiency in procurement, logistics and marketing of tribal prod-
ucts from North Eastern States. The scheme will apply to the States of Arunachal
Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. As
part of the scheme, tribal artisans from North Eastern Region will be empanelled
by organising 68 Tribal Artisan Melas in various districts of the region.
„ Domestic Air Passenger Traffic Registers 52% Annual Growth
The domestic air passenger traffic during January to March this year has registered
annual growth of over 51%. According to the Directorate General of Civil Aviation,
the number of passengers carried by domestic airlines during January to March
was 375 lakh as against 247 lakh during the same period last year. The report also
highlighted a significant decrease in passengers' complaints and an increase in the
resolution of complaints from 93% in March 2019 to 99% in March 2023.

„ Aman Sehrawat Clinches India's First Gold at Asian Wrestling Champi-
onships
Shri Aman Sehrawat won India's first gold medal at
the Asian Wrestling Championships 2023 in Astana,
Kazakhstan by beating his opponent in the men's 57
kg freestyle category on the penultimate day of the
competition. He defeated Kyrgyzstan's Almaz Sman-
bekov 9-4. Aman Sehrawat's victory in Astana
ensured the men's freestyle 57kg gold medal stayed
with India for the fourth year running. This was Aman
Sehrawat's second podium of the year. Last year,
Sehrawat was the first Indian wrestler to win gold at
the Under-23 world championships in Spain.
„ Rs 3200 Cr to be Spent on sports facilities in Next 5 years: Sports Minister
Union Minister for Youth Affairs & Sports Shri Anurag Singh Thakur has announced
that under the Khelo India campaign, an amount of about Rs 3,200 crore will be
spent on sports facilities during the next 5 years. With this, best facilities will be
made available to the players across the country. The Minister inaugurated sports
facilities at the SAI National Centre of Excellence (NCOE) at Anu in Hamirpur on
