SUBJECT : After Mission Report re: Preview Presentation of PPBER 2022

Reference: Notice of Meeting from ASFM, DND dated 08 February 2023

1. Per above reference, the undersigned together with SPLD, PLD staff and
representatives from FMD and Admin Division went on mission last 17 February
2023 at DND Social Hall Conference Room to attend the preview of the oral
presentation of PPBER 2022 of the DND Civilian Bureaus.

2. The meeting was presided by ASFM, ASPP and ASLAS and attended by the
PPBER Focal persons of the Civilian Bureaus.

3. The GA was the first presenter and the GA report was presented by SPLD.
Following were the comments of the Presiding Officers:

 To include in the Modernization Plan/Strategic Plan how to address the

issue on the insufficient warehouses for the finished ammunition relative to
the delay of hauling of ammo of the AFP Major Services and to raise it as an
issue during PPBER presentation.
 To improve the explanation on low accomplishment on Early Procurement
Activity (EPA).
 To provide an explanation on low obligation rate on the slide for the
assessment (slide #42).
 In coordination with the AFP: to have an updated AFP SAA requirements
including war reserve and data on the status of SAA warehouses of the AFP.

4. ASFM commended the GA for being the only DND Civilian Bureau who has
enrolled its PIP /TRIP projects to NEDA.

5. After the presentations of other Bureaus, the PPBER secretariat announced that
the final presentation of the Civilian Bureaus to OIC, DND and other DND Senior
Leaders is on 02 March 2023. They required the Bureaus for the submission of
25 copies of presentation RTD: 221200H February 2023.
