MODEL KOTA RENDAH KARBON

DEFINITION
Low carbon city is a sustainable urbanization approach that centers on curtailing the
anthropogenic carbon footprint of cities by means of minimizing or abolishing the
utilization of energy sourced from fossil fuels. It combines the features of low carbon society
and low carbon economy while supporting partnerships among governments, private
sectors, and civil societies. (Rimi & Aliyu, 2019)

Perencanaan Pembangunan Rendah Karbon ini adalah platform baru untuk pembangunan
Indonesia yang bertujuan untuk mempertahankan pertumbuhan ekonomi dan sosial
melalui kegiatan pembangunan rendah emisi GRK dan Intensitas emisi GRK, serta
meminimalkan eksploitasi sumber daya alam.

Proyek PRK/LCD adalah inisiatif kegiatan aksi penurunan emisi GRK dan intensitas emisi
GRK yang secara langsung memberikan dampak terhadap peningkatan ekonomi dan sosial
masyarakat melalui pemanfaatan dan pengelolaan sumber daya alam yang berkelanjutan.
Proyek ini mencakup lingkup sektor kehutanan, pertanian, energi, transportasi, limbah dan
blue carbon sesuai dengan sektor prioritas PRK/LCD.
ELEMENTS

A low carbon city is defined as a city that implements low carbon strategies to meet its
environmental, social and economic needs of the city. The city measures, manages and
mitigates greenhouse gas emissions to reduce its contribution to climate change. (UNDP,
Malaysia Low Carbon City Plan)

Low carbon cities are defined as cities with specific strategies, plans and targets on how to
reduce GHG emissions that covers all potential emitting sectors within the city boundary.

Elements
Low carbon city emphasizes on three (3) main elements :
1. Pursue a systematic approach – i.e. establish documented strategies and action
plans;
2. Employ area wide strategies – i.e. cover all potential emission sectors within city
boundary; and
3. Set ambitious GHG reduction target – i.e. establish baseline/peak as well as short
and long term reduction targets. Note: ‘ambitious’ refers to GHG reduction target that
surpass the national GHG target and towards carbon neutrality.
