1. HAZARD PROFILE

The Typhoon East of Visayas entered the Philippine Area of Responsibility


(PAR) on April 1, 2015 and was named “CHEDENG” with maximum sustained
winds of 180kph near the center and gustiness of up to 215kph.

Typhoon “CHEDENG” weakened slightly on April 2, 2015 with maximum


sustained winds of 150kph near the center and gustiness of up to 180kph. It
continued to move West Northwestward closer to Eastern Luzon the next day.
Public Storm Warning Signal (PSWS) Number 1 was hoisted over the province of
Isabela. In the evening of same day, the provinces of Quirino, and Nueva Vizcaya
were also declared under Public Storm Warning Signal Number 1.

In morning of April 4, 2015, the province of Cagayan was also placed under
PSWS Number 1 as Typhoon “CHEDENG” moved closer to Isabela-Aurora area.
At 11:00AM the same day, PSWS Number 2 was raised over the provinces of
Isabela, Southern Cagayan, Quirino and Nueva Vizcaya while the rest of Cagayan
including Babuyan Island was still under PSWS Number 1. At around 5:00PM same
day, Typhoon “CHEDENG” weakened into a Tropical Storm while over the
Philippine Sea. PSWS Number 3 was hoisted over Isabela Province while the
provinces of Southern Cagayan, Quirino and Nueva Vizcaya were placed under
PSWS Number 2 whereas the rest of Cagayan including Babuyan Island was still in
PSWS Number 1.

At 4:00AM of April 5, 2015, “CHEDENG” further weakened to Tropical


Depression and remained quasi-stationary over the Eastern seaboard of Aurora. It
made landfall in Dinapique, Isabela at 8:00AM of the same day. The province of
Isabela remained under PSWS Number 1 while Public Storm Warning Signal was
lifted in the other provinces. At around 4:00PM the same day, Tropical Depression
“CHEDENG” weakened into a Low Pressure Area. All Public Storm Warning
Signals were lifted.

2. ROADS/BRIDGES CONDITION:
 Daang-Maharlika in the Region was passable to all types of vehicles at the time
Typhoon “CHEDENG” was in AOR.

3. STATUS OF LIFELINES
 Water, electricity and communication lines were all functional / operational at
the time Typhoon “CHEDENG” was in AOR.

4. EFFECTS
There were a total of 373 families/1,507 persons in the municipality of Divicalacan,
Maconacon and Dinapigue who pre-emptively evacuated on April 4, 2015 and safely
returned home the next day, April 5, 2015. On the other hand, there were no reports of
damages on Infra-structure and Agriculture. The rain brought about by Typhoon
“CHEDENG” is beneficial to standing crops especially rice, vegetables and other
crops.

5. ISSUES AND CONCERNS

 At present, the Northern Luzon PAGASA Regional Services Division Office,


Tuguegarao City is being used by the RDRRMC2 members for PDRA however,
the space is not enough to accommodate the member agencies.

 The present RDRRMC2 Operation Center located at OCDRO2 Office, Camp


Marcelo Adduru, Tuguegarao City has limited space and is still lacking in
communication and I.T. equipment, furniture and fixtures necessary for a 24/7
operations, disaster operations and emergency meetings.

 Need for alternative/back-up communication system instead of relying only on


landline and cellphones during emergencies/disasters.

6. RECOMMENDATIONS

 To locate the RDRRMC2 Operation Center at the new building of OCD RO2 to be
equipped with the necessary tools, equipment and furniture.

 To explore the use of alternative communication equipment/gadgets such as


radios, satellite phones, pocket wifi, etc.
