Council of ministers – functions duty – present status of state legislature

The Council of Ministers


The executive branch of the Indian government, responsible for implementing
and executing the policies and laws passed by the Indian Parliament.
Duties of the council of ministers:
~ Formulating policies and programs for the development and welfare of the
country.
~ Advising the President on matters related to the administration of the country
~ Implementing laws and policies approved by the Parliament
~ Managing the day-to-day affairs of the government
~ Preparing and presenting the annual budget and other financial reports
~ Representing the country in international forums and negotiations
~ Ensuring the smooth functioning of various government departments and
agencies
~ The Prime Minister is the head of the Council of Ministers and is responsible for
the overall functioning of the government.
~ The other ministers are responsible for managing specific departments or
portfolios, such as finance, defense, foreign affairs, education, etc.
▪ The Indian Constitution provides for a bicameral
legislature at the state level, consisting of two houses -
the Legislative Assembly (Vidhan Sabha) and the
Legislative Council (Vidhan Parishad).

▪ However, not all states have a Legislative Council,


and those that do have varying numbers of members.

▪ The Legislative Assembly is the lower house of the


state legislature and is directly elected by the people.

▪ The number of members in the Assembly varies


from state to state, depending on the population of the
state. The term of the Assembly is five years, unless
dissolved earlier.
▪ The state legislature has the power
to make laws on matters within the
jurisdiction of the state, subject to the
▪ provisions of the Constitution.

▪ The Legislative Assembly has the


exclusive power to initiate money
bills and has control over the state
finances.

▪ The Legislative Council can only


make recommendations on such
bills, and cannot vote them.
It has a strength of 234 members

The Legislative Assembly is seated at the
Fort St. George, Chennai. Fort St. George
has historically been the seat of the
Government of Tamil Nadu
since colonial times.
