COMMITTEE: Clubhouse Committee MEETING DATE: April 3, 2023
SUBJECTS DISCUSSED:
1. Chili Cook-off: Special thanks to all volunteers who helped to make our 1st Annual Chili Cook-off a huge success.
2. Future Committee Events: The group decided to do a special Game Night in September on a Saturday evening. Be sure to
watch your Herald for specific details about the date and time.
3. Clubhouse Rental Agreement: After a review of a recent rental request, this committee found that our current rental
agreement does not clearly address rentals that wish to open the Clubhouse to outside guests (those who are not residents
or guests of Highland Lakes) nor does it explain clearly which rentals would be prohibited for sake of our ADA compliance/
non-profit status. This may be a legal question for attorneys.
RECOMMENDATIONS TO THE BOARD: Please review and add bullet points to the current Rental Agreement
to address the concerns above.

SUBJECTS DISCUSSED:
1. Herald Letters to the Editor: The group discussed the guidelines and additional items were agreed upon. Due to
missing members will table for next month’s discussion.
2. Advertising: A master list of local businesses is being compiled for potential advertisers. We plan to have people so-
licit these businesses for advertising options in our Herald.
3. Staff Introductions: Clubhouse Staff was the first group of employees to be introduced, watch for the next group of
maintenance staff to be introduced in the next Herald.
4. Website: Our new Website has been approved by the Board and is up and running. If you haven’t done so already
please take a moment to check us out at HLCA.us
Trivia: We look forward to a more diverse selection of subjects in hopes of appealing to a wider audience.

COMMITTEE: Court Liaison Committee MEETING DATE: April 6, 2023
SUBJECTS DISCUSSED:
1. A few liaisons have not been picking up their Heralds. Joel leaves them on their front porch if that happens.
2. Barb Balok distributed a draft welcome letter for liaisons to give to identify and distribute to new residents in their
court. Suggestions were made for revision. Barb will send a final copy to Joel to distribute electronically to all court
captains.
3. Guy reported that caps are being put on chimneys on an as needed basis.
4. Guy reported on the phase one report from the company hired to investigate our trash issues. The recommended
phase two report with solutions is in progress.

OLD BUSINESS
1. Repair of bridges and new dock: A 50% deposit has been made. Permitting is in process. It will likely be a
summer job.
2. Fill cracks for athletic courts: This will be done either by buying materials and our maintenance crew will do it, or
by hiring a company to fill cracks, paint where needed, and install a pickle ball court.
3. Clubhouse landscaping: Yvonne presented the final landscape proposal from M&D with drawings and pricing. A
recommendation will be made to the Board for approval hoping to have the project started this spring.
NEW BUSINESS
1. Garlic mustard pull: Garlic Mustard Pull will take place Saturday, May 6, at 10:00 a.m. Trash bags will be
provided.
ANNOUNCEMENTS
1. The sidewalk from the Crystal Lake stairs to Neptune Court has been completed. A member pointed out spalling
of the concrete -Joe will follow up.
2. Authorize Joe Poma to initiate contract process & payments to M&D, beginning April 18, 2023.
3. Allow M&D to transfer any authorized HLCA boulders to new landscape site, at no additional cost.
4. Approve additional purchases/costs within the limit of landscape budget, such as plantings, rocks.
5. Permission to offer HLCA community residents existing perennials that are being removed before and/or during
the project.
6. Approve construction of a bench at the North entrance by John Kouchoukos at his cost, in trade for M & D
plaque. A design will be submitted for approval.

3. POOL OPENING: The goal is for the pool to open on May 26, 2023. Two new chlorinators have been purchased
and a new computer for the big pool. The baby pool should be open this summer, pending Wayne County inspec-
tion.
4. FLOWERS: Monies have been allocated to purchase flowers which the Grounds Committee will plant. The Pool
Committee will help with upkeep/trimming/watering/etc. Possible pool staff will be recruited to help with upkeep.
6. POTENTIAL FHA VIOLATION: Upon further review, it was determined that implementation of ADULT SWIM
the last 15 minutes of the hour is discriminatory and an FHA violation. Therefore, ADULT SWIM TIME DUR-
ING “NORMAL POOL HOURS” HAS BEEN CANCELLED. THIS IS NON- NEGOTIABLE.
RECOMMENDATIONS TO THE BOARD: Request to host Floats and Floats. This event will potentially be held on
August 10th from 6pm to 8pm. It will include Root Beer/Vernors/etc. floats as well as swim floats. Further discus-
sion is needed for event implementation pending the Boards approval.

you. I believe that I have a proven record as a valuable member of the Community and the Board.
Personal:
• Lived in, or around, Northville Township for the past 45+ years.
• Served 27 years full-time with Northville Township’s Department of Public Safety (Fire Department), Retired.
• Married to Barb for 30+ years. Raised my family here.
• Experienced in HLCA operations:
o Worked for the HLCA Maintenance for approximately 2 years in the early ‘80s.
o Current HLCA Director (Treasurer) Past President, Past Director. Experienced Committee Liaison to all active
committees, regularly attend Committee meetings to listen and offer support.
Achievements:
• Enhanced the community by encouraging the proper maintenance and repair of our infrastructure(s).
• Supported improvements in the Common Areas with Beach improvements, Dock refurbishments, Court & Street Light
LED updates which save tens of thousands of dollars yearly, Asphalt & Sidewalks, and current updating of our
buildings’ siding.
• Infrastructure Priorities. I work to maintain reasonable Association fees with Smart Improvements!
• Continually monitor Fire & Rescue response times to our community. Brought to the attention of the Northville
Township Board the increasing response times of our Fire Department, resulting in the planning for the building of a
new Fire Station closer to Highland Lakes with no increase in Taxes. Outspoken advocate for our Safety!
• Member of the Northville Township Water Rates Committee. Fought for fair and equitable Water & Sewer Rates, which
helped to bring about a decrease in Water & Sewer Rates by 3% in 2022 saving Highland Lakes approximately $18,000
this year.
• Attend Township Board Meetings with almost 100% attendance over the past 10 years. Looking out for our interests.
Goals:
• Maintain high living standards in the community.
• Maintain Reasonable Association Fees while maintaining our common property; doing this while not exposing the
community’s value to risk. Value Added with Smart Improvements in the Community!
• Continue to seek Co-owner opinions daily and encourage Co-owner involvement through Committees and active
recruitment of volunteers.
• Attended meetings and offer input to both the Northville Township Walk-ability Committee and the Northville
Pedestrian and Traffic Study for enhancement of the walkability of the community

• Customer Service Representative at Twelve Oaks Mall 1980-1988. Supervisory position.
• Owner of Northville Sandy’s Cleaning Service 1989-2000. Employed up to eight employees. Clients included the Herbert
Lawson Construction Company of West Bloomfield, as well as hair salons, restaurants, offices, homes and condominiums
in Northville and surrounding areas. The Highland Lakes Clubhouse was an account during the 1990’s.
• Night and weekend receptionist for Highland Lakes 2002-2006. This position enabled me to meet many Co-Owners and get
a feel for their concerns.
• Currently Receptionist at Country Place Condominiums.
COMMUNITY INVOLVEMENT
OBJECTIVE
• To continue to work on the Board applying the knowledge and experience I have gained. I will continue to work to keep
association dues stable while supporting efforts to improve property values.
PERSONAL STATEMENT
• I am an original owner in Highland Lakes and have always enjoyed living here. We are all part of a very special
community. The six-year roofing program was completed at a very minimal cost to the co-owners. This is an example of
what can be done as we address the huge task of updating the entire community which is now underway. New siding,
shutters, address numbers, mailboxes and porch lights are in the process of gracing the property. Happily, Highland Lakes
has never had a special assessment and we strive to follow this path as we move forward.
Through attending many committee meetings, I remain informed so as to make good Board decisions which affect us all. I
truly believe Highland Lakes will continue to improve throughout the years and remain a great place to live.

Easy Chicken Enchiladas
Ingredients
Instructions
Preheat oven to 350ºF. In a large bowl, combine the shredded chicken, 1/4 cup enchilada sauce and a generous pinch of salt
and pepper. Mix together and taste. Season with more salt and pepper as needed.
If using corn tortillas: Wrap the tortillas in a damp paper towel and heat them in the microwave for 1 minute, flipping them
halfway through until all of them are warm and pliable.
If using flour tortillas: Microwave the tortillas on a plate for 1 minute, flipping them halfway through until all of them are warm
and pliable.
Assemble the enchiladas by filling each tortilla evenly with the shredded chicken mixture and 1 cup of shredded cheese. Roll
the tortillas tightly to close and place in large baking dish seam side down.
Pour the remaining 1 3/4 cup enchilada sauce over the tortillas, top with the remaining 1 1/2 cups shredded cheese, and bake
for 20 minutes until the cheese is melted and bubbly.
Serve immediately and garnish with desired toppings.

SHRUB TRIMMING NOTICE - SPRING 2023

The Highland Lakes Condominium Association has tentatively scheduled to begin the
2023 Shrub Trimming Program on June 1, 2023, which will continue for two weeks
weather permitting. Our maintenance staff will trim all of the shrubs in the complex.
We are able to maintain the attractive overall appearance of Highland Lakes by having
the shrubs trimmed in a timely manner. All of your shrubs are trimmed or none of your
shrubs are trimmed; partial requests cannot be accepted.
For those Co-Owners who do not wish to be included in the program, we will make
every effort to accommodate your request.
The following form must be submitted to the Clubhouse by May 15, 2023, if you do
not want your shrubs trimmed this year.

Shrub Trimming Program. I understand the Association makes every effort to
accommodate my request. I also understand that with a shrub trimming program that
