EXECUTIVE ORDER NO.

2018-04
“AN EXECUTIVE ORDER ORGANIZING THE BARANGAY PEACE AND
ORDER COMMITTEE AND PROVIDING FOR ITS ROLE, FUNCTION AND
APPROPRIATION”

WHEREAS, Executive Order No. 366 dated September 05, 1996 mandates the
creation of the Barangay Peace and Order Committees (BPOC) as the implementing arm of
the City Peace and Order Committees (CPOC) at the barangay level;

WHEREAS, Chapter 4, No. 16, Section 391 of the Local Government Code of 1991
provides that the sangguniang barangay as the legislative body of the barangay shall provide
“for the organization of the community brigades, barangay tanod or community service units
as may be necessary”;

WHEREAS, DILG Memorandum Circular No. 2002-02 dated January 11, 2002
likewise requires the strengthening of the Barangay Peace and Order Committees;

WHEREAS, Article 64 (e) of the Implementing Rules and Regulations of the 1991 LGC
provides that the term of office of the selected representative of the NGO/PO/PS to the local
special bodies is co-terminus with that of the concerned Local Chief Executive;

WHEREAS, in view of the October 28, 2013 Barangay Election, there is a need to
reorganize the BPOC;

NOW THEREFORE, for and in consideration of the foregoing, I, NICANORA T. VARGAS,


Punong Barangay of Barangay Bula, this city, by virtue of the powers vested on me by law, DO
HEREBY RESOLVE, the creation of Bids and Awards Committee of LGU-Bula, this City, to wit:

SECTION 1. REORGANIZING THE BPOC. The BPOC is hereby reorganized and shall be
composed of the following:

SECTION 2. Functions of the Barangay Peace and Order Committee. The Barangay Peace
and Order Committee shall have the following functions and responsibilities:

1. Monitor the implementation of peace and order programs and projects at the barangay level;
2. Serve a an information-gathering mechanism pertaining to peace and order that may affect
public safety;
3. Monitor and check the nefarious activities of criminal elements;
4. Identifying barangay constituents with strong deviant behavior for referral to appropriate
authorities;
5. Maintain continuing dialogue, close coordination and rapport with the CPOC and the law
enforcement units operating in the barangay;
6. Formulate and implement the Barangay Public Safety Plan and recommend such measures
which will improve or enhance peace and order and public safety in its area of responsibility;
7. Supervise, coordinate and monitor the operations of the Barangay Public Safety Plan and all
community-based anti-crime activities;
8. Make periodic assessment of the prevailing peace and order situation in the barangay and
submit report with appropriate recommendations to the CPOC;
9. Serve as the focal point in the planning, implementation and evaluation of programs and
projects for the control of criminality, public safety keeping and emergency concerns; and
10. Perform such other functions which may be assigned by the higher level peace and order
councils.

SECTION 3. The Barangay Peace and Order Committee Secretariat. The BPOC Secretariat
shall be responsible fro the implementation of the peace and order program at the barangay level. It
shall be headed by the Barangay Secretary and assisted by at least two (2) members designated by
the Punong Barangay. Specifically the BPOC Secretariat shall perform the following functions:

1. Prepare the peace and order plans and projects of the barangay in consideration of the
prevailing peace and order situation;

2. Implement and monitor the barangay peace and order council operations;
3. Provide a forum for interagency dialogue on problems and issues affecting peace and
order at the barangay level;
4. Assist in the conduct of research and evaluation activities;
5. Take actions on matters affecting the peace and order which need immediate attention
at their level and within the scope of their authority; and
6. Perform related tasks.

SECTION 4. Meetings. The Barangay Peace and Order Council shall meet once in every
quarter of each year or if the case maybe, they shall have to meet at least twice in a year for a special
meeting.

SECTION 5. Repealing Clause. All executive orders, rules and regulations and other
issuances or parts thereof, which are inconsistent with this Executive Order, are hereby revoked,
amended, or modified accordingly.

SECTION 6. Separability Clause. If any provision of this Executive Order shall be held
unconstitutional or invalid, the other provisions not otherwise affected shall remain in full force and
effect.

SECTION 7. Effectivity. This Executive Order shall take effect on immediately upon its
approval.
