Isang Malugod na Pagbati sa ating lahat!

Ang pagbalangkas sa tatlong taon CONTINGENCY


PLAN na ito ng Barangay Tubectubang kasama ng
aking Konseho ay naglalayong mas mapabuti ang
mga serbisyong ibinibigay ng Pamahalaang Barangay
ng Tubectubang sa lahat ng mga residente nito,ito
rin ay magsisilbing gabay sa mga upang makaiwas sa
sakuna at kalamidad at walang mapahamak na
indibidwal sa aming Barangay.
Ang hiling ko po sana sa lahat ng resident ng
Barangay Tubectubang sana ay makiisa at
makipagtulungan isakatuparan ang planong ito at
tulungan natin ang kasalukuyang administrasyon sa
implementasyon ng TATLONG TAONG

ni isa sating kabarangay ang mapahamak at bawiang

A RESOLUTION APPROVING THE CONTINGENCY PLAN FOR FLOOD AND


CONTINGENCY PLAN FOR TYPHOON FOR CY 2023-2025 OF BARANGAY
TUBECTUBANG, MONCADA, TARLAC

WHEREAS, The Barangay Tubectubang, Moncada, Tarlac, through the Municipal


Barangay, Risk Reduction Council, has formulated the Contingency Plan for
Typhoon and Flood to respond to an emergency and future events or situations that
may happen and prepare for the eventuality of the possible flooding in barangay;

WHEREAS, the Contingency Plan is a document containing all the necessary


preparation and appropriate invention to adhere a specific hazard;

WHEREAS, flooding and occurrence of flood and typhoon are considered as the
most threatening disaster scenario in the Barangay upon conduct of risk analysis ;

WHEREAS, the Sanguniang Barangay supports the Contingency Plan for the
identified top natural hazards as it could help protects lives and ensure the
availability of resources and likewise establishes a mechanism for decision-
making based on the coordination and command protocols;
NOW THEREFORE, the Sanguniang Barangay of Tubectubang in session
assembled, upon unanimous motion;

BE IT RESOLVED, as it is hereby resolved, to approve the Barangay


Contingency Plan for Flood and Barangay Contingency Plan for Typhoon for CY
2023-2025 of Baranagy Tubectubang, Moncada, Tarlac;

RESOLVED FINALLY, this copies of this Resolution be furnished to all


concerned for their ready reference.

III. Profile of Barangay
Tubectubang
A. General Description & Characteristics of the Barangay

Tubectubang is a Barangay in the Municipality of Moncada, in the Province of Tarlac. Its


population as determined by the 2020 Census was 2, 680. This represented 4.27% of the total
population of Moncada.

According to the History a Foreigner Visitor asked the man at the PNR SIT what was the
Big Tree while he was pointing with his finger, the man replied, that is TUBANG, then the
Foreigner said Too Big Tubang, the man imitated what the foreigner said and because of the
Ilocano accent of the man the Words Too Big Tubang became Tubectubang.

Location:

Tubectubang is Situated at approximately 15.7605, 120. 5711, in the island of Luzon.


Elevation at these coordinates is estimated at 18.3 meters or 60.0 feet mean sea level.

TELECOMMUNICATION AND WARNING CLUSTER

PDRRMO, LOCAL RADIO, AND ALL ACCREDITED CIVIC RADIO COMMUNICATION
GROUP

Scenario: SUPER TYPHOON “Z” makes landfall in Barangay TUBECTUBANG. This


leads to the occurrence of massive flooding and landslides. The strong winds
uproot trees and topple down electric posts and telecommunications facilities.
Roads and bridges are rendered impassable for a certain period of time.

Out of 4 individuals/4 families, there are projected more than 0 deaths, 0


injuries and 0 missing persons. Some are reported to be trapped in their
respective homes due to the flooding. Furthermore, a lot of families particularly
houses along the river system need to be transported to evacuation centers.
While the local responders are already deployed, majority of them and their
families are victims themselves. Furthermore, debris is all over the area making
SRR operations difficult to perform.

SPECIFIC OBJECTIVES OF THE CLUSTER:


1. To operate and maintain continuous and reliable communication and
adequate warning system throughout the period of impending and or existing
disaster/calamities

ROLES AND RESPONSIBILITIES:

The TELECOMMUNICATION AND WARNING cluster shall have the following roles
and responsibilities:
 Releases advisories and alert messages corresponding to warning informa-
tion on Impending threats to local DRRMO, BDRRMO and other agencies
entities concerned;

 Establishes an effective warning system within the AOR;

 Disseminates guidelines in evaluating disaster situation reports issued by


all warning agencies

PROTOCOLS:

Upon activation of the contingency plan, all key representatives of the


TELECOMMUNICATION AND WARNING cluster headed by the : BDRRMO
shall convene at the EOC to undertake effective collaboration and estab-
lish proper coordination through efficient communication amongst BDR-
RMC’s, Municipal and Provincial Government to include CSOs, Civic-volun-
teer groups and other stakeholders;

RELIEF AND REGISTRATION

Scenario: The DEVASTATION brought about by SUPER TYPHOON “Z” has


submerge/destroyed approximately 108 houses and resulted to the
displacement families/individuals. Victims of the STY “Z” will temporarily take
refuge at their Brgy designated evacuation center.

SPECIFIC OBJECTIVES OF THE CLUSTER:

To provide relief operations while in evacuation centers (food, water,


blankets, mats, etc.) and account/keep inventory of all victims inside the
evacuation center.

ROLES AND RESPONSIBILITIES:

The RELIEF AND REGISTRATION cluster shall have the following roles and
responsibilities

 Provide assistance in the proper and orderly distribution of supplies, ma-


terials and relief

 Identify beneficiaries in coordination with BDRRMC’s

EVACUATION CLUSTER

Scenario: The DEVASTATION brought about by SUPER TYPHOON “Z” has


overwhelmed evacuation centers. Keeping the ORDERLINESS AND THE
CLEANLINESS of the evacuation center will be the greatest challenge for the
evacuation cluster.

SPECIFIC OBJECTIVES OF THE CLUSTER:

To provide temporary shelter /assistance needed by the evacuee including


gender/emotional needs.

ROLES AND RESPONSIBILITIES:

The EVACUATION cluster shall have the following roles and responsibilities

 Lead in the relocation of victims to a safe place


 Maintain cleanliness and orderliness inside the evacuation center.

 Conduct of stress debriefing of victims (DSWD)


PROTOCOLS:

1. Upon activation of the contingency plan, all key representatives of the RE-
LIEF AND REGISTRATION headed by the : BDRRMO shall undertake effective
collaboration and establish proper coordination cater and provide the essential
needs of the evacuees and maintain a healthy and conducive/gender sensitive
evacuation centers.

Scenario: Inevitably, with the large number of evacuees staying/temporary


taking refuge in the evacuation centers common cases of evacuation center
diseases like dehydration, skin disease, stomach ache, and diarrhea is now
affecting the evacuees especially the women, children, and the geriatrics.
The lack of medicine/medical supply and health care provider to compensate
the needs of the evacuees will be one of the biggest dilemmas for the HEALTH
AND MEDICAL CLUSTER.

SPECIFIC OBJECTIVES OF THE CLUSTER:

To provide and preserve life through proper medical assistance and adequate
provision of medical facilities.

ROLES AND RESPONSIBILITIES:

The HEALTH AND MEDICAL cluster shall have the following roles and
responsibilities

 Conduct rapid health assessment to affected areas

 Disposal of dead bodies if the need arises

 EVS/health education/water supply, garbage disposal etc.


 Provision of essential medicines/medical supplies

 Update the incident commander on status of the health services espe-


cially the victims

 Health advices information

 Referral to higher authority for serious cases of medical treatment

 Recommend and suggest medical actions.

Scenario: Delay on the Transportation/delivery of relief goods, medical supply,


water and other basic needs due to inaccessible /Impassable/submerge roads.

Provide transportation during evacuation and assure prompt delivery of


basic needs (relief good, materials, etc.) for the evacuees.

ROLES AND RESPONSIBILITIES:

The TRANSPORTATION cluster shall have the following roles and responsibilities

 Provide transportation during emergency situation

 Provide vehicle during relief distribution and delivery of basic needs.

The SEARCH AND RETRIEVAL cluster shall have the following roles and
responsibilities

 After the search and rescue operation, retrieval operation will com-
mence.

 To find missing bodies and or property

 Coordinate with all the teams.

ENGINEERING AND RESTORATION CLUSTER

SPECIFIC OBJECTIVES OF THE CLUSTER:

To rehabilitate/recover/repair damaged properties after the occurrence of the


calamity/disaster.

ROLES AND RESPONSIBILITIES:

The ENGINEERING AND RESTORATION cluster shall have the


following roles and responsibilities

 Investigation/survey extent of damage


 Assessment as to properties, infrastructure and etc. (inventory)

 Submit report to incident commander

 If all request granted implementation will follow

B. COMMAND AND CONTROL


The MDRRMO serves as the main communication link for all responding units,
receives emergency and non-emergency calls, monitors the security and
surveillance cameras in the Municipality, dispatches calls to concerned
responding unit, and receives data and reports from responding units.
