General description of the organisation Habib Rasool Construction Company Pvt Ltd is one of the well-known construction company in
Pakistan. The company is constructing a sigma mall plaza whose entire area is almost 5000
square meter and company offer its services in building, constructing infrastructures and
commercial building, shopping plazas. The total number of workers are almost 300 in which top
management officers, HSE officers, Manger, supervisors, helpers, foremen, Engineers, foreman,
helper etc. are included. The company main head office is located in Lahore and Area of office is
almost 6000 square meter. The sigma mall plaza has 10 stories and one basement. The
basement area will use for the car parking and other stories will use for restaurants, shopping
stores, security staff rooms, general stores and management offices and the roof of the plaza will
use for park. There are different working activities are doing like workers were carrying bricks
from ground floor to 3rd floor, some workers were using mixer machine and mixing the silica sand
and cement, many of the workers were unloading the steel bars and some workers cutting the
steel bars, many of the workers were painting the walls of the plaza, welder is doing welding
activity etc. The material which is being used in the construction site like cement, bricks, stones,
steel bars beams, shuttering, silica sand and machinery which is being used like fork lifter welding
plant disc cutter, drill machine, Crane water tanker etc.
There are two shift patterns in the company the first shift will start from 8:00AM to 4:00 PM and
2nd shift will start from 4:00Pm to 12:00PM and some other workers works as overtime. The total

 working days in week are almost 6 days and Sunday is off day. There is only one hour for the rest
breaks for the workers and total working hours for the workers in week are almost 48 hours.

- the hazards; When I got information from the ILO and HSE official websites then I visited the working site and

some workers were not working in proper way. I noted a lot of hazard at the working site like work
at height, slips and trips, entanglement etc. when I got complete information about the site and
their hazards then I checked the accident record of the company from the record office. I checked
the total death rate of the workers and accident rate.
Controlling the risks: I would suggest additional controls for hazards according to ILO (international
labour organisation such as for noise, vibration and hazardous substance, I recommend ILO C148 and HSE
standards.

at the work site because workers came there to earn money and they provide services; and it is
mandatory to reduce global deaths rate (2.75 million as per ILO) due to work related accidents, ill
heaths. If accident occur at the workplace then the worker may face a lot of consequences like
medical problems financial issue social issue. The worker may be single person who earn for their
family. There is moral responsibility of the company to provide all the basic PPE, s to their workers.
If an accident occur then worker may get into the stress and other consequences like mental I'll
health, permanent disability.
Financial Arguments
When a worker will get injury then there is responsibility of the company to provide all the financial
aids and medical treatments. If a worker get serious injury then all the medical treatment expenses
will bear company itself and will provide financial help to the workers family. Due to accident the
property loss will also bear company and other sever consequences as well. Due to accidents the
behaviour of the worker will damage and workers will not rely on the company safety policies. Due
to accident occurrence the employer will bear costs like medical expenses of workers direct and
indirect costs as well and property loss also occur.

Due to accident the enforcement authorities can take actions on the company. When an accident
occur then the enforcement authorities can fine on the company or banned for specific period of
time. If the severity of the accident is high then criminal court can demand final report of the

The company health and safety polices regarding work at height hazards are very professional. All
the PPE, s are provided to the workers like safety harness safety belt etc... And the moral of the
worker is very high. All the safety precautions are taken for the work at height hazards.

When new ladder will be provided to the workers during working at height the accident chance will
be decreased and risk rate will be minimized. The new ladder is realistic and there is no damage so
there is no chance of accident. The workers will work in safe environment and the moral of the
workers will increase.
The time frame for the purchasing and installing a new ladder is almost given 15 days to the site
supervisor. Within the given time frame the supervisor will issue the budget from the finance
manager and he will purchase a new ladder. All the document work will be done in given time
frame.
This control measure which I suggested it will control all the hazard of work at height but safety
harness and other PPE, s must be provided to the workers.

According to the Punjab health and safety act 2019 it says about the electricity hazard,
(g) “instructions, training and supervision in relation to employment on dangerous machine and
fencing or casing of machinery, wet floors, open wiring, safety escapes, emergency exits, safe
electric wiring and fitting etc.”
The company health and safety polices regarding electricity hazards are reliable. There is very low
accident rate for electricity hazards and the workers are workings in safe environment. The moral of
the workers is very high and all the essential PPE, s are provided to the workers for electricity
hazards.
Almost 5 Workers are doing their job and there is damage electric wire of the generator present
over there. Workers works there on daily basis and the risk of the accident is very high. The worker
may get electric shock during working so the likelihood of the accident is very high and the severity
is given below:
 Insignificant: No harm or damage observes at the workplace.
 Minor: just little injury on worker body for example, small burns or cuts on the body. First
aid may be required for the little injuries.
 Major: in this case, skin burning, body damage or paralysed due to getting electric shock of
damage electric wire. Hospital treatment required may be required and it may take few
weeks or some days for the recovery of the workers health.
 Catastrophic: Death of the employees may occur or property loss may also occur.
we discuss severity in major case the worker will get serious injuries like skin damage disability and
other serious consequences as well property damage. In the case catastrophic case the worker
death may occur or permanent disability of the worker may occur because of getting electric shock
due to damage electric wire as well.
When newly double insulated electric wire will install for the electric generator instead of damage
wire then the hazard level of the electricity will decreased at some extent. Because newly electric
wire is double insulated and there is no damage on the wire. There no chance of electric shock to
the workers. The workers will work in safe working environment.
The time frame for the installation of double insulated electric wire is only 10 days as risk is high,
must be controlled on early priorities. Within given 10 days he will install the electric wire and all the
paper work will done in this period of time. He will issue a budget from the finance manager for the

This control measure will cover all the hazard level regarding electricity hazard to significantly low
level. But to fully control the risk all other actions suggested must be carried alone with this action
such as proper availability of the PPE, s is very essential. Then will no chance of hazard of
electricity.

The company is working according to the safe system of the work and workers relay on the safety
policies of the company and the ILO conventions says about the fire hazard in C167 - Safety and
Health in Construction Convention, 1988, in its article 29,
1. The company or employer shall carry or implement all suitable measures to
(a) avoid the risk of health and safety
(b) combat speedy and efficaciously any outbreak of hearth, fire or emergency,
(c) Bring approximately a quick and safe evacuation of individuals.
2. Sufficient and suitable storage will be provided for flammable beverages, solids and gases. The
Punjab health and safety act 2019 says about the fire hazard, employer shall take all practical
measures for the prevention of fires or explosions and for the provision of safety measures in the
event of fire or explosions as well.
The company is not working according to the health and safety rules of the ILO. That’s why the
workers are facing a lot of serious consequences. The moral of the workers is very low and they
don't believe the poor health and safety policies of the company.
Welders are doing welding activity near the petrol drums. The workers works there on daily basis
and the petrol drums are present in open atmosphere. The fire explosion may occur due to
negligence of the workers because when fuels sources will get heat source then fire generate and
the likelihood of the accident is very likely.

problems but in case of the catastrophic condition both property loss will occur and the death of the
worker will happen on the spot or permanent disability of the worker will occur.
How effective the action is likely to be in
When a new separate area will be constructed for the petrol drums away from the work site then
controlling the risk. This should include:
the risk level of the hazard will be eliminated because ignition source will be eliminated and there
 the intended impact of the action; will be no chance of fire explosion. The welder is doing welding activity near the petrol drums so
 justification for the timescale that you when ignition source will be away from the work site then fire hazard will never occur. The worker
indicated in your risk assessment; will do their work in safe manners.
and The time frame 30 days is suggested for the construction of the new separated area for the petrol
 whether you think the action will fully drums away from the work site. The manager will complete all the procedure of the new area and
control the risk. he will issue a budget, all paper work will done in given time frame. When new area will be
constructed for the petrol drums then there will be no danger of the fire accident.
This control measure will fully control the fire hazard and there is need to provide all other
suggested actions along with this one such as essential PPE’ s to the workers like face Shields face
mask etc. must be given.

Being a safety officer I will do risk assessment of the work site every year and the next risk
assessment date is 26- March 2023 because it is included in the policy of the company to review
the risk assessment every year. The reason is that the working process may be change, or the
accident rate of the workers may increase or the enforcement action may be increased. Due to
compensate the enforcement action there is need to do risk assessment every year and new
findings will be covered.
When I will complete the risk assessment of the work place then I will share all the major findings of
the workplace to the top management, senior management and to the general manager of the
company via Email. I will arrange Tool Box talk meetings with workers and other management

hazard of the work site. I will display all the major findings on the company notice board. I will
inform the workers about the accidents severity and I will tell them about the safety precautions. I
will do the proper supervision of the workers and will provide safe working environment. Finally I will
include all the new major findings into the company manual record. I will arrange training sessions
for the workers of the company to implement the findings and I will share all the new major findings
to the director of the company.
I will make a system that will ensure me before one week of the review date of the risk
assesment.Then I will contact with the manager of the company either the improvements are made
or not at the working site to minimize the hazard level. I will ask to show me the proof of the
improvements by a capture the photos or videos. If there is any financial problem then I will contact
with the finance manager and I request to him for the budget to implement findings. After that if any
accident occur or problem will happen then I will contact with manager of company. After all the
steps taken then I will check either All the safety measure are taken or not or workers are followings
the safety precautions.
