BRIEF HISTORY OF MALLIG PLAINS COLLEGES, INC.


During the month of Hearts and love, on February 14, 1951, a group of civic-spirited,
loved and blessed citizens headed by the late Dr. Leocadio E. Ignacio, the former
President and Chairman of the Board of Directors, Mr. Juan A. Galapon, Mr. Felix C. 2
Elefante, Mr. Pedro Y. Lactao and Rev. Jose Pas Franada became the blessing in
Mallig by founding an institution to provide quality education to the ambitious
children of Mallig to go beyond the elementary school level. Its registration with the
securities and exchange commission was approved on May 9, 1951.

The institution known as the “Western Isabela Academy” (WIA) was initially registered
as a Secondary School and a non-secretariat proprietary institution in a two-room
building along the national highway. In 1952, a year after its founding day, the school
purchased a new site where it is presently located, constructed a school building to
accommodate the growing population coming from neighboring towns of Quezon,
Roxas, Quirino, Burgos, San Manuel and nearby towns of Ifugao and Mt. Province.

The school’s excellent accomplishment in academics, co and extra-curricular


activities made the school became popular. Its basic services were expanded when a
complete elementary curriculum was opened from 1992-1994.

On March 15,1994, the school was renamed Western Isabela Polytechnic College
(WIPC) with four curricular offerings in the tertiary level namely; Bachelor in Elem.
Education, Bachelor in Secondary Education, Bachelor of Science in Accountancy
and Bachelor of Science in Commerce in addition to the Basic Education program.
Many significant developments were achieved during this period.

On January 19, 2004, the founders led by the late President and BOD Chairman, Dr.
Leocadio E. Ignacio, unanimously decided to change the name of the school into
Mallig Plains Colleges (MPC), a name that is most fitting tribute to the school’s
widening representation of the rice basket of the province, the expansive region of
Mallig Plains.

Different programs were accredited by the PACUCOA. The basic education,


elementary and high school are their Level 2 status, BS Business Administration,
Level 2; MAEd and MBA of the Graduate School, Level 1 preparing for Level 2 and
candidate Status for BS Criminology and BS HR. Mallig Plains Colleges has soared
high and leveled up and continuously soaring high and leveling up through the
generosity of our President and Chairperson of the Board of Directors, Dr. Praxedes
Asuncion- Ignacio coupled with the harmonious and synergetic relations of the
members of the Board, the faculty and staff , other school personnel and all the
stakeholders of education. The school is admired and appreciated by people coming
from other schools and other places not only in the local level but also from other
countries. The school has gained popularity and is now known because of the
outstanding and significant achievements in academics, co and extra- curricular
activities as well as the many improvements on the physical aspects of the school.
The school continues to attain the dream and legacy of the founders to make Mallig
Plains Colleges into a University come into reality through the cooperation, teamwork,
unity and harmonious relations of all the stakeholders of education.

I. OBJECTIVES OF THE WORK IMMERSION PARTNERSHIP

The Work Immersion Partnership has the following objectives:

1. To supplement the formal curriculum of the SHS program with special inputs coming from
the PARTNER AGENCY experts and practitioners in order to make the SHS program aligned
and consistent with work standards.

2. To develop in the students of the SHS program the knowledge and skills that are relevant to
the needs of the job market in the area.

3. To provide SHS students relevant learning experiences by exposing them to the actual
workplace setting.

4. To form Work Immersion Partnership between the SCHOOL and the PARTNER AGENCY,
allowing the students, faculty, and staff of the SCHOOL concerned the use of and access to the
PARTNER AGENCY workplace and equipment as part of their Work Immersion Program.
II. RESPONSIBILITIES OF THE PARTIES

A. Joint Responsibilities

2. Make the needed adjustments to contextualize the SHS subjects based on inputs coming
from the PARTNER AGENCY.

3. Designate a person who will be in charge of coordinating with the PARTNER AGENCY and
supervising the activities of the students for the duration of the Work Immersion Program.

4. Provide insurance coverage for learners during the Work Immersion program.

(3) The Secretary shall periodically review or update the Standards on threshold limit values,
permissible noise exposure levels, illumination levels, human carcinogens, temperature and
humidity and other technical standards upon recommendation of a technical committee in
the Bureau of Working Conditions.

The member of the technical committee shall either be a physician, engineer, chemist or
nurse who has completed at least an occupational health/occupational safety and health-
training course required by this Standards, and who has been an occupational
health/occupational safety and health practitioner for not less than three (3) years. Other
members of the technical committee shall be drawn from the labor and employers’ sectors.
The technical committee shall be convened by the Director of the Bureau of Working
Conditions as the need for review of the abovementioned technical standards arises.

The Standards formulated by the technical committee shall become effective upon
announcement by the Secretary of Labor and Employment.

1071: General Provisions:

(1) This rule establishes threshold limit values for toxic and carcinogenic substances and
physical agents, which may be present in the atmosphere of the work environment.

(1) Artificial lighting shall be adequate at the place of work for the operation or work
performed.

(2) A minimum of 20 lux (2 foot candles) shall be provided for yards, roadways and
outside thoroughfares.

(3) A minimum of 50 lux (5-foot candles) shall be provided:

(7) A minimum of 500 to 1,000 lux (50 to 100 foot candles) shall be provided where
discrimination of fine details is involved under conditions of a fair degree of contrasts
for long assembling, fine bench and machine work, fine inspection, fine polishing and
beveling of glass, fine wood-working and weaving dark colored cloth/goods, or for
accounting, bookkeeping, drafting, stenographic work, typing or other prolonged close
office desk work.

(8) A minimum of I 000 lux (1 00 foot candles) shall be provided where discrimination
of extremely fine detail is involved under conditions of poor contrast for long periods
of time, such as for extra fine assembling instrument, jewelry, and watch
manufacturing, grading and sorting tobacco products, make-up and proof-reading in
printing plants, and inspection of sewing dark-colored cloth products.

(9) The provisions of paragraphs 2 to 8 apply to lighting equipment under average


operating conditions. Where conditions allow, it may be necessary to provide initially
an illumination of at least 25% more. In locations where dirt will collect rapidly, the
initial level should be at least 50% above the recommended standards.

other workplaces where hazardous work is performed and shall keep a record of such
measurement, which shall be made available to the enforcing authority.
