SCHEDULE 3

EMPLOYER'S REQUIREMENTS

1. Project Scope

The Scope of Work is to del vera fit for purpose fully functional Leisure Pool development. The pool
will have a pool deck area with all accessories, landscape, storerooms, toilets, changing rooms,
showers, MEP rooms, an Administration office (20 m2), a service Bar with kitchen equipment, ramps,
stairs, boundary walls with access doors and as shown on the initial design intent. Also, site utilities
relocation if required according to existing site conditions. The contractor shall be responsible for
compliance with Saudi Building Code (SBC) and applicable codes. Elements of works included in this
Schedule or elsewhere in the Contract; which have Provisional Sum Items in the BOQ; shall be
subject to the Provisional Sum process as set out in this Contract and the Contractor should be
compensated for such items under the Provisional Sum process stipulated in Schedule 4.

The following list items but not limited to generally outline the scope of work:

1. 1. Surveys:

Part of the scope is to undertake a site and property survey, including underground utility locations
and condition assessment. A report should be submitted in conjunction with the project plans
showing the exact location of the utilities and the metigatigation solutions if relocation is required.
Perform sufficient surveying to verify the information and data required for design and for
completion of the work.

1 .2. Design development:

The preconcept documents provided within the Contract are indicative and for reference purposes
only. The Scope of work requires to complete and develop detailed design package, construction
drawings & shop drawings based on the preconcept design intent and in accordance with Contract
Documents. The detailed development design will be phased on three (3) submissions:

 50% submission
 90% submission
 100% submission

The 100% submission will be the base to generate IFC drawings and shop drawings.

1.3-Site-wide utilities protection or relocation:

Site wide utility protection or relocation as required, dependent on the site survey
assessment. Carrying out Soil Investigation, study and interpretation of soil investigation
report and finalize input data for structural and foundation design for individual buildings/
structures/ equipment etc.
1 .4. Civil and Structural works

Civil and Structural works include, but are not limited to:

 Services diversions (Limited to underground reroting)
 Solid and liquid waste management systems
 Logistics (Limited to mobilization and demobilization)
 Walkway between the pool area and P4.05 including interface.

1 .5. Utilities connections

Any Interface with Site/Buildings & utilities connections.

1 .6. Architecture

Architecture works include, but are not limited to:

 All interior, and exterior elements of the area of Works, including finishes and FF&E works.
 site, building massing and orientation
 Interior and exterior aesthetic
 Finishes o All pool tiles copping, underwater including waterline tiles works
 Wooden deck.
 Any timber works.
 Fixed cabinets.
 Wrought iron (if required)
 Doors & windows including any ironmongery works
 Interlock paving
 Stone paving
 Internal & External nonslip tiling
 Signage o Handrails & guardrails.
 Pool stainless ladder and other ladders needed to access the roof.
 Toilets & Showers, including disabled toilet complying with ADA requirements.

1.9. Swimming Pool Equipment's:

Swimming Pool equipments includes, but are not limited to:

 o Pool underwater lighting: Provide underwater lighting with energy-efficient LED lights including
related transformers. Protection: GFCI, Circuit: Emergency;
 Pool pumps and motors;
 o Pool filters;
 o Pool heaters;
 o Chlorine generators;
 o Chemical feeders and purifiers;
 o Pool ozone generator;
 o Automatic pool cleaners;
 o Pool brushes;
 o Pool vacuum head and hose;
 o Wall skimmers;
 Pool covers with reels

1.10. Mechanical
All related mechanical and plumbing design works and related calculations.
Conduct a site survey and do the necessary protection or relocation of the existing services
before commencing work on site.
All mechanical and plumbing systems with all necessary accessories and required finishes all m
accordance with applicable codes/standards. Mechanical systems include, but are limited to
approved design report
 Pumps and related Electrical Devices, including recirculation, filtration, and pumping systems to
maintain water in a clear, sanitary condition with a minimum amount of maintenance;
 o Water supply piping and fittings with all accessories;
 o Drainage sump and/or other positive drainage includs piping and fittings with all accessories
(including gutters, drains etc.);
 o Filtration system and related Electrical Devices;
 o Pool heating systems;
 o Chlorine generator system.
 o Sanitary wares and accessories
 o Shower I Foot Wash and accessories.

1.11. HVAC
All related HY AC design works and related calculations.
Conduct a site survey and do the necessary protection or relocation of the existing services
before commencing work on site.

All HYAC systems with all necessary accessories and required finishes all in accordance with
applicable codes/standards. HY AC systems include, but are not limited to the following unless
otherwise stated in the BoQ as "N/ A"

 o All mechanical systems with all necessary accessories and required finishes all in accordance
with applicable codes/standards. Mechanical systems may include, but are not limited to:
 o Fan Coil Unit (FCU), including final fix ducting and condensate pipes;
 o Exhaust Fans;
 o Heat Exchanger/DX Units,
 o HY AC Control Systems;
 o Air Separators;
 o Expansion Tanks;
 o Grill es and Diffusers;
 o Sound Attenuators;
 o Pressurization Pumps;
 o Ductwork;

1.12. Fire protection


All related Fire protection design works and related calculations.

Conduct a site survey and do the necessary protection or relocation of the existing services
before commencing work on site.

All fire protection systems with all necessary accessories and required finishes all in accordance
with applicable codes/standards. Fire protection systems include, but are not limited to:

 Landing Valves and Connection Pipes;


 o Sprinkler system and Pipework;
 o Fire alarm system;
 o Clean agent system;
 o Firefighting Fittings;
 o Fire Hose Reel Cabinets;
 o Riser Pipework;
 o System Flushing;
 o Identification;
 o and Tapping point provision.
 The above list is indicative only. The Contractor shall undertake the required due diligence and
survey and make the necessary allowance to complete the system and hand it over to the Civil
Defence authority (as required).
1.13. Electrical

All related electrical design works and related calculations.

Some utilities (Medium Voltage Cables) are located within 8 meter from the limits of parcel 4.05. The
Contractor shall conduct a site survey and do the necessary protection or relocation of the existing
Medium Voltage Cable before commencing work on site.

 All electrical systems to complete with all necessary accessories and required finishes all in
accordance with applicable codes/standards. Electrical systems include, but are not limited to:
 o Monitoring, Control ,
 Measurement, and Protection Devices;
 o Low Voltage Cables and Wires;
 o Cable Trays/Ladders;
 o Main Distribution Boards;
 o Motor Control Centers;
 o Distribution Boards;
 o Un interruptible Power Supply (incl. Batteries, .. etc.);
 o Central Battery System (incl. Batteries, Panels, controllers, ... etc.);
 o Lighting Control System (incl. Panels, Sensors, software, .. . etc);
 o Indoor Lighting (Normal and Emergency);
 o External and Landscape Lighting;
 o Underwater Lighting;
 o Transformers for swimming pool lighting;
 o Timer Switch;
 o Small Power (sockets, outlets etc.);
 o Earthing Systems; o Circuit Breakers;
 o Automatic Shut-off Switches/Buttons;
 o Isolators/Disconnect Switch;
 o Wiring devices; o KWH meters

1.14.ELV

Provide all required engineering works (design, specifications, shop drawings, calculation, Wireless heat
map report, security strategy report, CCT coverage report, repo1is, 1/0 list, schematics drawings
materials schedules, materials selection), supply, install, test & commissioning and handing over the
following ELY systems.

o Security Systems (CCTV, Access Control system, and VMS).

o Public Address System (PAS) and Background Music system (BGM).

o Fire Alarm and detection System (FAS)

o Wireless System.
o ICT infrastructure network (POS, data outlets, IP telephony, and IPTV).

o IPTV system and screens.

o BMS

Provide all engineering work in accordance to MO! ,NFPA 's, TIA/EIA, ANS I/ASHRAE standard 135, SBC's
and latest standards requirements. Contractor shall use the existing Control & security room, MTR, and
the building Main equipment for Security system, PAS/BGM, network /LAN, IPTV , Wireless, BMS, JCT . ...
etc. of P4.05 . Contractor is responsible to provide the full compatibility between the proposed systems
and the P4.05 systems.

1.15. Landscape

o Hard landscaping

o Soft landscaping

o external lighting

o external signage and wayfinding

1.16. Fence

Fence including access doors around the swimming pool area protecting against genera l trespass and to
be seen as boundary mark. The fence is required to be a solid plastered concrete block wall alongside
the boundary. The fence height (measured from pool deck side) shall be 1.5 meters facing Thumama
road side. The scope shall include but not limited to all foundations, structural, metal doors and painting
works.

1 .17. Ramps & Stairs

Accessibility ramps and stairs sha ll comply with SBC & ADA requirements. Ramps shall enabl e
wheelchair users and people with pushchairs to overcome level changes dependent on the length
between level landings. The scope shall include but not limited to all foundations, structural, floor/wall
finishes, lighting, guardrails and painting ~~-

1.18. Authorities' approval


Verify the provided design to ensure the completed design and installation is 'in compliance' to
industry standards, technical specifications and local authority requirements such as civil
defense authority

1.19. Testing & Commissioning


 Commissioning is a quality-oriented process for achieving, verifying, and documenting that the

performance of facilities, systems, equipment and assemblies meets defined objectives and criteria.

 Commissioning shall include system documentation, equipment start-up, control system


calibration,

testing and balancing, performance testing and training. This is achieved by documenting that the
specified

components and systems have been designed, selected, installed, started up properly, and
functionally

tested.

 All systems, site utilities, assemblies and equipment of the Project shall be tested and
commissioned to the

Engineer requirements. Including existing site utilities in case of relocation.

 For detail ed testing and commissioning requirements and specification refer to Schdeule 3.1.1
and Schedule 3. 1.2

2. Project Deliverables
This Scope of Works is to provide a Design and Build Lump Sum Turn-key Project for the
completion of the Swimming Pool, which includes but are not limited to the following: Design

o Prepare full design documents as detail ed within the Scope of Works. the Contractor shall
appoint a qualified and licensed Design Firm in KSA (Obtain the Employer approval for the
proposed Designer) to complete the design work and submit all project design documents:
 50% submission shall provide enough information to align with the Employer requirements and
signoff of major equipment, finishes, long lead items and FF&E.
• 90% submission shall complete a ll design details package.
• I 00% submission is the close out of comments raised on all stages of the design.
• Issue For Construction Documents (IFC): The I 00% submission shall be used as a base for the
IFC Documents and shop drawings.
 Prepare Fire and Life safety strategy Report.
 Design and Engineering Works by Specialist Contractor/Supplier.
 Compliance with the Employer and Operator Requirements.
 Compliance with Employer or Employer's Representative Security, Quality, Health & Safety
procedures.
 Compliance with Employer's Document Control Procedures and the electronic platform used . o
Validation of the existing as built drawings and become familiar with site conditions under which
the Work is to be performed.
 Mobilization and Demobilization (All resources and all equipment required to perform the Scope
of Work).
 Obtaining all kind of work permits and achieving any special training for site staff.
 Overall Site management & superintendence o Complete all Site Survey and Topographic survey.
 Site Preparation works Welfare Facilities
 Provide Road protection to use heavy equipment, removal and disposal of rubbish from the
collection area
 Responsible for the cost of electricity and water & Sanita1y Facility ( provided by the client)
 Relocation of external existing utilities (MY cables, Water pipes, Irrigation pipes, ... etc) as
necessary and where applicable & necessary survey reports.
 o All Construction Works as detailed within the Scope of Works with the aim to have a fully
operational & functional Swimming Pool.
 o Complete all necessary piping and concrete enhancement works to cover existing utilities with
all necessary manholes required for maintenance
 0 Submit work method statement, construction specifications, materials submittals, data sheets,
shop drawings and as-built drawings -
 0 Supp y of all Materials, Equipment, Project Specific Processes, Systems and other employer
/Requirements by Employer or Employer's Representative or other third party appointed by
Employer or Authorities having Jurisdiction.
 Shipment and custom clearance of any imported materials.
 Collaboration and Coordination with all Stakeholders.
 o Collaboration, Cooperation, and Attendances with other Contractors whether appointed by
Employer, Employer's Representative(s) or other Third Parties;
 o Inspection, Testing and Commissioning of all systems. o Achieving full Civil Defense
Compliance and certificates.
 o Obtaining all Mandato1y Statuto1y Approvals.
 o Provide all Warranties and Guarantees on Equipment.
 o Production of all required documentation as per the requirements of the Employer.
 o Provide complete Handover, Operation and Maintenance manuals, as built drawings which
includes all verified documentation for install ed and constructed works.
 o Handover of project to the Employer, including training in accordance with the Employer's
Operation and Maintenance Requirements; and,

3. Technical Consideration
As part of its responsibilities, the Contractor shall perform the following but not limited to:
• Prepare and submit for approval the developed design and thereafter all shop drawings
deemed necessary to complete the works.
• Protect the existing site utilities.
• Make all necessary work to connect the leisure swimming to parcel P4 .05 by matching the
materials and leveling to achieve fully safe accessibility to the facility.
• Compliance with the Employer and Operator Requirements.
4. General Commissioning Requirement
4.1. Related Documents
Drawings and general provisions of the Contract, including General and Particular Conditions
and other Technical and General Specification Sections, apply to this Section.

4.2. Summary
Section includes general requirements that apply to implementation of commissioning without
regard to specific systems, assemblies, or components.

4.3. Definitions
Commissioning Plan: A document that outlines the organization, schedule, al location of
resources, and documentation requirements of the commissioning process.

Commissioning Manager: The Contractor's commissioning representative responsible for


coordinating all commissioning activities of the contractor. The commissioning manager
must remain on site for the duration of the project.

CxA: Engineer appointed Commissioning Authority Systems, Sub-systems, Equipment, and


Components: Where these terms are used together or separately, they shall mean "as-built"
systems, sub-systems, equipment, and components.

Issues Log: A list of all items identified during the commissioning meetings that may impact
the scheduling and completion of the equipment, system, and commissioning work

Commissioning and Integration: Commissioning and integration of all control and


monitoring systems within the project, including but not limited to all information
technology and communi'catio1)s, inside and outside plant,' metering systems, intelligent
building management systems, lighting control and audio visual systems, security and
security management systems, facilities management, control rooms and help desks
including warrantees

spares. A detailed systems integration & commissioning scope is provided in the


specifications. Manufacturers certified personnel shall be used to implement and configure
these systems this is not a definition its resources.

Information & Communication Technology final commissioning shall commence only when
the building has a stable, permanent power suppl y and clean rooms are provided.

Do not commission using contractor's temporary power for construction.

Permanent power is power provided by a utility company or through an electrical


generation plant purpose built to supply power for the operation of the facility.
Contractor shall provide an on-site testing facility to test and configure equipment and
check it for interoperability prior to installing it in place. Engineer to approve the design and
provisions with the proposed onsite testing facility. The air-conditioned facility will be
provided with lighting, ups power, storage, workbench, office furniture, communications
capabilities and all ancillary equipment necessary to perform on site testing of components
within the ELY and other building services systems.

System connection testing: Testing of the interconnection of the devices to the system in
which they operate.

Pre-function Commissioning: Initial testing and verification of the individual characteristics


of plant and equipment. Verify that the operation of these components meets the
manufacturers and operational requirements as indicated in the Contract documents

Testing and Balancing: The preliminary setting and adjustment of control devices and th e
measurement of the system results to ensure these devices are controlling pl ant and
equipment. Repeatable verification of the system airflow and water-flow.

Full Function Commissioning: Testing of the assembled devices or systems (hardware and
software) to ensure that they are performing correctly as an assembly. The intent is to check
the system against the intended function. Functional testing will be undertaken when an
ancillary system is completed.

5. Submittals:
 Within 28 days of Contract Award submit the name, qualifications and experience of the
proposed commissioning manager. The individual must have a minimum of fifteen ( 15)
years' experience in a similar role on at least three (3) completed projects of similar size,
scope and complexity. The Commissioning Manager must remain on site for the duration
of the project.
 Within 28 days of Contract Award submit the name and qualifications of the proposed
MEP Commissioning Coordinator. The named individual must have a minimum of ten (I
0) years' experience conducting the specified phases of Works and completed at least
three (3) completed projects of similar size and scope. The MEP Commissioning
Coordinator must remain on site for the duration of the project as noted above
 Within 28 days of Contract Award submit the name and qualifications of the proposed
3rd party Testing and Balancing Company.

 • Name of the proposed acoustic commissioning specialist to demonstrate acoustic in
line with specifications throughout the construction phase. The Contractor will incur all
cost for the services of the specialist acoustic commissioning specialist. This specialist
will prepare and conduct testing throughout the building to verify performance. The
testing will occur at progressively through the construction program in accordance with
the Engineers direction.
 Name of the proposed thermographic imaging contractor to demonstrate performance
of al l electrical switchboards and distribution boards (HY, MY, LY and ELY) for all building
services. The Contractor will provide reports and images during construction and 3
months prior to Final Completion for all equipment. The Contractor will incur all costs for
all equipment to reflect electrical loading on the switchboards as part of the reporting
process.
 Name of the proposed water treatment specialist to provide sampling, chemical
analysis, treatment, monitoring and certification for all water systems.
 Method statements for all works performed. All method statements will include SHE
risk assessment. Method statements will also consider impact on adjoin areas and
systems.

5.1 . Commissioning program:


• Construction program with key commissioning dates (submittal, fact my testing,
delivery to site and, installation (where applicable), pre function commissioning,
infrastructure connection dates, Testing and Balancing (TAB), full function testing, flush
out, post occupancy testing) identified.
• Notification of the period for building flush out.
• Sched ule of all testing and commissioning tools, meters, load simulators, recording
devices, test rigs and the like as listed in the Commissioning Plan Each device to be
complete with calibration ce11ification.
• Schedule of spares to be provided complete with the agreed indexing and identify
cation systems noted.
• Post Occupancy assessment report
• Schedule of all spares to be provided at the completion of the Works
. • Provide a Maintenance Access Strategy report, prior to installation of equipment,
demonstrating graphically how access is performed for devices and equipment that
require access for service maintenance and replacement.

All commissioning results to be submitted progressively or as instructed by the Engineer.


Commissioning reports (status, issues, etc.) to be submitted progressively or as
instructed by the Engineer.

6. Commissioning Team
Members Appointed by Contractor(s): Individuals, each having the authority to act on behalf of
the entity he or she represents, explicitly organized to implement the commissioning process
through coordinated action. The commissioning team shall consist of, but not be limited to, the
following representatives:

 Contractor, including project superintendent and subcontractors.


 Installers.
 Suppliers.
 Specialists deemed appropriate by the Engineer.
 Contractor's Commissioning Manager,
 MEP Commissioning Coordinator.
 MEP works contractor designated representatives
 Test and Balance Works Contractor.
• Representatives of any necessary specialty works contractors, as determined by the
MEP coordinator and the Engineer.
• Members appointed by the Employer:
• The PMCM "
• Employer's facility management representatives and operation and maintenance
personnel.

Designate an individual to fill the role of Commissioning Manager for the project. This
individual will act as the main point of contact for the team members for all issues related
to the commissioning works and will be responsible for the duties listed below where
included within the scope of works;

• Access control system,


• Security control systems,
• Public address system
• Exaust fans, DX units, FCUs
• Sound attenuators and acoustic treatment,
• Domestic water system, hydronic piping, sump pumps and equipment,
• Water heaters, water boiler, waste and vent systems,
• Storm water systems,
• Compressed air system and equipment,
• Electrical power and distribution system and equipment,
• Lighting control systems
• Fire and life safety systems (smoke control, detection, pressurization systems
and equipment)
• Fire suppression systems, (Sprinkler systems, hose reels, pre-action, foam
deluge, VESDA, Novec, FM200 etc.),
