"School as the Heart of Formal Education”

The Governance of Basic Education Act of 2001, also known as Republic Act (RA) 9155, establishes the
overarching framework for principal empowerment by enhancing principal and leadership objectives as
well as local school-based administration in regard to transparency and local accountability.

It also serves other purposes. The "Governance of Basic Education Act of 2001" was passed during the
assembly, marking the beginning of the state's policy to safeguard and advance every citizen's right to a
high-quality basic education and to provide all Filipino children with a free, compulsory elementary
education and a free high school education.

The goal of basic education is to provide students and learners with skills, knowledge and values to
become caring, self-reliant, productive and patriotic citizens. Governance of basic education begins at
the national level, and schools and learning centers are empowered to make decisions on what is best
for the learners they serve.

A school head must be an instructional leader and administrative manager, forming a team with
teachers/learning facilitators to deliver quality educational programs.
