1. GENERAL
This is monthly progress report No 03 for the period of the month of January 2023 of the Strategic
Irrigation Modernization and Urgent Rehabilitation Project (SIMURP), which was prepared by the
Project Supervision Consultant. This report covers all aspects of the work carried out during January
2023.
The report provides information on the progress made in the implementation of the project components,
detailes design, and the construction supervision to be done in accordance with Terms of Reference
(TOR) for the services.
The report provides the major activities and the works progress during the monthly period of January
2023.
1.1. Location Project
The description of the project is to increase the production of rice and other crops in the Cipancuh
Irrigation area by rehabilitating the existing irrigation system and improving the operation and
Cipancuh Irrigation area is located in Indramayu Regency, West Java Province, the located at
around 140 km to the southeast of Jakarta, the national capital of Indonesia, or at around 110 km to
the northwest of the Bandung City, the provincial capital of the West Java (See the Project Map).
The total area covers 6.318 hectars spread over 42 tertiary unit.
The main water source comes from the Cipancuh Reservoir located in Situraja Village, Gantar
Subdistrict, Indramayu Regency, built in 1927−1928, has a reservoir area of around 700 Ha and a
pool area of around 540 Ha with a maximum reservoir volume of around 8 million m3. From
Cipancuh Reservoir the water is canal through 4 intakes to the Cipancuh Main Cannal, Secondary
Cannal of Kiara Ruyung, Nambo, Laijem, and and 4 secondary canals connected to the Cipancuh
primary canal.
To serve the irrigation water supply Cipancuh Irrigation Area is served through 1 main canal along
0,8 km, 7 secondary canal along 31.1 km, 11 tertiary canal along 12 km, and drainage canal along
21 km.

There are several important works carried out in January 2023 by directors, contractors and
consultants;
- Joint inspection with directors, consultants and contractors to the Bugis secondary canal
regarding the alignment and handling of the box culvert bridge at the Bugis secondary canal
(BG.11)
- Weekly meetings of physical progress and direction of action plans with directors, consultants
and contractors in the consulting office
- Factory visit to PT Aji Andalan Beton Bacthing factory, Jl. Bantarkawung Brebes Central Java
conducted an inspection of the production of precast lining concrete
3. MOBILIZATION STATUS
The implementation of primary and secondary canal rehabilitation work in Cipancuh the contractor
carried out measurement work on site together with the site supervisor and witnessed by the board
of directors, to carry out soil excavation work in the bugis secondary canal adapted to the
measurement data on the design drawings. The second is to conduct a visit to the quary and survey
the material to be used to comply with the predetermined technical requirements and specifications.
The mobilization of the contractor workforce in January 2023 is not very significant based
only on the work required. The following table shows the Contractor's workforce allocation
at the end of January 2023:

For equipment, the contractor brought in survey tools or measuring tools in the form of TS and
Waterpass, while for earthworks, the contractor has brought in heavy equipment in the form of
a PC-200 Excavator placed at the secondary canal location. The following table illustrates this
type of equipment in operation at the end of January 2023:

4. MATERIALS
4.1. Selection of Materials
The selection of materials for construction work must be in accordance with the requirements
and technical specifications that have been determined and approved by the Supervision
Engineer and known by the site Director.
Based on the selection of work materials, it can be seen that at the end of January 2023,
Supervision engineers have approved the following materials.

For approval of the materials listed in the table above, the Contractor submits technical
specifications and certificates. In addition, field and visual inspections on site have been
carried out at any time by the Supervising Engineer and Site Directors, after materials have
been delivered to the location. It should be noted that the quality of materials is also evaluated
by the site Supervisor, even if prior approval has been given.
5. QUALITY OF WORKS
5.1. Quality Control
During January 2023, the Contractor has taken concrete samples of K-225 quality aged 14 days
for the base foundation at PT. Berkah Beton Sadaya Tbk, Subang Pegaden West Java and K-
225 concrete quality samples aged 28 days for precast lining at PT. Arino Karya Nusantara,
Gantar Indramayu, West Java.
During January 2023, site instructions to contractors are discussed at weekly meetings and sent
to contractors :
- Contractors to add a source of ready mix, so that later in the concrete work process can run
more smoothly
- Work in the site must remain mindful of quality and technical specifications, site
instructions for contractors regarding job requests, job checklists and work drawings before
work is started should be submitted to consultants and directors
- Contractors especially for site manager are obliged to understand the working drawings and
understand the general and technical specifications
The following is an attachment to the laboratory test results for concrete work:
The actual work program has been carried out slightly differently from the contract Schedule
and has been delayed by around 4,133% of the planned schedule but the Contractor will adjust
their work to catch up and complete on time more hours and more teams to work on.

8. ENVIRONMENTAL ISSUES
8.1. General
No reports
Regarding security and safety equipment, as well as work hygiene, the Contractor has complied
with statutory provisions, because all workers have protective equipment so as to get good work
discipline and an acceptable degree of work safety.
Contractor appoints a worker who has preparation, if necessary; to provide medical care to
colleagues.
All work will be carried out according to the guidelines set out in the Project Specific Plan. The
highest importance shall be placed on the safety of personnel and the protection of the service.
It will be ensured that the personnel involved are fully aware of the Employer's Safety regulations.
In order to achieve the above, the following should also be ensured:
Appropriate and safe access will be provided for workers to reach the workplace and carry
out their work safely.
Necessary and essential lighting and ventilation will be provided during course work.
In this period the Contractor has not submitted a payment or thermyn for Supervision
evaluation.
Balance 0
As of January 2023, the Contractor has not received a down payment and submitted a
payment/thermyn.
10.3. Klaim
No claims are made by the Contractor.
During January 2023, the contractor carried out work with the following important steps;
- Outreach in the site with residents and other related agencies - Introduction of new working
hours, by working on Saturdays and Sundays.
- Factory visits to precast concrete loading locations for lining concrete work
The contractor has complied with the supervisor's decisions and instructions. The contractor is
also well organized in terms of project management.
The contractor has made every effort to carry out the work during this month. Drawings of 0%
Mutual Check and work implementation methods still need to be worked on and immediately
submitted to the Consultant for inspection and comments. Requests for work must also be
submitted each time the material arrives at the site so that the supervisor and the Board of
Directors can jointly inspect the quality control of the material.
There are still many workers in the field who do not wear safety helmets and safety jackets.
When asked, they said they had not received any from the contractor. The contractor needs to
provide sufficient PPE to each worker for safe work performance.
The contractor must prepare well before requesting an inspection so as not to waste time
repairing and checking it again.
12.3. Recomendation
The contractor is asked to make efforts to be able to lead to the completion of the work so that
it is successful at the end of the following month according to a predetermined schedule.
Contractors are asked to be able to mobilize more manpower and equipment in the site to catch
up with the work schedule. Actions plan that can be carried out in parallel must be carried out
immediately.

Initial preparation for the work to come is the most important process to do. Contractors need
to focus more on work on time, materials, and labor.
As shown by the progress of work progress in the site, the overall work experienced a delay of
around 0.% compared to the planned schedule. The contractor must be serious about having more
manpower, equipment and procurement of materials to carry out the work.
