1 Though adequate descriptions of whatever could be collected from memories have been
included within ‘Volume I’ ‘My Life Truths’ have been included, yet I cannot deny that
considerable portions may be, either incomplete or many incidents might have been
forgotten, which would for sure, be recollected in due course.
2 Few relevant points were also, missed which would, either be corrected or added to, as &
when, it is feasible.
3 More incidents are under recall, which always remains as such in memory process.
4 All such amendments or modifications or additions would be issued in supplement forms,
so that pages sequences are not affected upon.

Contractual References
1 This contract was awarded to EPC Contractor to practically complete project by
18.4.2018, but due to ROW issues involved, impacting certain delays on contract
progress, revised contract practical completion date has been virtually considered to be
appointed 30.04.2019, which date has so far been taken as an existing understanding,
reached between Contractor & Owner for all practical purposes to consider it as Practical
Completion date
2 According to communications transpired, between Contractor & Project Engineer,
records evidence that two schedules were received by / Client, One schedule defining
practical completion date 30.04.2019 named Crash Programme Schedule by an own term,
used by Contractor
3 Second Schedule defining practical completion date 15.12.2019 named Impacted
Programme Contract Schedule by an own term, used by EPC Contractor
4 During meeting conducted on site on 10.04.2018 between / among / Client, Contractor &
by presence of TPM team members, Contractor did not agree to honour contractually
schedule referred to Crash status, due to its intention that, there exists no contractual legal
obligation, owned by Contractor to this date.
5 According to Contractor, for all Contractual purposes, Impacted Schedule indicating
practical completion date 15.12.2019 is assumed an agreed / implied practical completion
date, between / Client & Contractor
6 Contractor contended that it has been moving project progress accordingly
7 Contractor further declined to accept Crash Schedule, as a document to be relied upon by
both Contractor & Client, reason being that it was just worked out to meet request made
by Client, if it could be possible to carry out all activities by or on this date, whereas, all
liabilities would be covered under consideration of practical completion date, in line to
Impacted Schedule exclusively
8 Moreover, seriously, Contractor raised a point that so far / Client has not communicated
any formal approval of any date, which date must have been agreed upon for whatever
Extensions of Time period
9 Upon asking about validity of Practical Completion day 30.04.2019, Contractor
expressed its unwillingness to admit any promise & declined to mandate it for any
contractual purpose
10 Contractor pleaded that first Client should declare / notify approval of Extension of Time
& Practical Completion date
11 And accordingly, All others issues would thereafter, only be conferred with
12 At one time, Contractor even threatened to stop / cease working on site from next day,
but later, withdrew that contention, when crossed upon to refer to, under what article on
contract, it was intended to claim & challenge about
13 After having deliberated during meeting, there was left no other meaning to continue
meeting for progress monitoring purpose, because project practical closure is Unforeseen
& Unforeseen status cannot move project
14 Progress health has suffered & further shall be suffering every day
15 Considering this a very serious issue on this contract, / TPC conferred with JDA / Client
Project Engineer, so as to have resolve this issue on an urgent basis, respecting, which
consequently, an urgent mail was communicated by / TPC from Project Engineer’s office
to Hon VC / Client on same evening of 10.10.2018
16 Keeping abreast foregoing descriptions & real circumstances, / Client is requested to
seriously take up this issue & conclusively, make decisions whatsoever / Client deems fit
in project delivery interest

Observations
Site areas were started from main entrance
Safety
1 Site looks untidy for various temporary / preparatory used materials & various materials
to be used for permanent inclusions were noticed lying here & there around in a
haphazard manner, brought to notice of site safety representative to maintain safety intact
2 Such materials could hamper on working of personal, leading to unsafe site environment /
activities
3 No protection to earth has been applied from being subsided, on areas, exposed to free
standing earth, which would not resist seismic actions, for it is zone I, whereas, this issue
was also, notified on TPM 5th visit records
4 No improvement is seen on application of shotcrete, as observed during last visit as well
Materials
1 Contractor was asked to keep acceptable storage of materials particularly, new steel to be
used for permanent works
2 Reinforcing bars were noticed rusted with loose particles tinting finger touch & rust
powder drops observed
3 Protection must be conducted to avoid moisture that can spoil bonding surface
4 Observed relative humidity is more than 60% currently in month of October, which is
good enough to corrode surfaces of steel reinforcement, if steel remains exposed to
weather
5 Wherever, rusting has occurred, sand blasting on to rebar surfaces should be applied,
regarding which, contractor responded that they apply that method, prior to shifting
rebars to cutting & bending machine
6 But, certain locations on site, did not witness / corroborate about, what Site
Representative has stated
7 However, necessary precaution must be adhered to, both on site as well as, in rebar
cutting & bending working areas

1 Formal intimation was provided to you, related to Third Party Monitoring Team site visit,
scheduled for 3 days dated 9.10.2018 to 11.10.2018
2 Consequently, You attended this Site Walkthrough just at start for one hour & then
skipped site, without informing us.
3 Your absence was discovered later, when your presence was requested by Third Party
Monitoring Team, who had been investigating some non conforming grouting activity
ongoing on site & your participation was required to deliberate progress with Team in
Project Engineer’s office, during afternoon on 9.10.2018.
4 Impression noticed is too bad from Professional & Contractual prosecution viewpoint,
which instance has been remarked adversely by Third Party Monitoring Team.
5 We have taken this unacceptable conduct seriously on part of your Project Execution
team.

Meeting dated 10.10.2018, 2nd day, during visit 9.10.2018 to 11.10.2018
1 EPC Contractor, TPC & / Client to complete project in defined time, maintaining joint
efforts project execution spirit
2 TPM / TPC raised a question regarding deliberations to be conducted for project
valuation, in line to revised schedule with project schedule completion date 30.04.2019
3 EPC Contractor refuted this schedule stating that they have planned to carry out works in
line to Impacted Schedule that defines milestone for completion dated 15.12.2019
4 TPM team & / Client stressed that revised programme schedule fixing milestone of
completion dated 30.04.2019 had already been adopted on all documentations, as issue
was agreed during certain meeting with EPC Project Coordinator
5 Therefore, it was final on part of EPC Contractor to accept completion milestone date
30.04.2019 for all contract monitoring & duration purposes
6 EPC Contractor disputed this issue, with absolute denial to accept referred date
30.04.2019, stating that it was scheduled to honour Client’s request only, whereas, it had
nothing to do contractually, for it does not constitute contract schedule, per contract
requirement
7 Further, EPC Contractor stated that this document was issued only for purpose to
expedite work, whereas, formally, Impacted schedule has been considered by EPC
Contractor as evaluation measurement ruling schedule for progress monitoring purpose
8 EPC Contractor, after having reciprocating many arguments from both ends, rejected
validity of so titled Crash Schedule for it has got no contract mandate on this project
9 EPC Contractor claimed that per its consideration, completion final date remains
15.12.2018, until Client’s certifies another date based on contract extension, due to fact
that they have so far not been issued any Extension of Time approval, which status
construes that contract duration has already expired, per original agreed Completion
Milestone definition
10 EPC stated that it shall stop work, which statement was later verbally withdrawn, when
EPC Project In-charge been cross questioned, about its legal consistency on contract
11 EPC stated that it could stop TPM team from its site activities of monitoring for EPC had
entered into contract with Client
12 EPC management shall decide about completion date, whereas Project In-charge was not
empowered, so as to decide on this administrative contractual issue
13 Recovery schedule not to be given by EPC in line to disputed date 30.04.2019 & EPC
required to have decided this issue in clear terms, so that no undue obstruction is caused
on whatever project progressive activities
14 Certain other issues were raised by EPC Project In-charge, related to followings points
a Extension of Time
b Escalation issues for claims as made by EPC
c Taxation Regime issue
15 At last, when there was no alternative left to conduct any further this meeting, due to
disputed completion milestone date issue, meeting was deferred with no further appointed
time for next meeting.
Post meeting review in PE office
1 PE checked all correspondences that were responded to EPC Contractor on questioned
issues aforesaid & listed below
a Extension of Time
b Escalation issues for claims as made by EPC
c Taxation Regime issue
2 These correspondences evidence that PE had responded in letter & spirit with
elaborations, all these 3 issues, promptly & thereafter, is left with no issue unattended by
PE/Client
3 In line to this record search, PE/Client not have any further action to be taken
4 In case, EPC Contractor still stresses on these issues, EPC Contractor is free to take its
own contractual course, whatsoever under its rights allowed

Macro Economics
1 When previous Congress government demitted office, economy was in good shape, with
considerable reserve of foreign exchange
2 Facts cannot be denied that new government always states that previous government
hollowed reserves, but records do speak of their own
3 It is true that worldwide economies have slumped, duo to bad state of its affairs
4 Internationally, oil price fall has contributed immensely to bad state of macro level
economy
5 New government had a plus benefit that savings on oil prices were not transferred to
consumers, but stoked in revenue, which saving by an approximations amounts to
2.5Lakh crores
6 It can conveniently be adjudged from percentage on FD being paid by banks
7 During demitted government regime, FD was 9% for one year, where to for seniors 0.5 %
was augmented
8 Now this rate has come down to 6.7% per year only
9 Fall in FD interest rates explicitly indicates that no demand exists in market for
investment
10 Further augmented by additional funds with banks by all deposits arrived, due to scraping
notes action, which probably brought 15.5 Lakhs crores to nation
11 Banks shall have to pay at least saving interest on all these deposits, if these public funds
are not converted to FDs, which @ 4% / annum would cost an varying amount 250 crores
to 350 crores per day, means monthly 250 x 30 = 7500 crores
12 This invited liability shall certainly be imposed on public by taxes
13 This money shall be beneficial only, if public or companies are able to get loans for
progress in their businesses
14 So far, there has not been any sign that this collected money has been used satisfactorily
15 Of course, government forced more than 25 crores Jan Dhan accounts for poor, but that
has value only, if these accounts work, otherwise, this results in additional expenses on to
banks, which would add transaction charges to other accounts, which they have already
commenced with
16 Those poor, who opened these accounts may not get good benefit, but others non Jan
Dhan accounts shall certainly be impacted adversely
17 Most adversely impacted by reduction in interests are Senior & veterans, who have lost
considerable interest sums monthly, which state has added to their already hard &
difficult life
Job market
1 State of job market has deteriorated considerably, due to various factors
2 There appears to be no resting situation in country, due to arousing sentiments by certain
classes of citizens, who have left no act undone to create tension among various sections
of peace loving societies
3 Religious issues have started imposing relevant adverse effects on society, due to
scaling / scaring approach among certain sections.
4 Issue of cow slaughter, Ram Mandir construction & certain other issues like Hindu Rastra
have internally spread fire among large number of citizens
5 Law & order all over has been a failure to run easy life for every day news of murders,
rapes, loot etc. boil nation
6 To add fuel to fire, generally all leading national TV channels are contributing immensely
to arouse sentiments of those, who have nothing to involve with all such issues
7 Some TV channels have started broadcasting in a manner as DD used to work for GOI of
that time naming India is Indira & Indira is India
8 These channels were expected to broadcast positive activities, so that nation is helped,
public is educated, but these channels do not believe in such programs, which talk of
economic assistance & its development
9 All time every day, these channels just waste many hours of public by conducting debates
with empanelling same faces from various political parties & similar religion groups
10 These TV channels belong indirectly to various political parties or otherwise are paid by
them, so that these channels work accordingly, while these least bother that such actions
are against journalism profession
11 Sabka Saath Sabka Vikas slogan has been lost in turmoil somewhere, though head of
council claims that he has been working on that slogan, which is not seen to me at least
12 Public pay taxes for getting facilities from developments, so that nation develops & kept
well secured, but it is not seen working in right spirit
13 Taxes are being misused, by applying freebies to public in name of poor persons
development
14 It seems that GOI has been unable to understand thoroughly complexity of national
economics
15 Public had voted this government mainly for eradication of corruption & remitting black
monies, which had been accused by its political party, parked overseas by politicians,
business people & all others
16 One SIT was constituted to resolve this issue, but it has been now 3 years, since SIT has
just been sitting with no concrete results
17 All feel that future of jobs is not in good state of affairs, for thousands have been
retrenched even from IT Sector
18 Service sector too has deteriorated for it moves, when economy moves, but now economy
has stopped that rapidly, as it did in past years
19 Indeed this government has continuously been winning election, but that state does not
prove that it / election victory is due to its performance, but due to live hope that people
still trust or that there is no option left for them, like they vote negatively sometimes
Government Servants
1 They continue to perform as they used to do in past regimes, with no efficiency
2 Corruption is still existing, while works are not moving, as should move
3 Of course, when no major decisions, pertinent projects are taken, no bad records can be
created
4 Same has happened with this government for no work, no mistakes or caused errors or
malpractice
5 In spite of their being inefficient & unproductive, like previous regime, this regime too
increased their salaries considerably, putting undue burden on revenue / taxes
National security
1 Nothing changed-terrorism continues-border issues continue
2 Relations with neighbours are net very admirable
3 Education
4 Well we cannot expect dynamic changes on education in 3 years period, but public
schools have been looting parents, leaving no point of consideration
5 Lot of improvement is required on professional education around pan India Bharat, so
that it matches international standard
6 Engineering education was reached to ‘Washington Accord’ by previous regime, while
new Regime needs maintain & upgrade that
7 Very bad quality ‘Engineers’ from private universities & colleges have been entering
profession, but with no value, for they are not suitable for jobs, which quality less
universities must be either closed or improved, but most of these could be owned by
leaders from all political parties & industrial houses

a Mathematics 1 & 2 attended classes conducted by professor I B Prashad in Connaught

b Applied Thermodynamics & Modern Physics classes, conducted by Professor B L

c in Connaught Place Delhi
d Electrical Engineering classes also, attended in Connaught Place Delhi
e Attended drawing classes as well on Sundays
f All these classes were conducted during evening, after doing formal job work
g These classes were attended for 6 months
h I did not attend any class for Social Science

11 If these classes were not attended, in 10 years Section A & B could not be qualified
12 I qualified in 2.5 years in addition to 3 years Civil Engineering diploma in 1974 with
76% marks
