BASIC STEWARD INSTRUCTIONS

The following are basic guidelines and will be expanded upon at different events during your briefing.
If you have any questions with regard to these, then ask your Stand Safety Manager for assistance.

Always ensure that the exits and evacuation routes are unlocked and unobstructed, so that they are
usable in an emergency.

Be aware of potential overcrowding, people in the Stadium who may be in distress or crowd
movement leading to people being at risk from crushing on entry or exit from the Stadium. In all
situations proactive is better than reactive, therefore take action before people get hurt and always
make sure the incident is being reported to your Stand Safety Manager immediately so that assistance
can be on hand. In addition all Tea Bars have telephones with direct access to the Stadium Control
room (Ext 7623).

Always be on the lookout for Fire Hazards such as large amounts of litter or equipment overheating
etc and report them immediately to your nearest Stand Safety Manager.

Always be on the lookout for any building defects such as loose handrails or steps and exit signs not
lit etc. Report any of these immediately to your nearest Stand Safety Manager.

Always check the ticket of people requiring entry to the Stadium. Ensure that they have the correct
ticket and that they are entering through their designated entrance. Always be on the lookout for
forgeries and remember if in doubt, keep the person out and call your Stand Safety Manager.

Know the location of the nearest: Fire alarm, fire extinguisher/hose reel, exit, first aid post (see
laminated map).

Familiarise yourself with the area you are working in and locate all public services in the vicinity.

Be aware of the ground regulations and prohibited items.

Never leave your assigned post or area unless instructed by your Stand Safety Manager or in an
extreme emergency.

You must report any incidents which have involved the removal or injury of people at the match.
Other matters that must be reported are any detected damage to the Stadium property.

If you are a contracted safety steward then you have no authority to remove supporters from
the Stadium.

Stand Safety Managers will wherever possible be present when supporters are ejected from the
stadium for Breaches of Ground Rules. Ensure that if you use a contracted steward to assist
with an ejection that they are SIA compliant (Intervention x18) Ejection slips and any seized
tickets should be handed to the Safety Officer at the conclusion of the event.
DUTIES OF STEWARDS ON TRACK

Basic Role and Responsibilities

To monitor the crowd and deter anyone from coming onto the pitch or perimeter of the pitch

1. Stay at post or sit as directed, stand when there is a goal or if fans are standing.
2. Patrol trackside as directed.
3. Monitor crowd, identify unruly behaviour and report to other stewards.
4. Prevent spectators entering track/pitch area.
5. To check your area of responsibility for possible hazards/missiles and any suspect items.

DUTIES OF STEWARDS AT VOMITORIES

Basic Role and Responsibilities

To welcome spectators and ensure where appropriate they sit in their allocated seats

1. Stay on post.
2. Keep gangways clear.
3. Direct spectators to seats.
4. Every 10 minutes walk the gangway if appropriate.
5. Monitor the crowd at all times.
6. No alcohol in seated areas.
7. Actively encourage people to remain seated.
8. Check your own area for hazards/missiles and any suspect items.

DUTIES OF EXIT GATE STEWARDS

Basic Role and Responsibilities

1. To maintain the security of the ground and assist in the safe exit of spectators.
2. Do not leave your gate.
3. Test gate to ensure it will open and is unobstructed before it is sealed by the Stand Safety
Manager.
4. Do not allow anyone access through your gate unless authorised by the Stand Safety Manager
5. Be aware of crowd movement in your area.
6. Open your exit gates exactly 15 minutes before the expected conclusion of the match (unless
instructed by the Stand Safety Manager).
DUTIES OF CAR PARK STEWARDS

Basic Role and Responsibilities

1. To ensure the safe operation of the car parks and direct spectators to the correct areas of the
ground.
2. To ensure safe egress of pedestrians and vehicles from the ground.
3. As ambassadors of the Stadium you should be smart and welcoming to people coming onto the
Stadium site.
4. Identify vehicles with specific requirements, ie. Disabled, passes, staff etc.
5. Ensure all staff park in the designated car parking areas.
6. DO NOT risk your own safety in dealing with parking. People should have the ability to park
their own vehicles.
7. Check your own area for hazards/missiles and any suspect items.
8. Special care should be taken when assisting coaches to park, you should never stand behind a
reversing coach. Coach drivers are trained to park their vehicles alone, let them do it.
9. During an emergency situation within the Stadium, do not allow any vehicles to leave the car
parks until authorised by the Stadium Safety Officer. (This is to allow emergency vehicles to
attend the RVP).

DUTIES OF TURNSTILE OPERATORS

Basic Role and Responsibilities

To assist in the safe access of spectators into the ground. To ensure all spectators have the correct
ticket, or pay the correct admission fee, for the area they are entering.

1. Be smart and welcoming to spectators entering the ground.


2. Ensure you are at your turnstile at least 10 minutes before turnstile opening.
3. Check your own area for hazards/missiles and any suspect items.
4. Turnstile staff access door must be locked whilst inside the turnstile.
5. Ensure, where applicable, float is correct before attending turnstile.
6. Reconcile all cash before signing off duty.
7. Do not leave your turnstile until the end of your duties, unless instructed to do so in an
emergency.
8. Know where the nearest telephone and fire fighting equipment is located.
9. Report for additional duties as instructed by your Stand Safety Manager.
DUTIES OF STEWARDS ON CONCOURSES/TOILETS

Basic Role and Responsibilities

1. To prevent smoking within the concourses/toilets.


2. Check your own area for hazards/missiles and any suspect items.
3. To ensure queues to refreshment areas and toilets are orderly and do not block the concourses.
4. To ensure fans remain in their designated areas and return to their correct bays.
5. To assist in an emergency.

DUTIES OF FIRE STEWARDS

Basic Role and Responsibilities

1. Patrol ALL areas of your Sector.


2. Check your own area for hazards/missiles and any suspect items.
3. Take your duties VERY SERIOUSLY, never be complacent.
4. Remember spectators safety and security is paramount.
5. Report any incidents immediately to the Control Room.
6. In the event of the Fire Alarm activating – if the Fire Alarm Panel in the Control Room indicates
the point of alarm is your Sector, you will be sent to investigate immediately by Stadium
Control.
7. Investigate – is the alarm GENUINE or ACCIDENTAL? IMMEDIATELY inform Stadium
Control (do not attempt to fight the fire at this stage). The urgency of your action and the
accuracy of your investigation is crucial as the Safety Officer has to decide whether or not to
evacuate the Stadium.
8. If a GENUINE alarm – return to the vicinity and take appropriate action to fight the fire. DO
NOT expose yourself to danger.
Evacuation of Ground:
EVACUATION PROCEDURE

EMERGENCY EVACUATION PROCEDURES

The control of all emergency evacuations will be under the control of the Designated Safety Officer.

In an evacuation, Stand Safety Managers and Stewards will carry out the specific roles allocated to
them.

When a decision to evacuate has been made the game will be stopped by:

The Designated Safety Officer advising the Fourth Official who will in turn advise the Referee
accordingly. The Referee will wait for 5 minutes before taking the players off the pitch unless
advised otherwise by the Designated Safety Officer. A briefing to this effect will also have taken
place pre match.

The Designated Safety Officer will clarify which exits to use to reach the nearest safe area.

Initial evacuation will take place locally from the affected area to designated safe areas either outside
the Stadium or onto the playing area. If necessary the whole stand or entire population of the Stadium
will be evacuated.

Spectators will be directed to leave via the normal exits in their area of the Stadium unless obstructed
or incapable of being used for any reason. In which case alternative exit routes will be utilised. If the
situation warrants it, spectators can exit via the pitch side exits onto the playing area and away from
the affected Stand(s).

Occupants of:

Executive boxes on the Club Deck will evacuate via the East and/or West Tower staircases.

Main Stand Hospitality Suites will evacuate via the East and/or West staircases and/or the Main Stand
Front Door staircase.

The Ibrox Suite will exit via the staircase leading to the external concourse and/or the internal
concourse leading to the Stadium seating deck and thereafter onto the pitch.

Argyle House Hospitality Suites will evacuate via the East and/or West staircase and/or the Central
staircase.

Car Park Stewards will ensure no cars are allowed to leave the Car Parks until allowed to do so by the
Police Commander. This could hinder the arrival of incoming emergency vehicles.

The rendezvous point for the Stadium is:


RVP Eastbound Carriageway off Edmiston Drive between Helen Street and Broomloan Stand.

EMERGENCY ANNOUNCEMENTS

All emergency announcements will be made via the PA System.

All emergency messages will be preceded by:

Two tone chimes

The first message to be broadcast will be:

“Would Safety Officer Eris contact the Control Room immediately”.

This alerts Stewards and the match officials that something is amiss in the Stadium and will be used
before further messages are broadcast to spectators. Upon hearing this message Stewards will ensure
that all exit gates in the Stadium are opened in case there is a need for an evacuation of all or part of
the Stadium.

In the event that there is a need to evacuate the Stadium and to stop the match the following message
will be broadcast over the PA System:

“DUE TO CIRCUMSTANCES BEYOND OUR CONTROL, THE MATCH HAS HAD TO BE


ABANDONED. YOU ARE REQUESTED TO LEAVE THE GROUND IN AN ORDERLY
MANNER. THE GATES HAVE BEEN OPENED AND STEWARDS WILL ASSIST IN YOU
EXIT FROM THE GROUND. THE GAME WILL NOT BE RESTARTED”.

Should the emergency situation pass before spectators are asked to leave Stadium the following
messages will be broadcast over the PA System:

“ALL STEWARDS RETURN TO NORMAL DUTIES. CLOSE AND SECURE EXIT GATES”.

This will alert Stewards to revert to their normal duty.


GROUND REGULATIONS

1. All matches are played in accordance with the Rules and Regulations of the Scottish Football Association, the
Scottish Premier League, The Scottish Football League and, where applicable, the Regulations of FIFA/UEFA
Competitions.

2. Play cannot be guaranteed to take place on any particular day or at any particular time and the Club reserves the
right to change its advertised fixtures without prior notice and without liability.

3. Tickets allotted by this Club/Event Organiser are issued on the express conditions that no holder thereof shall
sell or transfer same for a larger price than appears on the face thereof. In the event of any breach of this
condition, the Club reserves the right to cancel this ticket and to retain the money paid therefore on allotment.

4. In the event of the match being abandoned after having kicked off you may be entitled to a refund of the cash
admission charge paid at the turnstile in the determination of the Club/Event Organiser acting reasonably.
Where a match is abandoned before the expiry of the first half admission arrangements for the rearranged
fixture will be issued to those who attend the abandoned match. These arrangements in cases where the match
is abandoned after the expiry of the first half shall be a matter for the reasonable discretion of the Club.

5. In the event of an all ticket match being postponed for any reason, the ticket will be valid on the postponed
date.
In the event of postponement/cancellation of a match you may be entitled to a refund (in full or in part
depending on the circumstances) of the purchase price of the ticket. Please contact the Club/Event Organiser
for details.

6. All children entering the Ground, must pay for admission of hold a valid ticket.

7. Unauthorised persons are not permitted to enter upon the trackside, field of play or any other place specified by
the Club or Police.

8. With the exception of authorised Media representatives holding accreditation issued by the club/event
organiser, the taking of photographs or filing by any means inside the Ground is prohibited. In addition, no
transmission or reproduction, in whole or in part, in any form, or by any means, electronic, mechanical,
recording or otherwise is permitted save with a special authorisation in writing by the club/event organiser and,
where appropriate, the prior consent of The Scottish Football Association, the Scottish Premier League, the
Scottish Football League or appropriate body.

9. Only persons specifically authorised in writing by the Club are permitted to offer Newspapers, Periodicals or
any other Articles for sale in the Ground and any charitable collection will only be permitted within the ground
with prior written consent of the Club.

10. Unnecessary noise such as from the use of radio sets and behaviour likely to cause confusion, annoyance or
nuisance of any kind, is not permitted in any part of the Ground.

11. The use of threatening behaviour, foul or abusive language is strictly FORBIDDEN. Racial, sectarian,
homophobic or discriminatory abuse or chanting is also forbidden and is considered unacceptable conduct and
may result in arrest and a lifetime ban from regulated football matches.

12. Please note that it is an offence punishable by law for any person to enter or attempt to enter the ground:
a. Whilst in possession of a prohibited container which is or was capable of holding liquid and which if
thrown would be capable of causing injury to another person.
b. Whilst in possession of alcohol.
c. Whilst drunk.
d. Whilst in possession of any article or substance whose main purpose is the emission of a flare for
purposes of illuminating or signalling or the emission of smoke or a visible gas.
e. Any article which is a firework.
and all persons entering the ground may be searched by the police.

13. Standing is FORBIDDEN in seated viewing areas.

14. Banners, or other articles which could, or might be used as a weapon, or to cause annoyance or unnecessary
obstruction or offence, are not permitted within the ground.

15. All persons entering this Ground are admitted subject to the condition that they may be required to submit to
search to prevent prohibited articles being brought into the Ground which might be used to cause injury or
damage to other persons or property.

16. Under no circumstances is it permitted to throw any objects which may cause injury or offence whether on to
the pitch or track or otherwise.

17. At times, the right of admission is reserved by the Club and in general no transfers within the Ground are
allowed. Spectators found in the wrong area amid opposing fans may be ejected.

18. All persons entering this Ground are admitted only subject to the above Ground Regulations and to the Rules
and Regulations of The Scottish Football Association, the Scottish Premier League and The Scottish Football
League. ENTRY TO THIS GROUND SHALL BE DEEMED TO CONSTITUTE UNQUALIFIED
ACCEPTANCE OF ALL THESE RULES AND REGULATIONS.

19. The Club reserves the right for its servants and agents and for members of police forces to remove from this
Ground any person who does NOT COMPLY WITH GROUND REGULATIONS AND WITH THE RULES
AND REGULATIONS of The Scottish Football Association, the Scottish Premier League, The Scottish
Football League and/or, where applicable, the Regulations of the FIFA/UEFA Competitions or whose presence
in the Ground is or could reasonable be construed as constituting a source of danger, nuisance or annoyance to
other Spectators.

20. Smoking in no-smoking areas is strictly FORBIDDEN.

21. On no account will admission be granted to a person who is subject of a current Football Banning Order.

22. CCTV cameras may be in use and recordings could be used in any proceedings.

INFORMATION

You should be aware that in terms of a protocol with the Scottish Police Service the details of any arrest or detention
occurring in connection with a football match may be shared with the Club.

Football Banning Orders may be imposed on individuals who infringe these rules.
