1. PURPOSE
/ Tujuan

The purpose of this work instruction is to provide detailed instruction for towing manned vessel.
Tujuan instruksi kerja ini adalah untuk memberikan pedoman rinci untuk penarikan kapal
berawak/berpenumpang

2. SCOPE
/ Ruang Lingkup

This work instruction shall apply to all offshore towing activities under the direct control of the
Company.
Instruksi kerja ini harus diterapkan pada semua kegiatan penarikan lepas pantai dibawah
kontrol langsung dari perusahaan

5.1 Prior to the initiation of any manned tow, proper planning and equipment pre-use
inspections must be carried out.
Sebelum dilakukan kegiatan penarikan kapal berpenumpang, perencanaan yang tepat dan
inspeksi peralatan sebelum digunakan harus dilakukan terlebih dahulu.

6.1 Pre-Tow Planning


/ Perencanaan sebelum Melakukan Penarikan

Consideration has to be given to maintaining the complementary of proper crew


complement for emergencies during transit. Other considerations include:
Petimbangan-pertimbangan harus diberikan untuk menjaga kelengkapan tambahan awak
kapal yang sesuai untuk keadaan darurat selama proses transit berlangsung.
Pertimbangan lainnya termasuk:

 Route, fuel and bunker requirements.


Rute, bahan bakar dan kebutuhan bunker

 Repair points and port entry requirements


Lokasi perbaikan dan persyaratan memasuki pelabuhan

 Pilot and crew requirements

6.2 Procedures
/ Prosedur

6.2.1 Under tow


/ Penarikan

The Tug Captain is responsible for the safety of the tow from the time the
towline is connected until the vessel is secured at the destination and the towline
is disconnected.
Kapten tug bertanggung jawab atas keselamatan penarikan mulai saat tali
penarik terhubung sampai saat kapal tersebut diamankan di tempat tujuan dan
tali penarik terputus.

A navigation, engine room and radio watch shall be maintained at all times, and
the appropriate ships log entries made, including:
Navigasi, ruang mesin dan radio pemantau harus dipelihara setiap saat, dan
juga membuat ship log entries yang tepat, termasuk:

 Inspections
Inspeksi

 Any Emergency or Distress

anchor up, tow line secure, etc.

The vessel “person-in-charge” shall stay aware of position, track, plot, weather,
and any condition which may affect the safety of the tow.
Orang yang bertanggung jawab di kapal harus selalu memperhatikan posisi
kapal, jalur, plot, cuaca dan kondisi lainnya yang dapat berpengaruh terhadap
keselamatan penarikan.

Weather reports shall be reviewed at least every 12-hours.


Laporan cuaca harus ditinjau setidaknya setiap 12 jam sekali

The Tug Captain shall be informed of any excessive pounding, rolling, or shock
loads to the towline.
Kapten tug harus diberitahu jika ada hantaman yang kuat, ombak yang besar,

Twice daily inspections of the towing equipment and the watertight integrity of
the vessel will be made and logged.

6.2.2 Emergency Situations


Situasi darurat

In the event of an emergency during the tow, the following actions shall be
taken:
Pada keadaan darurat selama proses penarikan, tindakan berikut ini harus
dilakukan:

 If the tug loses power, and is not likely to regain it before the vessel is
in danger, the office must be immediately notified.
Jika kapal kehilangan kekuatan untuk menarik, dan tidak mungkin
untuk mendapatkan kekuatan kembali, sebelum kapal berada dalam
bahaya, kantor pusat harus segera diberitahu

 Immediate attention shall be given personnel life-saving measures.


Harus segera mempersiapkan langkah-langkah penyelamatan personel

 The next immediate priority is to regain control of the vessel, either by


another contracted tug, or by anchoring. If neither of these can be
accomplished prior to potential loss of life, or damage or loss of the
vessel, the vessel will be considered applying applicable distress and
salvage procedures.
Prioritas berikutnya adalah untuk mendapatkan kembali Kendali atas
kapal, baik melalui tug lain, atau dengan menggunakan jangkar. Jika
kedua cara ini tidak bisa dilakukan sebelum adanya potensi kehilangan
nyawa, atau kerusakan, atau kehilangan kapal, kapal akan menerapkan
langkah-langkah sesuai prosedur dalam kesulitan dan penyelamatan
yang berlaku.

6.3 Post-Tow Operation

All towing equipment will be recovered, cleaned, inspected, and oiled as required and
properly stowed IMMEDIATELY upon completion of the tow.
