(24 Year old Female) D Breland is a 19 year old male. D Brooks and D Buchanan are both 18 year old males. D Frazier is a 16 year old male. The following events occurred on May 6, 2023 between approximately midnight and 1:45AM. D Buchanan was contacted by his girlfriend because she needed money for a barbeque. Just before midnight, D’s Buchanan’ girlfriend and another female friend picked up D Buchanan, D Brooks, D Breeland and D Frazier in her white Dodge Avenger. D Buchanan got into the driver’s seat, D Brooks, Breeland and Frazier got into the backseat. All 4 Ds were dressed in all black and had face coverings that exposed only their eyes and bridge of their noses. All 4 defendants were armed with firearms. Both D’s Buchanan’s girliriend and the other female in the car identified D Brooks, Buchanan and Breeland in separate photo arrays. The female in the car tentatively identified D Frazier in the photo array. Vi: Armed Robbery ~ D Brooks, D Buchanan and D Breeland charged Around midnight the group then drove to the area of 932 E 46" Street in Chicago. At that same time, V1, a 33-year-old female, had just parked her car and was going to a restaurant at that location. Before exiting the car, V1 took several cards out of her wallet and placed them in the center console. V1 is a FOID and CCL holder. She placed her handgun underneath the front passenger seat, exited her vehicle and walked up to the sidewalk. As V1 stood on the sidewalk, the white Dodge Avenger containing the Ds came to a screeching halt near where she was standing. All 4 of the Ds emerged from the vehicle, Each was armed with a handgun that had extended magazines. V1 backed up, and had her back against a different parked car, while the three Ds surrounded her, with guns pointed at her. All three had their face coverings on. One of the Ds, while pointing a gun at V1, took V1’s Louis Vuitton wristlet and belt, The same D then took V1’s phone and demanded she entered her passcode multiple times and she complied. Two of the Ds took ‘V1’s keys, went into her car and took her identification and credit cards. The three Ds then ran back to the white Dodge Avenger and fled from the scene. V1 asked a good Samaritan to call 911, and police responded to the scene. V1’s firearm was not taken from the car, but all of her cards which were in the center console, which included but were not limited to an old identification card, CCL, and FOID card. D Brooks historical cell site data had him pinging to a nearby cell tower in the area of where the armed robbery occurred, at the time this armed robbery occurred. At 11:57pm, D Breeland’s GPS location on his phone puts him at 932 E. 46th Street. Following the robbery of V1, the Ds discuss trying to steal a car. Ds began to drive around to look for a vehicle to steal. POD video next captured the white Dodge Avenger at the area of 4659 S, Indiana at 12:38 am, and then at 300 E. 47th Street. V2: Burg to Auto, Theft of Aut I 4 Ds charged V2’s 2021 Red Kia was parked at 4748 South Indiana at the time. When they arrived at the location of the red Kia, all 4 Ds exited the Dodge and stole V2’s Kia. All 4 Ds were in the Kia and only thé 2 females remained in the Dodge Avenger. D Brooks historical cell site data had him pinging to a nearby cell tower in the area of where the vehicle was stolen at the time the vehicle was stolen. D Breeland’s phone GPS data also puts him at the exact location of 4758 South Indiana at 12:39am. POD video captured the red Kia Forte in front of the white Dodge at 12:42 am at the locations of 4659 South Indiana and then at 300 E. 47th Street at 12:42 am. The 4 D’s then drove around in the red Kia looking for additional people to rob. POD video and LPRs captured the Kia as it traveled around various locations in the south side of the city of Chicago between 12:49AM and 12:53AM. V3 and V4: Armed Robbery — Brooks and Br id charged V3 was standing outside of her home at 10030 S. Wallace talking to her son’s girlfriend, V4. Around 1:07 am, the four defendants in the red Kia pulled up. At least 3 of the defendants exited the Kia and approached V3 and V4. The defendants were dressed all in black, armed with firearms, with face coverings. V3 and V4 were both pushed to the ground. V3’s her black Coach bag was taken from her and Vé’s cell phone, which was in her hand, was taken. The Ds got back into the red Kia and fled the scene. Police were notified and responded to the scene. D Brooks historical cell site data had him pinging to a nearby cell tower in the area of where the armed robbery occurred, at the time this armed robbery occurred. D- Breeland’s GPS location in his phone puts him at the address of 10030 S. Wallace at 1:07am. POD video captured the red Kia at 9901 S. Halsted at 1:08 am, followed by POD at 9811 S. Halsted at 1:09am. The defendants then drove to 9135 S. Merrill. V5: Armed Robbery — Brooks, Breeland and Frazier charged V5 had just returned home and parked a Tesla near his house on the street at 9134 S. Merrill. VS opened the driver’s side door and was preparing to exit, when he observed a vehicle behind his car in the rear view mirror. Before V5 could exit his car, two Ds ran out from the vehicle and approached V5. One approached on the driver's side, dnd the other on the passenger side. Both Ds had guns and demanded money from V5. V5 had no money, and the defendants took V5’s cell phone and Tesla key. The defendants ran back to the Kia, and fled the scene. V5 went inside his house and called 911. V5 subsequently recovered his Tesla key near the end of the block, and someone found his phone in the median grassy area in the vicinity of 9200 S. Stony Island. D Brooks historical cell site data had him pinging to a nearby cell tower in the area of where this armed robbery occurred at the time it occurred. At 1:30am, D Breeland’s GPS data from his phone pings at the location of 9135 S. Merrill. POD videos at the time of 1:36 am captured the red Kia at the locations of: 9132 S. Stony Island; 9211 S, Stony Island, and 9133 S. Stony Island near the median grassy area where V-Cash’s phone was found. We st Degree Murder and Armed Robbery ~ All 4 Ds charged V6, Officer Areanah Preston, had just completed her shift as a Police Officer for the city of Chicago. Pod video tracked her leaving 727 E. 111" street and returning to her residence. V6 parked on Blackstone, across the street from her residence. Private residential surveillance captured V6 parking her vehicle. A sedan is visible behind V6’s car. The sedan passed her vehicle and turned onto 82nd Street. The sedan was next observed on Blackstone a second time. At this point, V6 had crossed Blackstone and was standing near the sidewalk/grassy area in front of her house. As V6 continued to move, the sedan stopped. From a distance, surveillance video depicts three (3) individuals quickly exiting the sedan and running towards V6. Several muzzle flashes are visible near the street where Ds were located: Muzzle flashes are also visible from where V6 was standing. V- Preston was shot and fell to the ground. After the offenders ran back to the sedan, one of them ran back to where V6’s body was lying, and took her firearm. The magazine of her firearm and cell phone remained on scene. D Brooks historical cell site data had him pinging to a nearby cell tower in the arca of where the homicide occurred, at the time the homicide occurred. A search warrant executed on D Breeland’s phone revealed two GPS specific uses on the block of Blackstone and 82nd Street at the time of the murder. There was a shotspotter alert at 1:42am. Due to a backlog in the district, police did not immediately respond. At 2:02am, police were dispatched to 8155 8. Blackstone for a traffic crash with details as follows: "received an automated message stating that the owner of this apple watch was involved in‘a car crash with a location pinging at 8155 8. Blackstone." An officer responded and observed V6 on the ground. The officer attempted to render aid to V6 and requested assistance. The officer ultimately transported V6 to the University of Chicago Hospital; where she succumbed to her injuried. V6 suffered two through and through gunshot wounds: one to the face and one to the neck. Police processed the scene. A total of eleven mm shell casings were recovered, which were sent to the crime lab for analysis, Ballistics determined the shell casings were fired from two separate firearms. Two shell casings that were recovered close to V6"s body were determined to be fired from the same firearm, The other nine shell casings that were recovered in the area of the offending vehicle and the shooter were determined to be fired from the same firearm. A subsequent canvas revealed one additional shell casing, which was closer to where the other nine were initially recovered. - After the shooting, the offenders got back into the Kia, and the Kia took off at a high rate of speed. The red Kia was next observed on POD video at 8101 S. Cottage Grove at 1:43 am. At 1:46am, the defendants parked the car at 7223 S. Eberhart in a vacant lot. Private video surveillance captured the four offenders at 1:48am walk together N/B up the alley and toward the rear door of a residence before disappearing at 1:49am. The female from the white dogde positively identified D-Brooks, D-Buchanan, and D-Breeland from the video. A close family member of D Frazier identified him in the video. A person well acquainted with D- Buchanan viewed the video and made a positive ID of D-Buchanan. Private surveillance video then captures D-Buchanan and D-Brooks at 1:51am walk S/B down the same alley in the direction of the vehicle. Distant video captures fire coming from the area of where the car was parked. At 1:53am, D-Buchanan and D- Breeland are captured at the front of 7200 8. Rhodes walking down the sidewalk. Both D Buchanan, Brooks and Breeland are identified by people familiar with them in these videos. D-Breeland’s phone GPS data shows a location of 7223 S. Eberhart at 1:58am (Eberhart is one block over from Rhodes). ‘The red Kia is subsequently set on fire, and 911 calls came in around 2:02 an. CED responded and extinguished the fire. Later in the day on May 6, 2023, officers were on scene of the bumed Kia, While on scene, officers made contact with D Buchanan’s girlfriend, the owner of the white Dodge Avenger. Officers observed the white Dodge Avenger parked illegally with no license plates, The car was towed and ultimately searched pursuant to a search warrant, Recovered from the backseat of the car were several identification and credit cards belonging to V1. During the evening hours of May 6, 2023, D Frazier called a friend and made third party admissions to V-Preston’s murder. In that phone call, D Frazier asked if he had seen the news about a police officer being killed. D Frazier said that was his work. The friend inquired about what happened and D Frazier told him that they were out robbing people when they saw a single female in her car. They were going to rob her but the female shot at them. One of the guys he was with shot back at the cop and killed her. After the phone call, that friend went to the third district police department where he provided the information to police. Detectives arrived and questioned the friend. During questioning and unsolicited by detectives, the friend pulled out his phone, called D-Frazier on speakerphone, and talked to him in front of detectives. During the phone call, D-Frazier made additional admissions to the robbery and shooting including details that had not been released. On Monday, May 8, 2023, D Frazier’s mother learned that the police were looking for her son. D Frazier spoke to his mother on FaceTime and D-Frazier made admissions to participating in the robberies and being present for the murder. The next day, May 9, 2023, D Frazier’s mother again spoke to her son in when he confirmed that they sold V-Preston’s gun. On 5/7/23, D-Buchanan contacted a former girlfriend. D-Buchanan had dated this former girlfriend briefly, but were broken up at the time of the incident and had not spoken in the last month. D-Buchanan stated to the former girlfriend that he was nervous, needed to lay low for a while, and asked if he could stay at her house. D- Buchanan then ordered the former girlfriend an Uber (she did not have a car) to come meet him where he was. An Uber was then ordered, which picked up the former girlfriend and drove her to 7653 S. Bishop. D-Buchanan got into the uber approximately five minutes later. The uber was then going to take D-Buchanan and the former girlfriend to her residence. Police were conducting surveillance at the location of 7653 S. Bishop. Police observed D Buchanan and Brooks exit the residence. D Buchanan got into the uber and D Brooks retumed into the home. Police effected a traffic stop on the uber near the location of 7619 S. Bishop. D-Buchanan was seated in the rear passenger seat of the Uber, and the former girlfriend was in the rear driver seat. Police opened the door, and D-Buchanan crawled over his former girlfriend and exited the vehicle, and stated to police that he had a gun on him. The former girlfriend exited the uber and a Glock 19 was recovered'on the seat, D-Buchanan also had a firearm with an extended magazine in his waistband. D-Buchanan was also wearing a Louis Vuitton belt at the time of his arrest, which was subsequently identified by V1 as her belt that was taken during the initial armed robbery. As D- Buchanan was pleced into custody, he started screaming and alerting the other Ds who were still inside the residence at 7653 S. Bishop. Simultaneously, officers observed D-Breeland in the attic window with « blue steel firearm with an extended magazine. A perimeter was set up around the residence. After several hours of standoff and negotiations, D-Brooks and D-Breeland surrendered. A phone was recovered with D-Breeland when he was arrested which is where the above mentioned GPS data comes from. Officers conducted a search of the residence and recovered a blue steel firearm with an extended magazine from the attic where D-Breeland was observed. Forensic analysis was performed on the Glock 19 firearm that was recovered from the back seat of the Uber. Latent prints were recovered from the magazine of that firearm and were identified as belonging to D-Brooks, D-Breeland, and D- Buchanan. The nine shell casings recovered from the scene that were near the offending vehicle all came back to being fired from the same firearm. Of those nine casings, only two were compared to the recovered Glock 19. That comparison revealed that those two casings were fired from the recovered Glock 19. (Testing on the remaining 7 shell casings is yet to be completed; however, all nine were already determined to have been fired from the same firearm). DNA testing was also completed on all casings recovered from the scene. The way testing is conducted is that all casings are swabbed and tested together meaning the casings recovered from near the victim were tested along with the cases recovered from near the offending vehicle/shooter. The DNA testing from the shell casings revealed three profiles consistent with V6, D-Breeland, and D-Buchanan. D-Brooks made admissions that he was in the car with the 2 females and 3 other Ds. He admitted that they stole a Kia and they drove around robbing people. D Brooks stated that all Ds were armed and that they all ran up on V6. He further admitted that V6 reached for her gun and that he shot first toward V6 and fired a number of rounds at her. D Frazier made admissions that he was in the white car with the females and 3 other Ds. That they were looking for a Kia to steal and that they found one and stole it. He admitted that they were driving around looking for people to rob. D Frazier admitted that when V6 was shot, he stayed in the car while the other 3 Ds got out of the car and that they were all armed. He further admitted that they bumt the Kia using lighter fluid.
