I. Project Description
The proposed project involves the construction of a roadway to provide access at
Kawasan Falls in Binulho Javier, Leyte. The falls are a popular tourist destination, and the proposed roadway aims to improve access and promote tourism in the area. However, the construction and operation of the roadway may have potential environmental and social impacts that need to be identified, evaluated, and addressed. The proposed project involves the construction of a roadway to provide access to Kawasan Falls in Binulho Javier, Leyte. The proposed roadway would be approximately 1.8 kilometers in length and would connect the existing road network to the falls that would cost approximately P1,490,316.13 on the fund source by AIP 2022 Re-Alignment. It’s target duration time is 45 calendar days starting from Feb. 1, 2023, to March 17, 2023. The implementing agency is the LGU-Javier, Leyte. The proposed roadway would be constructed through an area that includes protected lands and forest ecosystems.
I.1. Project Location and Area
The project is located in the northwest of Javier, Leyte specifically at Brgy. Binulho Javier, Leyte. The proposed opening off local access road will begin at (coordinates of point) and it will end at (coordinates of point). It covers an area of (sq.m) and has a length of 1.8 kilometers long. I.2. Project Rationale Javier, Leyte is one of the beautiful provinces located in the eastern part of the Philippine. It is known for its natural scenery, beaches and spring water destinations and also they have falls. Bito Falls was discovered by the LGU for tourism development and they renamed it as Kawasan Falls. On 2022, Javier was funded by AIP 2022 Re-Alignment where it is a six-year planning document that ranks and prioritizes programs, projects and activities proposed in the Provincial Development and Physical Framework Plan and matches the prioritized projects balances the funding capability of the province on an annual bases, during the multi-year period covered AIP and they provide LGU-Javier with a P1.490,316.13. Since 2020 Javier was constantly promoting Tourism in their municipality. Relative to this, Javier, Leyte LGU had proposed a project of opening a local access to one of its tourism spot which is the Kawasan Falls along with the fund resources which is AIP 2022 Re-alignment. Overall this project will improve accessibility. It makes it easier for people to reach the falls and enjoy its natural beauty. And this can increase probably the tourism in the area which will be benefitted by the local business and economy.
