1. INTRODUCTION

1.1 MANUAL OVERVIEW

This operation and maintenance manual will provide the operator with required information to
understand, operate, and maintain the ACS System for Colombo City Center, Sri Lanka.

This O&M Manual has been prepared with the latest available information and is
Organized in the following Sections:

Section 1 - Section 1 begins with general introduction and states the safety procedures,
and emergency service call out used in this manual.

Section 2 - Section 2 contains the General Description as the ACS system overview.

Section 3 - Section 3 contains the System Description overview of the ACS system

Section 4 - Section 4 describes the maintenance schedules and troubleshooting.

Section 5 - Section 5 contains the full schedule of as-built drawings.

Section 6 - Section 6 contains the manufacturers operation & maintenance literature.

1.2 SAFETY PROCEDURE


1.2.1 GENERAL SAFETY PRECAUTIONS

The following general safety precautions should be understand and apply by the personnel when
servicing and repairing equipment.

Installation, operation and maintenance of the equipment should be performed only by qualified
personnel.

 Authorized person- a signatory, qualified engineer in charge.


 Competent person-to oversee work and procedures are met.
 Approved person-personnel doing the work.

Read and comply to local Health and Safety procedures and guidelines when

Installation, removal, repair or servicing of equipment is required, concerning;

 Illumination. Adequate lighting of area for proposed work.


 Tools. Usage and preparation of correct tools for proposed work.
 Working in Confined Spaces.
 Working at Height and in Ceiling voids. Particular care should be taken
 When working in ceiling voids and above suspended ceilings. Check local
Procedures on use of scaffolding, wooden and aluminum ladders.
 Use of arc welding, gas welding and gas cutting

Check that the correct licenses, documentation and authorization are completed prior to the
commencement of proposed work.

Alert the appropriate 3rd parties of proposed work, disruptions, and services which may be switched off
or cut prior to the commencement of proposed work and make sure adequate signage is placed at location
of work to alert others of Potential dangers.
Read and Comply with all hazard advisory placards or signs (WARNINGS and CAUTIONS) placed on
equipment and surrounding enclosures. They warn of Potential hazards to personal safety and possible
damage to equipment if correct maintenance practices are not followed.

1.2.2 DO NOT SERVICE OR ADJUST ALONE

Do not start a maintenance or adjustment procedure if the procedure requires more than one technician
to be safely performed. It is particularly important that such work is not performed in a remote area where
qualified personnel are not available to render assistance. When a maintenance task requires two or more
qualified technicians to be done safely, delay the task until qualified personnel are available to assist.
Complete relative documentation i.e. Record of Works.

1.2.3 COINCIDENTAL DAMAGE TO EQUIPMENT IN CABINETS

CAUTION: be alert to avoid damage to the surrounding equipment, cables, wiring installations when taking
equipment into or out of the equipment cabinets.
When removing equipment from cabinets / consoles, exercise great care to protect surrounding wiring
installations and equipment from damage. Disconnect and secure any surrounding wiring or hardware
which could cause damage to or be damaged by the equipment being removed.
Neatly stow excess cable / wiring and replace all tie wraps, clamps and other retaining devices that were
removed. Neat installations reduce the chance of coincidental damage to adjacent equipment and
promote more efficient air circulation and equipment cooling.

2: GENERAL DESCRIPTION

2.1 DESCRIPTION OF WORK AREA

Colombo City Center comprising of Retail Shops form basement to Level 4A and Car Park areas starting
from Level 4A to Level 8. Level 4A contains both retail shops and car park. Level 9 comprising of hotel
restaurant and the kitchen. Floors from Level 10 to 17 comprising of hotel guest rooms. Floors from Level
18 to 47 comprising of residential apartments. Basement, ground floor, level 6, 7, 8 and 10 comprising
residential lobbies. Level 6, 7 and 8 comprising residential car parks, while level 10 comprising resi-
management office, residential gym and pool. This O&M manual contains the information needed for the
operation and maintenance of the ACS and ACS system installed in the residential area of the Colombo
City Centre.

2.2 ACS SYSTEM OVERVIEW

Access control system is designed to give the access for specific persons to specific areas. As an example
the executive staff have the access to all the areas while electrical technicians have the access only to ELV,
electrical and MEP rooms. The access control system has 8 numbers of controllers each has the possibility
of controlling four doors, located at ELV rooms. WIEGAND readers have been installed at both side of the
door, which will read the access cards. In case of an emergency, the break glass points have been installed
inside of the controlled areas.

3. SYSTEM DESCRIPTION

3.1 SYSTEM DIAGRAM

As presented in the below diagram, the connectivity from all field installed cameras are
communicating to the servers, and controllers via the network. Therefore, continuous
connectivity by having healthy backbone and the continuous power to the racks are
mandatory for a smooth operation.

3.2 STARTUP OPERATION


1. Please check whether the power supply for the main racks for the field racks are in order.
If the power and the network connectivity is in order all the link indicators in the network
switches should blink in green).
2. Switch on the Server Farm Switch at Server room.
3. Switch on the BIS server, wait for 10 minutes.
4. Check the status of the devices using the BOSCH BIS Configuration Client. At this
time Configuration Client shall detect all controllers.
5. Finally log in to BOSCH Operator Client. If the system is healthy BOSCH Operation Client
should detect each Controller.
NOTE: At any emergency please do not try to by-pass this process.

The configuration is set to operate in 24X7 basis for the security purposes. Hence, please do
not shut down without a prior approval from Maintenance Contractor.

4.1 Possible Issues and Troubleshooting

• One EML is not Activated


– Check the panel wiring is OK for that EML
– If EML Red light is ON but EML does not activated – Could be Break Glass is
ON or EML terminal removed from Controller
– If EML Red light is ON and Connection is OK but EML does not activated –
Clean the dust of EML surface and on door plate surface. Check the alignment of
EML and door plate.
• Set of EML is not Activated
– Mainly could be due to a power failure - check the respective
breaker(RCCB/MCB) at LV Panel at Server room
– Close the breakers and check whether tripping continues. If so contact Abans
Maintenance team.
• Door is not opened with ACS Card
– Check the Card number assigned for the specific door
– If the card is assigned and not further opening, try with another assigned card
– If the door is still not opening could be an error with the reader and contact Abans
Maintenance team
• Cannot Log on to BIS Workstation at CCTV Room
– Check the network cables are properly connected up to the Rack in the same room
– Check the power supply is available for that rack and server room main rack
– Check the network cables are properly connected at the main rack unto the server
– If the fault is still there, contact Abans Maintenance team
• Access card is lost
– Check for lost card’s number and Log on to BIS server immediately to cancel the
authorization of that card
– If power is there, issue could be with the switch or the uplinks and contact Abans
Maintenance team

4.2 Maintenance

• Check the alignment of EML and door plate


• Clean any dust or marks off the EML and door plate surface with a microfibre cloth
• Check the EML brackets are securely attached to the door frame
• Check wiring inside the ACS Panel for any wear and tear
• Check cables leading from headend equipment are in good condition and that there are no
weak connections
• Check whether Break Glasses is functional
• Check the status of each Connector at Controllers

The AMC2 (Access Modular Controller) is used as an System overview


access controller in the access control systems ACE
(ACCESS ENGINE) from version 2.0 onward, Access
Personal Edition, and Access Professional Edition. The
device controls a group of one to eight access points.
These access points, also known as entrances, mainly
consist of doors, gates, barriers, turn stiles, revolving
doors, mantraps, ID card readers, door opening
elements and sensors. The AMC2 can control up to
eight ID card readers (depending on the reader type)
and is designed for fully processing the access logic at
the assigned entrances.
Status checks can be carried out using the eight
analog inputs. The eight relay outputs are used to
activate the door opening elements and/or generate
the security activation and signaling. The AMC2 stores
all necessary information in a battery-buffered memory 1 = Host computer

The PSU-60 is a power supply unit with an integrated The following applies to the battery mode:

(depending on the mode), the green LED lights up 24V 12V 24V-mode
next to DC and the DC relay is closed.
• If the battery voltage is greater than 11 V or 22 V
(depending on the mode), the green LED lights up
next to BAT and the BAT relay is closed.

the AMC housing. The PSU-60 dimensions are shown

Alarm management package
This package extends the standard alarm-handling of
your BIS system by some additional features:

event investigation.
