AND EMPOWERMENT (1966-1975)
DR ABELARDO B. PEREZ
● in 1966, Dr. Abelardo B, Perez was
elected chairman of the Executive
Board
● being a doctor of medicine, he
assured the college of better
facilities, improved sanitation, and
health services
● the school clinic functioned with
him as chief physician assisted by
Dr. Paterno Arguelles, Dr. Emiliano
Aquino as school dentist, and the
first school nurse, Miss Aurora
Untalan
● first school head of the private
schools of Batangas to be elected
to the national organization

● the bar and CPA examinees
continues the impressive
performance
● the confidence of parents and
students were the factors
responsible for the enrolment to
soar
● Mr. Petronilo Rosel became the
first adviser when an all-college
orchestra was organized in 1968

● Dr. Lydia M. Profeta was invited as
consultant if Graduate Studies and

● Dr. Crispina Faller as first dean

● Dr. Maximo Ramos took over as
second head in 1971
● Fr. Peter Liu took over after Dr.
Ramos
● Dr. Antonio Javier became the
dean from 1974-1982; made
possible offering of courses in
English, Social Studies, Filipino,
and Educational Administration
● S.Y. 1968-1969 was a very
successful year with 700 college
and high school graduates, with
the national anthem played by the
WPC band
● Julieta Mauhay (BSED) and Petra
Ramirez (BSED) received Magna
cum laude awards; there are three
Cum laude graduates
MRS. CONRADA B. PEREZ
● S.Y. 1968-1969 was the initial year
of the 20-year service of Mrs.
Conrada B. Perez, widow of Atty.
Perez
● she had played the prominent role
of raising money during the difficult
and trying days of the WPC
● she was spend-thrift who
considered a single centavo as
hard-earned money
● a very soft-spoken and kin
Manilena, yet forceful in granting
requests for release of funds
MRS. JOSEFINA V. JAVIER
● second wife of Juan Y. Javier, who
played in the realization of the
mission of the WPC
● spiritual guardian of the Board of
Trustees and the faculty
● initiated and led the observance of
all church holy days
● together with Mrs. Velasquez and
Mrs. Perez, are the unsung
heroines to whom tribute is due

● in 1969-1970, the services of
Josue Arceo was sought to ensure
a systematic accounting of the
finances
● the mini-bus was purchased in the

● in S.Y. 1970-1971, the four-storey

● Dr. Corazon B. Cabrera was the
dean of the College of Liberal Arts

assistant dean of Graduate Studies
and Research
● Mr. Juan P. Lozano II was the dean
of the College of Commerce

college of Engineering as an agent
in realizing and answering the
social and technological needs of
men
● Dr. Cristeto Hernandez was the
first dean of the College of
Engineering
GROWTH OF THE WPC
● the chairmanship of the Board of
Trustees was passed from Dr.
Peres to Atty. Juan V. Ramos
● Dr. Abelardo lost the position to
Mrs. Flordeliza Arguelles
● Dr. Abelardo was again president
of the WPC in June 1974 until his
death on April 18, 2007
● the former DOJ Secretary, Dr.
Hernando B. Perez, succeeded
him
UB IN THE 21ST CENTURY AND
BEYOND
● from 1946, WPC had
metamorphosed to UB and it has
several campuses:
1. MH Del Pilar Campus (Elementary)
2. Hilltop Campus
3. Pallocan Campus (UB Foundation
& UB Waldorf School Int’l.)
4. Pallocan West (future site of UB
High School)
5. UB Lipa Campus
● UB had grown toward becoming a
top performing school in
ENgineering, Education, Allied
Medical Sciences, Business and
Accountancy, and Law
● UB garnered 100% passing score
in Civil and Electrical Engineering,

Midwifery, and Physical Therapy

THE LIFE OF THE UB FOUNDERS
Mr. Juan Y. Javier, Sr.
● born in Batangas on May 6, 1898
● finished Associate in Arts, bachelor
Degree in Education, Bachelor of
Laws
● first Filipino graduate of the
University of Arizona
● known for his virtues of humility
and charity
● died on January 12, 1964
Atty. Jesus Lorenzo A. Arguelles
● son of Mariano Arguelles and Rita
Anonuevo of Batangas CIty
● finished secondary education from
BNHS and obtained Bachelor of
Arts and Law Degrees at UP
● handled cases for the poor; known
for his kindness and compassion
● died on July 3, 1947, aged 47
Rev. Fr. Vicente R. Catapang
● born in the barrio of Sambat, taal,
Batangas on September 11, 1888
of a poor family
● went to study in the private school
of Don Benito Punzalan in Taal
● became a messenger of General
Martin Cabrera
● studied at Liceo de Manila (Manila
Central University)
● entered Seminario Central de San
francisco Javier and Colegio
Apostolico de San Jose
● ordained on April 28, 1912 by Most
Rev. Giusseppe Petrelli
● in February 1914, he co-founded a
seminary-college in the convent of
Bauan
● in 1916, he went to Tombol as a
parish priest
● in the 1920’s, he was granted
scholarship to pursue higher
studies in the US
● finished Master of Arts Degree in
1923 at Notre Dame University
● finished his Ph.D. at Notre Dame
University
● taught Spanish in University of
Notre Dame and at the De Paul
University
● known as a very good
administrator who understands the
teachers and the students
● founded the St. Mary’s Educational
Institute in Lemery
Atty. Francisco G. Perez
● father of the former and the
present UB president
● known to be a self-made man
● treasurer of WPC and worked as
the Dean of the College of Law
● Board Member of the Province of
Batangas
● instrumental in the foundation of
St. Patrick’s Hospital
● aged 59 when he passed away
Mr. Roman L. Perez
● mayor of Batangas when WPC
was founded
● born on November 18, 1894
● interpreter of some lawyers and
managed the family’s small
business, the Kumintang
