Savers and consumers need to regain
confidence that prices will stay stable   during the COVID­19 lockdown.
T
he  Reserve  Bank  of  India’s  latest  policy
statement  has  unequivocally  acknow­
ledged  that  price  stability  must  remain
the primary focus of monetary policy now when,
as Governor Shaktikanta Das admitted, “the CPI
price momentum remains high”. Elucidating the
rationale  behind  the  Monetary  Policy  Commit­
tee’s decision to raise the benchmark repo rate
by 35 basis points to 6.25%, he underlined that
the ‘battle against inflation was not over’ regard­
less of a moderation in its pace. Retail inflation re­
mains above the 6% upper tolerance mark and is
projected  to  surpass  and  then  ease  just  below
that  level  in  the  last  two  quarters  of  this  fiscal
year. The MPC retained its full­year CPI inflation
projection at 6.7%, but bumped up the forecasts
for Q3 and Q4 by 10 basis points each to 6.6% and
5.9%, respectively, acknowledging that inflation
expectations  are  now  well  adrift  of  the  MPC’s
mandated  4%  target.  Worse,  core  inflation,  or
price gains that strip out volatile food and fuel
costs,  has  also  stayed  stubbornly  stuck  around
the 6% level with price pressures across most of
the  constituent  sub­groups.  This  is  a  far  from
reassuring outlook for price stability, especially
when one considers that the resurgent demand
across services is likely to trigger price increases
when firms begin to pass on higher input costs.
The RBI’s policy panel was, however, far from
unanimous in its decisions. While one of the six
members  voted  against  raising  the  policy  rate,
presumably so as to not dampen the as yet tenta­
tive economic recovery, two members dissented
over the policy stance remaining ‘focused on the
withdrawal  of  accommodation’.  The  majority
was, however, emphatic that “further calibrated
monetary policy action is warranted to keep in­
flation expectations anchored, break core infla­
tion  persistence  and  contain  second  round  ef­
fects”. Anchoring price stability would ultimately
serve to ‘strengthen medium­term growth pros­
pects’, they reasoned. After all, as the RBI’s latest
Monetary Policy Report observed, ‘second­round
effects could keep inflation at elevated levels even
beyond 8 quarters’ and it was therefore impera­
tive to make policy interventions to anchor infla­
tion expectations. Governor Das also pointed out
that even after the latest increase, the benchmark
interest rate still remains very much ‘accommo­
dative’  when  adjusted  for  inflation.  The  RBI’s
own  November  round  of  the  consumer  confi­
dence survey shows that a significant majority of
respondents perceive and expect one year ahead
a deterioration  in  price  levels,  making  this  the
single biggest drag on consumer sentiment. Ulti­
mately,  savers  and  consumers  need  to  regain
confidence that prices will remain stable over a
medium  term  to  resume  saving  and  buying  to
help entrench a durable economic recovery.

Bharatiya  Janata  Party’s  15­year  term  at
the  Municipal  Council  of  Delhi  (MCD),
winning 134 of the 250 seats. In the interim, Delhi
was divided under three Municipal Councils and
later merged again. There were multiple factors
that worked in the favour of AAP, and against the
BJP,  which  won  only  104  seats.  City  residents
were dissatisfied with the BJP over its inability to
manage civic services efficiently, while AAP built
a reputation of maintaining quality social infras­
tructure. Voter turnout barely crossed 50% over­
all; it was around 40% in upscale wards and even
higher in unauthorised colonies that lacked civic
infrastructure.  The  mounting  problem  of  solid
waste in the capital city’s three landfills, in Okhla,
Bhalswa  and  Ghazipur, was  a  major  poll  issue
raised by AAP, in turn putting the BJP on the de­
fensive. Commissioned more than two decades
ago, the landfills contain 203 lakh tonnes of lega­
cy waste, having crossed their permissible height
of 25 metres over a decade ago. Fresh waste con­
tinues to be dumped. AAP also managed to put
the BJP in the dock over the poor financial health
of the civic body. AAP’s electoral victory in Delhi,
and its new­found status as a national party after
its  performance  in  the  Gujarat  Assembly  elec­
tions, are a big boost for the party.
The BJP claimed victory even in defeat citing
the increase in its vote share, from 36% five years
ago to 39% now. The recent delimitation of mun­
icipal wards, which saw the total number of seats
being reduced from 272 to 250, happened in a
manner  that  helped  the  BJP.  The  party  saw  its
leaders  from  the  Centre  and  other  States  cam­
paigning in the MCD elections, and central agen­
cies initiating a slew of corruption investigations
against  AAP’s  leaders.  The  BJP  believes  that
though it lost to AAP, the campaign demolished
AAP’s claims  of  being  incorruptible.  AAP’s  si­
lence on communal violence in the national cap­
ital, and protests on issues such as the Citizenship
(Amendment) Act led to the desertion of Muslims
from the party, and their shifting to the Congress.
Councillors are not bound by any anti­defection
law. AAP has no binding ideology, and keeping
its current strength intact could be a challenge.
The BJP should now resist the temptation of seiz­
ing power and adhere to its stand that it will now
pay the role of a constructive opposition. Both
parties, and their governments at the Centre and
in the National Capital Territory of Delhi, should
support the new MCD in delivering the goods on

he National Food Security Act (NFSA),
2013, through the Public Distribution
System (PDS), provides a crucial safety
net for roughly 800 million people.

The exclusion problem
Another obvious solution, also suggested at the

exclusion problem could be because the NFSA
coverage ratios were too low to start with, or due
to the ‘freeze’ in coverage in absolute terms
(around 800 million).
PDS coverage is determined by Section 3(2) of
the NFSA 2013. It states that the entitlements of
eligible households “shall extend up to
seventy­five per cent of the rural population and
up to fifty per cent. of the urban population.”
Section 9 of NFSA required that the total number
of persons to be covered “shall be calculated on
the basis of the population estimates as per the
census of which the relevant figures have been
published.”
Any sensible policy should have an in­built
mechanism for updating coverage annually to
account for population increase. Between the last
Census in 2011 and today, population increase has
not been accounted for in determining the
number of ration cards. No one could have
anticipated that the 2021 Census would be
postponed indefinitely. This means that even a
decadal update has not happened.

What contributed to the BJP’s victory in Gujarat?

ic mandate for the Bharati­
ya  Janata  Party  (BJP).  The

(CSDS)  post­election  sur­
vey shows the possible fac­
tors that contributed to the
electoral  success  of  the
BJP. First, this was a clear
vote for the party and not
for the candidates. Second,
a mere  three  percentage
point  increase  in  votes  as
compared to 2017 led to a
massive  increase  in  the
share  of  seats,  largely  be­
cause of the emergence of
a three­cornered contest in
the  State.  Third,  the  rea­
sonably high levels of satis­
faction  with  the  BJP­led
Central  and  State  govern­
ments could also have con­
tributed  to  the  result.  Fi­
nally,  in  spite  of
highlighting issues such as
price  rise  and  unemploy­
ment, the people of Guja­
rat continued to place trust
in  Prime  Minister  Naren­
dra Modi to find a solution
to these issues.
An analysis of aggregate
data  indicates  that  the
BJP’s  impressive  perfor­
mance was the by­product
of an increase in vote share
from 2017 by a mere three
percentage  points.  The
Congress vote share fell by
a sharp  14  percentage
points  and  the  vote  share
of  other  parties  fell  by
around  two  percentage
points (Table 1). The benef­

of the Morbi bridge, which
claimed  141  lives  and  left
several  injured,  became  a
significant political issue in
the  State.  AAP  national
convenor  Arvind  Kejriwal
alleged that the bridge col­
lapse was caused by “mas­
sive corruption.” With refe­
rence  to  this,  86%  were
aware  of  the  bridge’s  col­
lapse (Table 2). Further, of
those  who  voted  for  the
BJP, 55% had heard about
the  bridge  collapse  and
32% of those who voted for
the Congress­NCP had not
heard  about  the  bridge
collapse.

Congress,  but  this  was
much less intense as com­
pared  to  those  who  said
that they voted for the BJP.
It is also important to note
that close to one­fourth of
those  who  voted  for  the
BJP (22%) said that they de­
cided who to vote for well

and the AAP was not very
different  than  that  of  the
BJP  in  Saurashtra,  though
the ruling party was ahead.
In north and central Guja­
rat, the BJP was way ahead
of  the  combined  strength
of  the  two  key  rivals.  The
implication is clear: the di­
vision of the non­BJP vote
between the Congress and
AAP  did  help  the  BJP  in
some regions. A combined
opposition may have only
reduced  the  intensity  of
the  victory  and  not  pre­
vented it (Table 4).

Much of the discussion on
the BJP’s spectacular victo­
ry  in  Gujarat  has  focused
on  the  leadership  factor.
Prime  Minister  Narendra
Modi  spent  considerable
time and effort in the cam­
paign.  He  travelled  across
the State addressing rallies
and  participating  in  road
shows. His walk to the poll­
ing  booth  to  cast  his  vote
attracted considerable me­
dia  attention.  There  is  no
doubt that he is very much
the  focus  of  attention  for
the BJP in Gujarat. In 2017,
it  was  often  said  that  the
victory  was  much  more  a
victory of Mr. Modi than of
the BJP. This time around,
the  Modi  charisma  was
clearly a key variable in en­
suring a near clean sweep
of  seats.  The  Gujarat  Go­
vernance  Study,  prior  to
the start of the campaign,
showed  the  impact  of  Mr.
Modi in the elections. The
CSDS­Lokniti post­poll sur­
vey reasserts that point.
When  respondents
were  asked  whether  Mr.
Modi was successful in ful­
filling  people’s  expecta­
tions, one­third (34%) said
“to a large extent”. Anoth­
er two of every 10 said that
he fulfilled people’s expec­
tations  to  “some  extent”.
Taken  together,  this  ac­
counts for over half the res­
pondents. This is also close
to the vote share the BJP se­
cured  in  the  elections.
Another  close  to  three  in
every 10 (28%) said that he
had not done much to fulfil
their expectations. Anoth­
er one­sixth (14%) felt that
he had not succeeded at all
in  fulfilling  their  expecta­
tions (Table 1).
More emphatic was the
response  to  whether  the
voter voted for Mr. Modi in
the elections. Close to two­
fifths (37%) asserted that to
groups though there were
variations  in  intensity.  It
performed  better  among
the  younger  voters  (less
than 35 years) and the mid­
dle­aged  voters  (46­55
years) as compared to oth­
er  age  groups.  The  Con­
gress and AAP drew more
or  less  uniform  support
across  age  categories.
While the BJP’s vote share
increased  among  people
with more access to educa­
tion,  the  reverse  was  true
of  the  Congress.  The  BJP
performed  better  as  the
economic status of the res­
pondents  improved,  and
secured  a  higher  percen­
tage of vote in urban areas
as compared to rural. The
BJP increased its vote share
among  the  upper  castes,
Patidars,  Other  Backward
Classes,  Dalits  and  Adiva­
sis.  As  compared  to  2017,
its vote share among Mus­
lims  fell  from  27%  to  14%,
while  the  Congress  gar­
nered close to two­third of
the Muslim vote (64%) and
the AAP secured one in ev­

headlines in the run­up to
the Gujarat election, it was

schemes  such  as  free  ra­
tion  and  medicines  that
bolstered the BJP’s support
in the polls. It was the pop­

State  government  initia­
tives  such  as  free  ration,
Awas  Yojana,  and  Kisan
Samman Nidhi that played
a key  role  in  helping  the
BJP acquire a seventh con­

nefited  from  government

“dangerous  for  the  deve­
lopment of the country”.
