1.0 INTRODUCTION

Successive Governments of Sri Lanka have recognised the importance of


productivity for the achievement of economic growth since Independence. An
important milestone in Sri Lanka’s efforts at productivity improvement was
reached when Sri Lanka joined the Asian Productivity Organisation (APO) in 1966.
A separate National Productivity Organisation (NPO) was formed to enable Sri
Lanka’s admission as a member of the APO.
Subsequently, other milestones such as the commencement of a productivity
convention from 1993, declaration of the year 1996 as the National Productivity
Year and the decade 1997 to 2006 as the National Productivity Decade were
reached.
The first National Productivity Competition was held in 1993 and since then, on an
annual basis organisations were recognised for excellence in productivity. Since
the inception of this competition in 1993, the National Institute of Business
Management (NIBM) has conducted the competition annually. The National
Productivity Secretariat (NPS), which was established under Ministry of Industrial
Development, conducted the competitions among government ministries and
schools since 2000. From 2002 onwards, the NPS, which comes under the Ministry
of Labour Relations and Man Power, has been conducting the competition for
manufacturing & services sector, public sector and schools sector.
The Ministry evaluated the productivity programs conducted in the past and
decided that a more co-ordinated effort, based on a National Productivity Policy,
is required. One aspect of the National Productivity Policy is the promotion of
productivity at enterprise level. Promotion of productivity at enterprise level
includes an enterprise approach to productivity improvement, the adoption of
effective techniques of productivity improvement, and creating a harmonious
work place with employee involvement in productivity programs and good labour
management relations.
The National Productivity Secretariat under the Ministry of Labour Relations and
Man Power therefore restructured the National Productivity Competition for the
year 2003 to complement the thinking of the National Productivity Policy and to
be in line with contemporary practices adopted worldwide. The National
Productivity Awards 2008 will be conducted based on a more comprehensive
evaluation scheme.

2.0 OBJECTIVES OF THE NATIONAL PRODUCTIVITY AWARDS 2008


The primary objective of the competition is to improve productivity at all levels. It
is generally recognised that productive enterprises in the country will result in a
productive nation.
The competition will have the following key objectives:

3.0 THE CLASSIFICATION OF AWARDS

The following awards will be presented:

For determining the award, the following classification will be used:

Large Scale -more than 250 full time employees


Medium Scale -between 50 and 250 full time employees (Including 50 and 250)
Small Scale -less than 50 full time employees

Manufacturing organisations are defined as organisations that produce and sell
manufactured products including agricultural and construction organisations (see
standard industrial classification on page 5).

Service organisations are defined as organisations that provide services on a


commercial or service basis (see standard industrial classification on page 5).

Even if an organisation obtains the highest marks in a category an award will not
be made unless the minimum qualifying mark set by the Ministry of Ministry of
Labour Relations and Man Power is obtained.

4.0 RESTRICTIONS

Previous winners (1st Place) of the award are not eligible to compete until the
lapse of a period of five years. This does not apply for the competitors for the Gold
Award & Crystal Awards 2008.

5.0 APPLICATION & EVALUATION PROCEDURE

1. Obtaining applications – application forms will be available at the National


Productivity Secretariat, 318, High Level Road, Colombo 6.

2. Closing date for applications will be 1600 h on 16 March 2009

3. The completed applications must be submitted with the following registration


fee.

Manufacturing & Service Sector (Large) – LKR 15,000/-


Manufacturing & Service Sector (Medium) – LKR 10,000/-
Manufacturing & Service Sector (Small) – LKR 5,000/-

The cheque should be drawn in favour of “Secretary, Ministry of Labour Relations


& Man Power”

4. Stage 1 Review – Desk Review

The applications will be reviewed by a technical panel and preliminary marks


indicated. Based on the marks a shortlist of selected applications will be made
by the Ministry of Labour Relations and Man Power.

Stage 2 Reviews – Site Visit

An expert panel will visit the short listed organisations and indicate the final
marks. Based on this evaluation the awardees will be determined. The Ministry
of Labour Relations and Man Power will make the final decision.

Note: The highest scoring applicants for the award will undergo site visits by
an expert panel of Examiners. The primary objectives of the site visits are to
verify the information provided in the application and to clarify issues and
questions raised during the review of the report. In submitting an application,
every applicant agrees to host and pay a reasonable cost of a site visit if the
applicant is selected for a site visit. However, the applicant should avoid giving
gifts to any member of the expert panel. Site visit consists primarily of
interviews by examiner teams and team reviews of pertinent records and data.
Applicants are permitted to make a short introductory presentation.

6.0 ANNOUNCING THE AWARD WINNERS

Announcement of award winners will be made at least one week prior to the
awards ceremony, which is tentatively scheduled, for October 2009

The result announced in writing to the winners will be the official result. Any result
declared any other mean is invalid and the NPS or the Ministry of Labour Relations and
Manpower has no any responsibility and no obligations to communicate on such unofficial
results

Applications should complete both A and B parts and submits as a one bound form
and 4 copies should be submitted. Part A is not considered for scoring and report
without part B will be rejected without any evaluation.

The report is evaluated for Provincial and National Awards and no need to apply
for both competitions separately.

All reports, which score above the cut off mark level, which will be decided by the
Steering Committee, are evaluated further and site visits will be arranged. The
panel appointed for site visits will ascertain the accuracy of the facts mentioned in
report. No site visits will be arranged for the organization, which score less than
cut off point in any circumstances.
Based on the marks scored winners will be selected for Provincial & National
Awards.

7.0 SOME OF THE BENEFITS TO WINNERS IN THE MANUFACTURING &


SERVICE SECTORS

 The winners will be allowed to publicise that they are the winners of the
award in all of their publicity campaigns.

 The winners may carry the Productivity Award logo on their stationery and
may use it in their advertisements and publicity material.

 The highest-ranking executive or his nominee of the winning organisation will


receive priority in APO fellowship programmes.

 The highest-ranking officer will be given due recognition as leaders in


initiating Productivity & Quality by the National Productivity Secretariat.

 The highest ranking officer and the organisation will be given recognition in
future events, organised by the National Productivity Secretariat.

8.0 AUTHORITY

The competitions are conducted by the National Productivity Secretariat, which


comes under the Ministry of Labour Relations and Man Power (MLR & MP). The
Secretary, MLR & MP will be the sole and final deciding authority regarding the
evaluation procedures and deciding on the recipients of the awards. In this
exercise, an appropriate advisory panel may assist him.

INSTRUCTIONS IN COMPLETING THE APPLICATION FOR


NATIONAL PRODUCTIVITY AWARD 2008
FOR MANUFACTURING & SERVICE SECTORS

The application consists of two parts.

Part A – General Details

Contains the general details, the type of award applied for and affirmation by the
highest-ranking official.

Part B – Report Containing Responses to the Award Criteria

This should be prepared by the applicant organisation based on the evaluation criteria
indicated in this document and should take the form of a report.

Instructions in filling Part A

This could be filled either by taking a photocopy of the format provided or preparing a
separate document strictly following the information required.

Instructions in preparing Part B

1. A4 size paper should be used with suitable margins.


It is advised to mention the respective numbers of each section and subsections
when preparing the report. It will be easy for evaluation panel to evaluate the
facts mentioned under each section.

2. The report for Part B should not exceed the number of pages given below for each

information provided under the "Results" criteria. If the auditors’ certification

is adequate.

5. Bind, Part A and B together and forward to the above-mentioned address by 1600
hour on 16 March 2009.

6. Submit the document in a sealed envelope marked “Confidential” on the top centre of
the envelope and marked “National Productivity Awards 2008 – Manufacturing
Sector” or “National Productivity Awards 2008 – Service Sector” as appropriate on
the top left-hand corner of the envelope. Please ensure that the appropriate
registration fee is paid prior to the closing date and a photocopy of the receipt is
attached as the last page of Part A.

7. All information provided in the application will be treated with the strictest of
confidence and will be used only for the purpose of the competition. Evaluators of
the application and examiners selected for the site visit, will be required to sign a
confidentially agreement and will be selected from amongst those whom the MLR
& MP believes has no conflict of interest with your organisation.

8. Please note that the organisation may be called upon to pay a reasonable cost for the
site visit.

9. Please note that if insufficient information is provided the organisation may lose
marks. Ensure that all the criteria are addressed. Please do not expand the report
with irrelevant details.

10. The Ministry of Labour Relations and Man Power reserves the right to disregard your
application, if incorrect information has been provided.

11. You may submit an application in respect of the entire organisation or in respect of
any branch or unit, which is physically separate.

Examples:

a) An estate could be an applicant even though it is one unit of a large


plantation company.

b) In a company, which has, two factories located in different locations one or


both factories could compete separately. If the entire company wishes to
compete then the head office and the factories together would form the
applicant.

c) A company, which has its factory in the same premises, would not be able to
apply for the factory separately, since it is not physically separate.

d) A particular division of an organisation physically located separately from


the rest of the head office will be eligible to compete.

12. This application consists in part “A” and “B”. Those applications will not complete
both parts, it will be rejected.
This competition will conduct in National Level and Provincial Level and all
applications are valid for both competitions. No need to send two applications for
two competitions.
The applications will be reviewed by a technical panel and preliminary marks
indicated. Based on the marks a shortlist of selected applications will be made by
the Ministry of Labour Relations and Manpower. An expert panel will visit the

short listed organizations and indicate the final marks. Based on this evaluation
the Provincial awards Winners and National Award Winners will be determined.
