BQ - GENERAL & PRELIMINARIES

Notes to Tenderer:

1. Tender is to comply with the General Condition of Contract to provide Performance Security (Bank Guarantee)
and to be in full force during the whole project implementation duration.

2. Tenderer is to provide the following insurance in accordance with the General Condition of Contract:

a) Contractor All Risk

b) Works
c) Workmen Compensation, SOSCO and all other items and comply with the Condition of Contract
d) Public Liability

3. Tenderer is required to appoint Energy Commission registered Competent Person (Chargeman with minimum
grade B1-33kV) to supervise all works associated with the project and the Schedules inclusive of the Works
involving ‘live’ substation or working in the vicinity of ‘live’ equipment. The permit to work (PTW) shall only be
issued to the Competent Person.

4. Tenderer is required to provide Centralized Storage Building to store all the materials complete with security
staff, stock card system and locking system for the whole duration of the project.

5. Tenderer is required to provide Tenaga Safety Passport to all workers.

6. During project implementation stage, Tenderer is required to provide Risk Management Plan which identifies
categories, likelihood, impact rating and risk rating of project risk event during construction, handing over,
defect liability and final account stages and Project Hazard Identification, Risk Assessment & Risk Control
(HIRARC) report.

Allow cost for payment of Levy to Construction Industrial Development Board (CIDB)
B1.1 L.S pursuant to part VII of Lembaga Pembangunan Industri Pembinaan (LPIP) Act 1994 and
the Construction Industry (Levy Collection) Regulation 1996.
Allow for the preparation of three (3) sets of hardcovers and three (3) sets of softcopies of
B1.2 L.S
Contract Document.
Allow cost for mobilization and demobilization of personnel, plants, machineries and tools
B1.3 L.S to site during construction period and defects liability period to successfully complete the
project.
Allow for Site Management Cost, including providing site management staff and security
B1.4 L.S
personnel at site.

B1.5 L.S To provide first-aid, medical services and all costs incurred in complying safety, health
and welfare regulations in accordance with the Safety Regulations and Laws of
Department of Occupational Safety and Health (DOSH). Cost to also include compliance
to the current authority requirements on compliance to COVID-19 Standard Operating

Procedure (SOP).
Allow for provision to appoint a qualified and registered with Department of Occupational
Safety and Health (DOSH) full time Site Safety Supervisor (SSS) and Competent

Scaffolding for the whole project duration. SSS to provide daily site report on weekly
basis.
Allow for provision to appoint Site Supervisor to supervise the works for the whole project

duration and to provide daily site report on a weekly basis.
Allow for taking levels and setting out of work to be carried out by Licensed Surveyor. The
contractor shall immediately after taking possession of the site, engage a Registered
Licensed Surveyor to establish permanent benchmark, utility mapping, cable line route,
setting out and planting of boundary markers to confirm site boundaries, levels, dimension
and formations.
B1.8 L.S
Note 1: Licensed Surveyor should be Sabah / Labuan based and easily readily available
for any technical discussion or clarification with SESB Engineers.

Note 2: Contractor to prepare Bank Guarantee (BG) for JKR of the wayleave. The cost of
said BG to be borne by the Contractor.
Allow for the provision of three (3) sets hardcopies and one (1) set softcopy via email of
monthly progress reports and any required reports with colour photographs for indicating

the progress of the works. The colour photographs shall be compiled and submitted in a
suitable bounded album for the duration of the contract.
Allow for the provision of installation and maintenance of all traffic or safety warning signs,
signals, barricade, blinking lamps and safety barricade tapes of approved type, meeting
B1.10 L.S
and complying to SESB’s and Local Authority requirements. The safety items mentioned
should be provided and maintained throughout project duration.
To clean up the whole site from all construction debris and keep in a tidy manner at all
B1.11 L.S times. The construction debris are to be carted away and dumped at contractor’s own
dump site or an approved dump site by the Local Authorities.

Allow for care to be taken during construction as not to pollute in any way the existing
B1.12 L.S stream / irrigation at site. This must be strictly adhered to the prevailing Environment
Protection laws in this country.
