Project Title: Proposed 2023 Partial Pipe Replacement in HS Noveleta at 27-CLP03H (Camia) in
Noveleta, Cavite, under West Cavite BA

I. BACKGROUND

The District Metered Area (“DMA”) 27-CLP03H, or “Camia”, in Brgy. San Rafael III, Noveleta, Cavite, under
West Cavite BA, was established in February 2012. It has an average pressure of 10 psi under the influence
of the PAGCOR PS water supply system.

The proposal aims to supplement the pipe replacement project implemented in 2011 under the 3R-11-CL-
HA27-Z03-01 contract. Figure 1 shows the photographic map of DMA 27-CLP03H based on Google Maps.

The average volume of non-revenue water in the area beginning January to December 2022 was 0.90 MLD.
Figure 2 shows the monthly NRW volume of 27-CLP03H from January to December 2022.

In addition, there were 24 underground leaks and 20 surfacing leaks repaired from April to December 2022,
based on the CXRO’s CMMS data.

II. OBJECTIVE

The project aims to reduce the Non-Revenue Water volume in HS Noveleta by 0.43 MLD and to replace the
old and deteriorated Polyvinylchloride (“PVC”) pipes within the network.

III. PRESENT CONDITION

27-CLP03H had a 0.43 MLD non-revenue water volume on February 2023. It has a total water supply of 1.27
MLD and has accounted for a billed volume of 0.84 MLD. It covers 1,214 water service connections with 24-
hour availability and averages 10.32 psi at the critical point.

STEP TEST
The result of the step testing demonstrates that the highest flow drops are found in San Rafael III and IV,
which account for 6.2 and 6.5 liters per second of the DMA's high NRW volume. Figure 3 shows the step-test
result in April 2022.

WATER BALANCE

The water balance report shows that physical losses are more susceptible than commercial losses. Refer to
Figure 4 for the 27-CLP03H Water Balance Result.

LEAK TAGGING
According to the GIS Leak Tags, the proposed pipe replacement segments had the most leak occurrences, as
illustrated in Figure 5.

IV. SCOPE OF WORK

Figure 6 below shows the proposed pipe sizes from the Water Supply Operations Division hydraulic
simulation. The proposed pipe sizes that will provide the optimum service level to the entire DMA are 75
mm, 100 mm and 150 mm in diameter. Table 1 shows the pipe sizes and alignment details based on the
result of the hydraulic simulation.

V. PROJECT COST ESTIMATE

The project has a total cost estimate of Php 44.29 Million. The target construction period is 180 calendar
days, including permitting upon issuing the Notice to Proceed.

The proposed project aims to deliver the projected data specified in Table 2. However, the project acceptance
should not assume equal performance levels upon completion. Henceforth, a 5% permissible tolerance will be
applied in the projected volume or pressure.
