TERMS OF REFERENCE (TOR)


Project Salam Bangsamoro Skills Training for MILF Beneficiaries

I. Background

The Bangsamoro people has been denied access to socio economic opportunities
due to the revolution and struggle for self-determination. Now that the Bangsamoro
government is established, there is now an avenue for socio economic support to
reach the valiant men and women who spent blood, sweat and tears fighting for the
people, fighting for the greater good of the moro people.

Project Salam is one of many initiatives of the Bangsamoro government to ensure


that much needed support and capacitation for the aunts and uncles of the revolution.
One of which is providing skills training to the transitioning combatants to enable
them to cooperate and be a vital member of the Bangsamoro nation building and grant
them socio economic progress they all wish for.

II. Objective

Project Salam aims to assist the active combatants of the Bangsamoro Islamic
Armed Forces of the Moro Islamic Liberation Front in their transition to normalization.
Project Salam will spearhead the skills training of the active combatants of the MILF-
BIAF in preparation for their normalization. in light of this, Project Salam has teamed
up with Farasan Institute of Technology Incorporated to provide technical vocational
trainings to the beneficiaries to help them gain technical vocational knowhow to enable
them to attain jobs, provide for their respective families and be a productive member of
the Bangsamoro citizenry.

III. Scope of Services

Farasan Institute of Technology will provide the following services:

1. Skills training to the beneficiaries


2. Provide accommodations and food for the beneficiaries

IV. Project Duration / Period of Engagement

The skills training has a duration of November 18,2022 to December 18,2022.

V. Project Cost

The Approved Budget for the Contract for the skills training is Three Million Eight
Hundred Thousand Pesos (PhP 3,800.000.00)

VI. Mode of Procurement

The skills training shall be taken from the budget of Project Salam Bangsamoro

VII. Submission of Reports / Outputs / Deliverables and Payment Schedule

Billing for the remuneration / professional fees shall be in accordance with the
following delivery schedule of submission of reports / outputs / deliverables in two
(2) printed copies (if applicable) and/or electronic files saved in a USB flash drive,
subject to the usual standard government accounting and auditing requirements:

1 week before Training 20%


Signing of contract and MOA start

Receiving of first batch of beneficiaries and Formal Start of the Skills 30%
submission of pertinent documents. training

Receiving of last batch of beneficiaries and Last batch of the Skills 40%
submission of pertinent documents. training

The remaining ten percent (10%) of the payment will be paid upon the determination
of the IMD that the mobile application and database are fully operational through the
issuance of a Certificate of Final Acceptance.

VIII. Qualifications of the Consultant

Prospective Consultants should be a Firm that has been involved in the development
of mobile application and database management for the last ten (10) years.

The Firm shall form a Team for this Project nominate the following personnel for the
project:

1. Processing Officer

Responsible for the management of the Skills training and shall hold
administrative power over the training

2. Encoder

The Encoder shall be responsible in gathering all relevant data and documents
to the skills training.

3. Driver

Shall drive the vehicle and ferry the staff to anywhere as deemed necessary by
the other staff.

4. Support Staff

Responsible for rendering support to the processing officer and encoder.

The above-mentioned Team members shall have the following qualifications:

a. Must have a minimum of one (1) years of work experience in Technical


Vocational Institutions and courses

b. Must have a Bachelor’s Degree

Prospective Consulting Firms are required to submit the following documents for
verification purposes:

a. Curriculum Vitae (CV) of Each Team member.
