I. Title

PRICES (Performance Recognition and Incentives for Committed and Empowered


Stakeholders)

II. Rationale

The Division Memorandum No. 06, s. 2021, re Division PRAISE Committee


Accreditation Guidelines on the Awards and Recognition Activities by DepEd and
Non-DepED Award-Giving Bodies,” and Division Memorandum No. 113, s. 2020,
entitled “Institutionalization of Division Program on Awards and Incentives for
Service Excellence (PRAISE)”, provides policy guidelines on the institutionalization
and accreditation of all rewards and recognition at the school, district and division
level. Hence, Pulanduta Elementary School adopts the herein guidelines to
institutionalize the “PRICES: (Performance Recognition and Incentives for
Committed and Empowered Stakeholders).
As stated in the above-mentioned memoranda, the rewards and recognition
system was designed to encourage creativity, innovativeness, efficiency, integrity,
and productivity in public service by recognizing and rewarding officials and
employees, individual or in group, for their suggestions, inventions, superior
accomplishments, and other personal efforts that contributes to the efficiency,
economy, and other improvement in the operations and delivery of basic education
services in the Schools Division Office (SDO) of Masbate Province, or for other
extraordinary acts or services in the public interest regardless of age, sexual
orientation, gender identity or expression, marital status, physical features,
impairment, or disability, work-related injury, religious belief, affiliation or
activity.
As an institution which adheres to the principle of equality, fairness and
honesty in all areas, equitable approach set in the DM No. 113, s. 2020 is hereby
adopted, such as but not limited to:
 providing appropriate and adequate rewards and recognition incentives
to all with no bias and favoritism using standard criteria in each of the
identified categories;
 ensuring that the nomination and deliberation for each category of
awards is in accordance with the equal opportunity policy;
 providing monetary and non-monetary awards and incentives to
recognize, acknowledge and reward productive, creative, innovative, and
ethical behavior of employees through formal and informal mode;
 utilizing the results of employees' performance as reflected in the
Individual Performance and Commitment and Review Form (IPCRF) as
an input to the Rewards and Recognize program; and
 giving emphasis on the timelines of giving awards or recognitions

The School PRAISE shall have the following objectives, to wit:

General
To achieve DepEd vision and mission, the school motivate to recognize and
reward the learners, parents, teachers and other stakeholders for their
support, contribution and exemplary performance.
Specific
1. To motivate, encourage and boost the morale of the school heads,
teachers, learners, parents and other stakeholders to be actively
engaged in all the programs, projects and activities of the school by
sharing their innovative ideas, outstanding efforts for the
improvement in the operations and delivery of basic education
services of the school and of the district;
2. To establish mechanism for identifying, selecting, rewarding, and
providing incentives to deserving teachers, learners, parents and
other stakeholders; and
3. To recognize and reward accomplishments and innovations
periodically or as the need arises.
IV. Scope
This policy shall apply to school heads, teachers, learners, parents and other
stakeholders.
V. Types of Awards
A. National Awards
Pulanduta Elementary School shall participate in the search for deserving
employees who may be included in the screening of candidates for awards given by
government agencies, private entities, NGOs, and other award giving bodies such
as:
1. Presidential or Lingkod Bayan Award – conferred on an individual for
consistent dedicated performance exemplifying the best in any profession or
occupation resulting in the successful implementation of an idea or
performance, which is of significant effect to the public or principally affects the
national interest, security and patrimony.
2. Outstanding Public Official/Employee or Dangal ng Bayan Award – granted
to any public official or employee in government who has demonstrated
exemplary service and conduct on the basis of his or her observance of one or
more of the eight (8) norms of behavior described under Republic Act No. 6713
or the Code of Ethical Standards for Government Officials and Employees.
3. Civil Service Commission or the PAGASA Award - conferred on an individual
or group of individuals or team who has demonstrated outstanding teamwork
and cooperation, which resulted in the successful achievement of its goals or

working conditions or otherwise benefited government in many other ways.
4. Other Awards – given by other government agencies, private institutions or
NGOs to an individual or team for contribution of an idea or performance that
directly benefited the government
B. Awards for SDO Masbate Province
a. Seal of Exemplary Leadership and School Governance (ELSG)
The Seal of ELSG shall be bestowed on elementary and secondary schools
that exhibits exemplary and outstanding performance in terms of leadership
and governance; partnership and linkages; and implementation of special
programs and projects of the division.
b. Best School-Based Management Implementer
This award shall be given to schools demonstrating validated evidences of
high performance along the areas of Leadership and Governance, Curriculum
and Learning, Accountability and Continuous Improvement, and
Management of Resources. High Performance in these areas shall have
positively impact teaching and learning leading towards general school
performance improvement.
c. Brigada Eskwela Best Implementer
This shall be awarded to all public elementary and secondary schools with
outstanding implementation of the Brigada Eskwela Program through the
demonstration of practices that have sustained school improvement in
partnership with various stakeholders.
d. Gawad Tahom Tanom
This shall be awarded to all public elementary and secondary schools with
outstanding implementation of Gulayan sa Paaralan Program through
demonstration of innovative gulayan practices that leads to improvement of
learners’ nutritional status.
e. Gawad Siklab
This shall be awarded to those who made great accomplishments and
contributions of our learners, teachers, and administrators and identify best
practices of the different chapters which will serve as role models for other
schools.
f. Best Teacher Induction Program Implementer
This award shall be given to school who exhibits outstanding
accomplishments and professional development to teachers under 0-3 years
of experience in teaching profession.
g. Best BRIGADA BASA Implementer

This award shall be given to schools who made great impact in the
development of genuine love for reading among learners and advocated in
having a community of readers in all stakeholders.
h. Best School-Based Feeding Program Implementer
This award shall be given to schools who implemented the Feeding Program
to alleviate the problem on malnutrition among learners in the elementary
that paved way to an improved learning performance of the learners.
i. Best WinS Implementer
This award shall be given to schools who shown great improvement in
implementing Wash In School Program and contributed to the healthy habits
and hygiene of the learners and of the school personnel.
C. Best Employee Awards
a. Outstanding Non-Teaching
This award is conferred to a Administrative Assistant, Administrative Aid,
and Administrative Officer who has consistently displayed exemplary
administrative skills and professionalism in the performing his or her tasks
as stipulated in the JOB Description. Accomplishing tasks even beyond what
is stated in the Job Description warrant distinguished merit.
b. Outstanding Teacher
This award is conferred to a Teacher (I, II, III), Master Teacher, Multigrade
teacher, Special Education Teacher, Kindergarten Teacher, or Alternative
Learning System Teacher who has consistently displayed exemplary
instructional and professional competence in performing his or her tasks as
stipulated in the Job Description. Accomplishing tasks even beyond what is
stated in the Job Description warrant distinguished merit.
D. Special Awards
a. Client Satisfaction Award
Given outright to employees commended by clients for their courtesy,
promptness, efficiency and dedication to duty.
b. Service Commitment Award
Employees who have been consistently diligent in attendance to
required activities and whose attendance has positively contributed to
the efficiency of the Organization shall be given merit.
c. Loyalty Award
Granted to an employee who has served continuously and satisfactorily
the agency for at least ten (10) years.
d. Employee of the Month with Exemplary Ethical Behavior Shall be
awarded to an employee who displays any or all of eight norms of ethical
behavior provided under Republic Act No. 6713.

E. Service Recognition for Transfer, Resignation and Retirement of Employee

A. Transfer
Employees who transfer to other DepEd Offices due to promotion shall
be given awards of recognition to symbolize gratitude for the meritorious
service they have extended to the previous Office they have worked in.
B. Resignation
Employees who have opted to resign from the Department shall be given
awards of recognition as symbols of gratitude for the meritorious service
they have extended.
C. Retirement
Employees who have reached service maturity due to age or years of
service shall be given an award of recognition in gratitude for the
meritorious and dedicated service committed to the Department of
Education.
Aside from the awards given to employees who shall separate from the
Office, they shall likewise be given a “Thank You” program, tokens of
appreciation, and the incentives provided for by the law.

F. District Initiated Rewards and Recognition Activities


1. Awards for School Heads
a. Most Inspiring Leader
This award shall be given to the school head who showed great
impact to the lives of the teachers and of the other school heads, that
inspired others to achieve more in their chosen career.
b. Most Supportive School Head
This award in conferred based on the nomination of the teachers as
to how their school head gives support to the professional needs and
development of the teachers, as well as in providing the needs of the school.
c. Best Instructional Leader
This award shall be given to the school head who displays
outstanding instructional leadership under Domain 3 of the PPSHS that
made positive impact to the learning performance of the learners.
d. Role Model Award
Shall be given to the school head/s who exhibits any or all eight (8)
norms of ethical behavior provided under Republic Act No. 6713. This
award will be given at the end of the school year.

This award is conferred to a teacher who has consistently displayed
the 21st Century teaching and learning delivery skills that positively impact
the learners’ performance in reading, numeracy, and good behavior.
b. Best in Research and Innovation Award
This award shall be given to a teacher who has developed quality
research and innovation that significantly improved the teaching-learning
outcomes, level of practice and addressed pressing issues and problems of
the school.
c. Outstanding Teacher Award
This award is conferred to a teacher who has met the qualification
prescribed in DM No. 113, s. 2020 for Most Outstanding Teacher or has
attained the outstanding performance in the RPMS-IPCRF for Teachers
d. Pantas ng Kalikasan
This shall be awarded to teacher who consistently displayed the
Makakalikasan Core Value in his/her performance of duty and beyond as
shown in his/her active participation and initiation of various environmental
protection advocacies.
e. Outstanding Coordinator/Focal Person Award
This award shall be given to teacher who has rendered exemplary
performance as school coordinator or focal person that contribute to the
successful implementation of programs, projects and activities of the school.
2. Awards for Learners
a. Outstanding Young Leader Award
This award is conferred to learner who actively participated or
spearheaded an advocacy that help fellow learners improved performance or
has significant contribution to the successful implementation of school
projects and activities.
b. Young Performer/Achiever Award
This award shall be given to learners who has displayed outstanding
performance of has received an award from higher level competition
c. Learner of Outstanding Values
This shall be awarded to learner that consistently displayed one or
more DepEd Core Values Maka-Diyos, Maka-Tao, Makakalikasan, Maka-
Bansa
3. Awards for Parents
a. Most Outstanding Parent Award

This award is conferred to a parent/guardian that consistently
demonstrated strong support to the education of his/her child/children by
assisting his/her children in accomplishing and submitting their SLMs and
LAS on time that resulted to the child’s/children’ learning achievements.
b. Most Supportive Parent Award
This award is conferred to a parent/guardian who has demonstrated
strong and active involvement and support that lead to the successful
implementation of various school programs, projects and activities.
c. Best Gulayan sa Tahanan Implementer Award
This award shall be given to a parent of family with outstanding
implementation of GPP and Gulayan sa Tahanan
4. Awards for Other Stakeholders
a. Outstanding Alumna/Alumnus or Alumni Award
This award is conferred to an alumna/alumnus or alumni of the
school that has rendered extraordinary support to various school programs,
projects, and activities in the form of monetary contribution, in-kind
donation, voluntary services or active participation and involvement that lead
to the attainment of school high performance.
b. Katuwang ng Edukasyon Award
This award is conferred to any individual or group from various
sectors that has rendered extraordinary support to various school programs,
projects, and activities in the form of monetary contribution, in-kind
donation, voluntary services or active participation and involvement that lead
to the attainment of school high performance.
VI. Incentives

In fulfillment of DepEd Order No. 9, s. 2002, the Schools Division Office of


Masbate Province shall continuously search, screen, and reward deserving
employees to motivate them to improve the quality of their performance and instill
excellence in public service as such the following incentives shall be regularly
awarded subject to the Commission on Audit (COA) usual accounting and auditing
rules and regulations:

A. Loyalty Incentive
The recipient shall be entitled to a cash award under existing policies.
Succeeding awards shall be given every five (5) years thereafter. In addition to
the cash award, a loyalty pin or medallion shall be given as follows: 10 and 15
years – Bronze Service Pin 20 and 25 years – Silver Service Pin 30, 35, 40 years
– Gold Service Pin & Plaque

B. Length of Service Incentive

Given to an employee who has rendered at least three (3) years of continuous
satisfactory service in the same position. The cash award shall be incorporated
in the salary adjustments following Joint CSC-DBM Circular No. 1, s. 1990.

C. Performance Based Bonus (PBB)


Is a top-up bonus in an amount equivalent to a percentage of the employees’
monthly basic salary to be granted to SDO Masbate Province employees’
monthly basic salary to be granted to government personnel in accordance
with their contribution to the accomplishment of the department’s overall
targets and commitments.
D. Productivity Incentive
Given to all employees who have performed at least satisfactorily for the year
covered in accordance with the DepEd’s CSC-approved PES. This incentive
shall follow relevant existing guidelines.

E. World Teachers’ Day Incentive


The incentive given to public school teachers as a way of reward for their hard
work and dedication to the teaching profession.

F. Career and Self-Development Incentive


Granted in recognition of an individual who has satisfactorily completed a
course or degree within or outside the country at one’s own expense. A plaque
of recognition may be given to qualified individuals during the DepEd’s
anniversary celebration.

G. Other Incentives
Which the agency’s PRAISE Committee may recommend on the basis of special
achievements, innovative approaches to assignments, exemplary service to the
public and recognition by an outside group of a particular achievement.

VIII. Funding
All expenses incurred relative to the conduct of Awards and Recognition shall be
chargeable against school and/or school local fund subject to the usual accounting and
auditing rules and regulations.
IX. Search Mechanism and Guidelines
A. Identification of Nominees
1. Every school year the School PRAISE Committee shall
announce and accept all the nominees for the school awards.
Deadline of acceptance of nominees shall be fifteen (15) days before
the date set by the same committee of awarding ceremony.
2. The details of each award such as the mechanics, criteria,
qualification of nominees, focal person, and timeline shall be
disseminated in the form of a district memorandum.
3. The School PRAISE Committee shall submit to the Office of
the Public Schools District Supervisor the initial list of qualified
nominees for each award fifteen (15) days before the date of awarding
ceremony. The same committee shall proceed to screening and
evaluation upon the recommendation of the PSDS for the final list of
nominees.
4. The School PRAISE Committee shall announce the Final List
of Nominees of each award for further screening and evaluation.
B. Identification and Announcement of Winners
1. The school PRAISE Committee may determine/suggest and
invite other individual/s assist the committee in the evaluation of the
Final List of Nominees to identify the deserving winners of certain
award/s.
2. The School PRAISE Committee shall announce the date of
final evaluation and judging of winner/s through a memorandum in
the form of but not limited to interview, ocular inspection, or
document evaluation.
3. The School PRAISE shall determine the winner/s of each
award based on the guidelines and criteria for selection.

4. The School PRAISE Committee shall identify and announce
the winner/s of certain award following the criteria on the scheduled
date, most preferably five (5) days before the awarding ceremony.
C. Conferment of Awards
1. The conferment of awards may be done right after the final
screening and evaluation or during a ceremony most preferably but
not limited to Stakeholders Summit, Stakeholders Convergence,
District Conference, and School PRAISE Awarding Ceremony.
2. The schedule of awarding ceremony shall be announced
through a memorandum.
3. The School PRAISE may invite personality of officials from
SDO-Masbate Province, Balud South District, Other personality in
the SDO Masbate Province, prominent individuals in the community
as guest/s in the said ceremony.

I am humbly requesting from your good office the approval of the School
Program on Awards and Incentives for Service Excellence (PRAISE) proposal
entitled PRICES (Performance Recognition and Incentive for Committed and
Empowered Stakeholders) which forms as our guidelines for the contextualized
rewards and incentives program. This project aims to recognize the important
contribution of the teachers, stakeholders and learners in the achievement of the
Vision and Mission of the Department of Education through rewards and
recognition.
Attached herewith is the School Program on Awards and Incentives for
Service Excellence (PRAISE) Policy Guidelines.
