2004 i.c. singlc stage- one envelope procedure.

1,I, SOURCD OF FUNDING:

Regular budget ofFPSC for the year 2023-2024

1.2. SCOPE OF WORK:

Providing services of four (4) armed Sccurit, Guards at FPSC, HQs, Aga Khan Road,
Sector I.5/1. lslamabad.
2. ELIGIBILITY OF BIDDERS:
In addition to the bidding criteria as laid dorvn in clause-3 ofthis bidding documentl
standard terms and conditions, inter alia, shall be as under:-

2.1 The bidder is rcgistered wth FBR lor the purpose of Income Tax and Sales
Tax. Certificare ofRegistration shall be?rovided by bidder.
2.2. Bidder has a valid vendor number issued by Accountant General Of Pakistan
Revenues (AGPR), lslamabad.
2.3. The bidder has never been black listed from any Govemment Organization. A
certificate to this effect shall be provided.
2.4. The bidder is experienced in providing services ofarmed security guards in
different Covernment Organizations. Moreover, the bidder shall provide proof
ofhaving an established firm/company a1 Islamabad or Rawalpindi.
2.5. Bidder should provide copy ofvalid / renewed notificat;on (;ssued from olfice
ofthe Chief Commissioner, ICT) and valid license / NOC ftom ICT otherwise
bid will be rejected.
3. CENERAL CONDITIONS:
Bidder shall produce general information regarding their business along u'ith bids as
follo&s:-
3.1 Vendor /llrm's Name and Address wilh bank account number & vendor
number by the office ofAGPR.
3.2 Year ofestablishment in Pakistan.
The successf'ul bidder shall ensure that salaries, perks, privileges etc. olthe
securily guards are governed striotly in accordance rvith prerailing
govemment rules / regulations.
3.,+ All security guards to be provided by successiul bidder to FPSC should be
preferably Ex-Servicernen/retired personnel from armed forces, Rangers or
Frontier ConstabularJ whh operational licensed fire arms. Age of securiq
guards must rlol more than 50 years,

12. AMIINDNIENT IN THE BIDDD,iG DOCUMENTSI
12.1 FPSC may at any time prior to the deadline for submission of bids, modil) or
amend the bidding docurnen6 by issuing addendum fot any reason, as
provided under Rule 23(3) ofPublic I'rocuremenl Rules. 2004.

12.2 FPSC may at its discretion extend the deadline lor submission of bids; as
provided under Rule (27) ofPubl;c Procurement Rules, 2004.

13 RESPONSIVENESS OF THE BIDS:

A bid shall be considered as non-responsive lbr nol being generally in order if:

14 CLARIFICATIO:{ OF BIDDING DOCU!4ENII

I terested bidder(s) requiring any clarification(s) regarding tender dooumenls may

send a request in writing addressed to Director (Logistics), Federal Public Service Commission, Aga

Khan Road. Sector F.5/1, Islamabad on any working day during office hours before last date for
submission ofbids.

The bidder shall bear all costs associated with preparation and submission ofbid.
COMPLETION SCHEDULE:
16.1. Successlul bidder shall be bound to provide services of armed security guards
on the bid price at FPSC Headquarters, Islamabad within five days of signing
ofservices conlract.
16.2. Services contract will be valid initially for a period of one year, extendable on
yearly basis, maximum up to three (3) years, keeping in view of satisfactory
performance of the security company and with written consent of both the
parties.
