RESOLUTION DIRECTING ALL DISTRIBUTION UTILITIES
TO POST IN THEIR RESPECTIVE WEBSITES
THE BREAKDOWN OF THEIR GENERATION CHARGES,
INCLUDING BUT NOT LIMITED TO THEIR SOURCES
WHEREAS, Section 25 of Republic Act No. 9136, otherwise known as the
Electric Power Industry Reform Act of 2001 (EPIRA), states that: “The retail
rates charged by cistnbution utilities for the supply of electricity in their captive
market shall be subject to regulation by the ERC based on the principle of full
recovery of prudent and reasonable economic costs incurred, or such other
principles that will promote efficiency as may be determined by the ERC. Every
distribution utility shall identify and segregate in its bills to end-users the
components of the retail rate, as defined in this Act’
WHEREAS, Section 23 of the EPIRA also provides that: “A distribution
utility shall have the obligation to supply electricity in the least cost manner to its
captive market, subject to the collection of retail rate duly approved by the ERC”,
WHEREAS, Section 2(c) of the EPIRA further declares, as a policy of the
State, “To ensure transparent and reasonable prices of electricity in a regime of
free and fair competition and full public accountability to achieve greater
operational and economic efficiency and enhance the competitiveness of
Philippine products in the global markef.
NOW, THEREFORE, be it RESOLVED, as the Commission hereby
RESOLVES to DIRECT all Distribution Utilities (DUs) to post in their respective
websites the itemized breakdown of their generation charges following the
prescribed format (attached as ANNEX A), including but not limited to their
sources.
This Resolution shall take effect immediately following its publication in a
newspaper of general circulation in the Philippines.Resolution No. _°°__, Series of 2007
