Request/Technical approval Report, b) Purchase Order, c) Delivery Note and d) Approved Vendor Preservation Procedure. However, for the level
of inspection 1/2/3/4, additional document is required a) Inspection Release Certificate, b) Inspection Assignment Sheet.

o Ensuring that aluminum capping of the perimeter structure shall not be connected to the cross-run and loop grounding conductor.
o Air terminals exceeding 600mm in height shall be supported at a point not less than one-half if their height.

1. PURPOSE:

The purpose of this procedure is to provide guidelines for performing Grounding and Lightning Protection
System’s installation, inspection and testing in line with the contractual requirement of performing
Electrical works at the MARJAN INCREMENT PROGRAM-PKG-10-GAS TREATMENT AND SULFER
RECOVERY complying to all quality and safety requirements.
2. SCOPE:

This procedure shall be applied specifically and only for the execution of Grounding and Lightning
Protection System installation and inspection requirements at MIP-Package 10 construction.
In case of any conflicts between this procedure and other applicable MIP-TGP Standards, Saudi Aramco
Standard shall prevail.

5. RESPONSIBILITIES:

5.1 PROJECT MANAGER

Shall be responsible for the overall implementation of the Company safety & Quality plan and
ensure efficient execution of work in accordance with project standards.
5.2 QA/QC MANAGERS

Manage the QC organization ensuring all quality control systems are properly implemented in
accordance with the project requirements. Ensuring that all discipline activities that must be
inspected related to the earthing and lightning protection system works schedule are carried
out, cleared and documented in timely manner as per project specification, SATIP and QCP’S.

5.3 CONSTRUCTION MANAGER

Shall be responsible for coordinating with superintendents and supervisors, organizing the
necessary resources and ensure that the works are carried out as per project quality & HSE
requirements and also meet the schedule as approved by company and contractor.
5.4 CONSTRUCTION SUPERINTENDENT

Shall be responsible to give direct instructions to site supervisors implementing the project quality
and safety plan and IFC drawing and has control of all site activities related to earthing and
lightning protection system works.
5.5 SITE SUPERVISOR

• Shall lead and monitor the workforce and workmanship during the execution work.
• Site supervisor shall be responsible for the work procedure to ensure that construction is carried
out as per project specifications.
• Site supervisor shall confirm that work is ready for inspection and prepare internal request for
inspection.
• He should raise Request for Inspection (RFI’S) at least 24 hours in advance to the QC dept. at
appropriate stages of the work as detailed in the SATIP.
5.6 QC SUPERVISOR

• Arranges and supervises all QC activities ensuring that all inspection are performed in timely
manner and documented.
• Ensuring that all inspections and testing activities are carried out in a timely manner and
documented in accordance with applicable SAES, SATIPs and QCPs.
• Coordinating with other QC disciplines as necessary.
• Review all relevant documentations and test reports, clear out Non-Conformances and prepare
handing over dossiers.
• SEGS QC Supervisor shall confirm the item is ready for inspection, before issuing inspection
notification to Saipem / SA PID.
5.7 QC INSPECTOR

• Responsible for the necessary inspections and test to be carried out for activities involve in the
earthing and lightning protection system works as project specifications, procedures, and
approved Inspection Test Plan.

• Ensuring the sequence of inspection as per the approved ITP.
• Responsible for conducting monitoring and inspection duties for work and ensuring efficient
recording and reporting result as required.
• He shall review all relevant documents, material certificates and non-conformance and shall
review all internal (RFI) request for inspection from various sections.
• He shall also responsible to carry out inspections and release hold points by signing various
typical inspection plans as proof and record of inspection.
• Responsible to record the inspection in checklist as per SATIP.
• Shall confirm the offered item is ready for CONTRACTOR/COMPANY Inspection.
5.8 MATERIAL CONTROLLER (MC) / STORE KEEPER

• Responsible for the proper storage, preservation and documentation of all the delivered material
at site. Also responsible for all the material issued to subcontractor and Preparing material
receiving inspection report for all kinds of materials.

6. MATERIALS CONTROL:
6.1 Material Receiving General
6.1.1 All materials delivered at store or site to be used permanently for the project is to be
inspected and accepted by the client representative prior to use at site.
6.1.2 Contractor/Subcontractor will do material receiving inspection to check that materials are
free of damage and conforms to the PO, packing list/delivery notes, applicable MSAERs
and SAMSS, Material Test Certificates and Inspection or Shipping release note as
applicable
6.1.3 Once materials were found to be complying with the quality requirements, RFI will be raised
for PID’s inspection. Applicable SATIP, SAIC and SATR will be used during inspection.
6.1.4 No materials will be allowed to be used at site without prior inspection and approval from
the client representative/PID.
6.1.5 All materials accepted by the Company will be properly handled, stored, and preserved in
accordance with manufacturers’ recommendation and applicable tables of SAEP-385 in
Appendix A.
6.1.6 All rejected materials shall be quarantined and segregated and shall not be used in the
project and to be disposed properly as required.

6.2 Grounding Material
6.2.1 Soft Annealed Copper Insulated with green Jacket or a green jacket with yellow stripe
conductor.
6.2.2 Ground Rod be copper or copper jacketed steel or galvanized steel. Copper jacketed steel
shall meet the requirements of UL 467.
6.2.3 Copper or copper jacketed ground rod minimum length of 2.4 meters. Jointed rods are
permitted but each joint must be at least 2.4 meters long.
6.2.4 If copper or copper jacketed steel rods, be a minimum of 16 mm in diameter, and if
galvanized steel rods be a minimum of 19 mm in diameter.
6.2.5 Grounding accessories include bus bar, clamp, flexible ground straps, exothermic weld
materials, mold, mechanical connector, and fasteners, etc.
6.2.6 Conductor used as grid conductors, grounding electrode conductors. Equipment ground
conductors or bonding conductors in grounding system shall be soft or annealed copper,
insulated and if more than 35 mm squared be stranded.

6.3 Material Document Review


6.3.1 Review the documents for all received material
6.3.2 Purchase order and Data Sheet criteria shall be confirmed and compared with electrical
material documentation and checked for damage.
6.3.3 Electrical materials shall be in accordance with the MIP-TGP approved project-specific
design drawings, diagrams, and associated documents.
6.3.4 Electrical materials shall conform to all applicable requirements, standards, and
specifications prior to release to be used as part of the work.
6.3.5 Accessories shall be marked with the manufacturer's name, trade name, or both, or any
other acceptable marking whereby the organization responsible for the product can be
readily identified.
6.3.6 As a minimum document required for receiving inspection the following shall be attached in

6.4 Material Handling


6.4.1 Wooden grounding cable reel flanges shall be firmly lagged (no loose or missing pieces)
and undamaged from shipping and handling.
6.4.2 Cable Reels shall be shipped and handled on edges of flanges and not on flat side of
flanges.
6.4.3 Grounding cable Reels shall be chocked during shipping to prevent damage from load
shifting.
6.4.4 Cable reels shall not be dropped. Reels shall not be rolled over sharp edges greater than
25 mm (1 inch) in height.
6.4.5 Cable reels shall be rolled on hard surfaces and not allowed to sink into soil during
handling.
6.4.6 Mechanical force or pressure shall not be applied to the cable surface during handling.
6.4.7 Manufacture's special handling instruction shall be followed if provided on the cable reel
or in the cable purchase documents.
6.5 Material Storage and Preservation
6.5.1 Establish a preservation tracking system.
6.5.2 When the Indoor storage is not possible, all electric materials must be covered with
tarpaulin. This cover should extend to the ground.
6.5.3 All electrical materials shall be stored away from the chemicals and petroleum products.
6.5.4 All electrical materials shall be stored away from construction equipment, road traffic,
falling or flying objects, and areas where there is a risk of physical damage.
6.5.5 All electrical materials not rated for exposure to sunlight shall be stored under a sunshade
or indoors.
6.5.6 All electrical material wooden boxes shall be stored to provide easy access for lifting and
moving.
6.5.7 Cable ends shall be sealed and firmly secured during shipping & storage. If cable ends
are exposed for on-reel testing, those shall be re-sealed.
6.5.8 Cable reels shall be stored away from open flame, fire, arc welding, brazing, grinding and
other sources of high heat or ignition.
6.5.9 Manufacturer’s storage recommendations shall be followed at all times.
6.5.10 Preservation or maintenance of stored items shall be as per preservation requirements.

6.5.11 Electricals materials must be stored in a secured area that is in compliance with
requirements of the approved QC procedure, manufacturer’s instructions, project
specifications, and MSAER’s.

7. GROUNDING SYSTEMS INSTALLATION PROCEDURE :


7.1 Grounding-Soil resistivity

The grounding Installation activities shall be in accordance with Saudi Aramco standard, latest IFC
drawing and project documentation. Measurement of earth resistivity and ground impedance shall
be made in accordance with IEEE 81 or by a non-contacting ground resistivity mapping instrument.
In soils exceeding 5000 ohm-cm the measurement shall be taken or verified by a non-contacting
ground resistivity-mapping instrument. Soil resistivity of backfill material used for ground grids and
ground rods shall be the same as or less than that of the surrounding soil. Soil Resistivity Test
Reports shall be submitted for review to SA Project Inspection.
7.2 Grounding Installation
7.2.1 The grounding Installation activities shall be in accordance with Saudi Aramco Engineering
Standard & project documentation.
7.2.2 All electrical equipment’s shall be grounded to prevent injury and damages in case of ground
fault.
7.2.3 All process equipment’s shall be grounded or connected to the grounding system to discharge
the static electricity.
7.2.4 Grounding for system grounding, human safety grounding and electro static grounding shall
be connected to the same ground bus.
7.2.5 Below ground connection to grounding grids and ground Rod or between the conductor or
ground Rods shall be made using one of the following methods.
a). By thermite welding or brazing
b). By approved compression grounding connectors.
c). For connections at ground test stations only where it is necessary to disconnect ground
conductors for test, approved mechanical connectors may be used.
7.2.6 Above grounding system connection shall be made by one of the following.
a). By thermite welding or brazing
b). To structural steel using compression type connectors bolted to bare steel, by thermite
welding or by other approved means.

7.2.7 Grounding conductor extending through concrete or asphalt shall be run in PVC conduit or
PVC Coated rigid steel conduit.
7.2.8 Substation ground grid shall be constructed of minimum of 70sq.mm (2/0 AWG) stranded
bare copper conductor, and if used in soils less than 70 ohm-meters resistivity shall be tinned.
7.2.9 The ground electrode for system grounding shall consist of either (1) rod or pipe electrode or
(2) a combination of rod or pipe electrode and a grid or loop of bare copper conductor buried
a Minimum of 460mm.Multiple rod or pipe electrodes shall be interconnected by bare or
insulated copper conductor using thermite welding or approved connectors.
7.2.10 The excavated soil should be placed 600mm away from the trench.
7.2.11 Establish a log for all molds used at site every time during cad welding and it will be recorded.
(Each type and size)
7.2.12 Where multiple items of equipment are connected, the supplementary grounding electrodes
shall be interconnected using bare or insulated copper conductor to form grid or loops. The
grid or loops shall be a buried minimum of 460 mm. If an above ground bus or loop is used
for extending the supplementary electrode, this bus or loop shall have two connections to the
Supplementary electrode.
7.2.13 The grounding electrode used for system grounding for each area in the facility or plant shall
have a minimum of two connections to the ground grid or ground loop used in the area.
7.2.14 In Hazardous locations equipment grounding conductors run in conduit or cable tray shall be
insulated or enclosed within the jacket of a multi conductor cable.
7.2.15 Shields and armor of power cable shall be grounded at both ends. Continuity at splices shall
be maintained by bonding across the splices.
7.2.16 Metallic cable tray shall be bonded to the local ground grid or ground electrode at both end
points ensuring the bonding continuity is met throughout all the racks in the system.
7.2.17 Ground busses in switch gear, switch boards, and motor control centers shall have two
connections to the main ground electrode.
7.2.18 Frames of equipment (motors, generators and transformers) operating at 1000V or greater
shall have two connections to a supplementary electrode.
7.2.19 Motors, transformers, and generators operating at nominal voltage of 480V shall have
minimum of one connection to a supplementary grounding electrode.
7.2.20 Substation fences shall be grounded in a minimum of two locations to the local ground grid
or loop. The grounding conductor shall be connected to the substation ground grid at a

minimum of four locations spaced equally around the loop. The fence shall be connected to
the ground conductors at intervals not exceeding 15 meters. Corner posts and gateposts shall
be connected to the grounding conductor. Gates shall be bonded to the gateposts with flexible
connectors.
7.2.21 Electrical equipment in the substation, substation yard, and within 5 meters of the substation
fence shall be connected to the grid or to a ground bus connected to the grid.
7.2.22 Soil resistivity of backfill material used for ground grids and ground rods shall be the same as
or less than that of the surrounding soil
7.2.23 Fences which are within 10 m of an enclosed ground grid or ground loop that is connected to
equipment operated at 1000 V or greater shall be grounded at intervals not exceeding 15 m
to the ground grid or loop. All fences within 3 meters of a ground grid or ground electrode
shall be bonded at the nearest fence post to the ground grid or ground electrode.
7.2.24 Fences that cross over a ground grid or conductors that connect two ground grids are required
to have a bond between the grid or conductors and the nearest post. If the crossing area is
extensive, the bond is required every 50 m.
7.2.25 safety ground and instrumentation circuit ground must conform to NEC, Article 250 Grounding
system recommendations and requirements provided by manufacturers of instrumentation
and control systems (e.g., distributed control systems) shall also be taken into consideration.
7.2.26 All exposed non-current-carrying metallic parts that could become energized with hazardous
potentials must be reliably connected to the equipment grounding circuits
7.2.27 All metal equipment and enclosures within a panel or series of panels (i.e., instrument cases,
hinged doors, racks, etc.) shall be bonded with bonding jumpers andconnected to a safety
ground bus with copper wire with 4 mm² cross-sectional area.
7.2.28 Two conductors, 25 mm² minimum, shall be connected from the safety ground bus to a single
tie point on the safety ground grid in a closed loop configuration.
7.2.29 High Voltage Instruments devices operating at 120 V AC or 125 VDC shall be grounded per
SAES-P-111.
7.2.30 Heat shrinkable sleeves shall be used at the end of the terminal connections.
7.2.31 480 V step down transformer frame shall be grounded on the supplementary ground with
one connection.
7.2.32 Anti-corrosion paint shall be applied on terminal lug around the connection point of steel
plates.

7.2.33 Cable tray and conduit system shall be bonded from end to end and shall be connected to
the grounding system.
7.2.34 Structural and piping supports shall be bonded at every 25 mts interval and with two
connections at each side to the grounding system and shall be as per the issued grounding
construction drawings.
7.2.35 Grounding cable shall not be exposed during installation.
7.2.36 Grounding grid shall be provided at the substation having equipment’s rated more than 1kV.
7.2.37 Individual grounding electrodes shall be provided for the lightning system.
7.2.38 Air terminal arrangement shall be complied with NFPA 780 article 4.1.2
7.2.39 The enclosures of instrument devices operating at 50 V DC or less may be grounded using
one of the following options.
a). Connecting directly to the grid using 25 Sq mm grounding cable.
b). By connecting the instruments to a grounded instrument stand or structure.
c). Using the conduit as ground, provided the conduits are continuous and bonding provided
between flexible and rigid conduit.
d). By grounding the armour of the cable connected to the instrument.
7.2.40 For pipe rack designs that do not have horizontal structural steel connecting the adjacent
vertical supports, each vertical support must be grounded.

7.3 Lightening Protection System


7.3.1 Lightning protection components shall be UL Listed or Labelled in accordance with UL 96 for
lightning protection service or have approved equivalent certification by ESD Coordinator.
7.3.2 The air terminal shall be made of materials that are resistant to corrosion or protected against
corrosion. (NFPA 780 Sec. 4.2)
7.3.3 An air terminal shall not be less than 254 mm long. UL 96 sec.4.2
7.3.4 The thickness of cast copper or copper alloy air terminal base support shall not be less than
2.4mm. UL-96A sec5.2
7.3.5 Each down conductor shall terminate at a ground terminal dedicated to the lightning
protection system. NFPA 780, Sec. 4.13.1.1.
7.3.6 Assuring protection of down conductor for minimum of 1.8m above grade level.
7.3.7 Lightning Conductors shall maintain a horizontal or downward coursing free from "U" or "V
(down and up) pockets. NFPA 780 Section 4.9.4.1

7.3.8 No bend of a conductor shall form an included angle of less than 90 degrees, nor shall it have
a radius of bend less than 203 mm (NFPA 780,sec 4.9.5)
7.3.9 Cross-run conductors shall be connected to the main perimeter cable at intervals not
exceeding 46 meters. NFPA-780.
7.3.10 Structures exceeding 76 m (250 ft) in perimeter shall have a down conductor for every 30 m
(100 ft) of the perimeter.
7.3.11 Cross-run conductors shall be connected to the main perimeter cable at intervals not
exceeding 46 m.
7.3.12 Ensuring that aluminium capping of the perimeter structure shall not be connected to the
cross-run and loop grounding conductor.
7.3.13 Air terminals exceeding 600mm in height shall be supported at a point not less than one-half
if their height.

8. QUALITY CONTROL:

8.1 Testing of Grounding System


8.1.1 The earth electrode resistance will be checked by the "fall - Of - Potential "method, using
Earth Tester.
8.1.2 The apparent ground resistance shall be obtained by means of a made electrode (Ground
Electrode or Ground Grid). The ground electrode resistance shall be checked by the above
method .using a megger type ET3 or equivalent test instrument.
8.1.3 The test method as specified for the above instrument for individual and electrode networks
will be applied as follows:
8.1.4 Prior to testing the electrode, system will be disconnected from the ground network.
8.1.5 The current spike will be driven to 1 meter depth after electronic survey at a point 50 mts from
the perimeter of the electrode network and the potential spike driven midway. In a straight
line, between the current and the connection to the electrode network.
8.1.6 The terminals "C1" and "P1" of the instrument will be connected to the electrode system.
8.1.7 Terminal “C2” will be connected to the remote current spike.
8.1.8 Terminal "P2" will be connected to the remote potential spike.
8.1.9 The first megger reading R1 is recorded.
8.1.10 The potential spike will be moved to a point 6 meters closer to the electrode network and the
reading R2 recorded.

8.1.11 The potential spike will be moved to point 6 meters further away from the electrode network
and the reading R3 recorded.
8.1.12 These final three values represent the ground network resistance.
8.1.13 The total system ground resistance R, can be calculated from the following
Formula = (R1+R2+R3)/3
8.1.14 Grounding resistance shall be measured with a grounding tester at each inspection
pit/grounding rod.
8.1.15 Grounding Resistance accepted value: The ground resistance of made electrode (ground
electrode or ground grid) used for system grounding shall not exceed
 1 ohm for solidly grounded system above 600 V
 5 ohms for resistance grounded system above 600 V
 5 ohms for system under 600

8.2 Testing of Grounding System


8.2.1 Request for inspection shall be issued for witness and hold points to CONTRACTOR/
COMPANY Project inspection 24 hour in advance on week days and 48 hours in advance for
weekends and holidays.
8.2.2 Authorized agent of CONTRACTOR/COMPANY shall have the right of access, at any time
and under any circumstances, to the offices, workshops, warehouses, and to any other
location where WORK is performed or where materials and/or documents concerning the
Work and the Project are located /stored.
8.2.3 SUBCONTRACTORS shall provide the samples of materials supplied by them for COMPANY
review and approval; if COMPANY requires lab tests or analysis certificates of such materials,
the CONTRACTOR shall duly provide these lab tests and certificates at no cost to
COMPANY.

9. Inspection:
All the installation of grounding and lightning protection system shall be inspected and tested in
accordance with latest IFC drawings, SATIP-P-111-01, SATIP-P-111-02.

10. DOCUMENTATION:

Based on the approved ITP Subcontractor shall prepare and forward all necessary checklists,
test reports, laboratory results, etc., for CONTRACTOR/COMPANY review/ approval.
A log shall be maintained for retrieving Inspection documents easily for reference during the
course of the project.
During cad welding a log shall be maintained and recorded for moulds (Each type and size) at
site
Signed/completed documents shall be kept in safe custody and hand over in approved
format/folders as part of Project Record Books, as required by contract.
