BACKGROUND
Talisay is a coastal component city in the island province of Cebu.
The city covers a land area of 39.87 square kilometers (15.39 square
miles), accounting for 0.81% of Cebu's total land area. According to
the 2020 Census, it has a population of 263,048 people. This
accounted for 7.91% of Cebu province's total population and 3.25%
of the Central Visayas region's total population. By these estimates,
the population density is 6,598 inhabitants per square kilometer or
17,092 inhabitants per square mile.

In the island of Cebu, the city core of Talisay is located at around 10°
15' north, 123° 51' east. At these coordinates, the elevation is
estimated to be 4.9 meters or 16.1 feet above mean sea level.

Talisay City is divided into 22 barangays. The cities nearest to Talisay


are Cebu City, Naga, Lapu-Lapu, Mandaue, Toledo, Cebu, and Carcar,
Cebu, based on the great-circle distance (the shortest distance
between two places over the surface of the Earth). Minglanilla, Cebu,

Cordova, Cebu, San Fernando, Cebu, Consolacion, Cebu, Liloan,
Cebu, and Pinamungajan, Cebu are the closest municipalities. It is
572.98 kilometers (356.03 miles) away from the national capital.

Talisay was founded in 1648 under the estate of Augustinian.


In 1849, it was transformed into a municipality, with Silverio
Fernandez as the first gobernadorcillo. During World War II,
Talisay was one of the locations where military personnel were
stationed. It was the epicenter of the country's guerilla
activities in Cebu during World War II, when the Japanese
surrendered the island with the support of US liberation
forces, Commonwealth forces, and Cebuano rebels. The
municipality of Talisay was renamed Talisay City in the year
2000.

Despite the fact that Talisay is now a developed
city, much of its land is still used for farming

and related industries. Corn, rice, root crops,
and vegetables are the city's main products.
Furniture, notably rattancraft, pottery, metal
craft, and clothing making are also popular.
Moreover, Talisay City is known as the "Lechon
Capital of Cebu" and is one of the two spots in
Cebu where you can obtain the best of the best
lechon, also known as "Inasal." The other place
is Carcar City.

In relation to the city government's continuous


efforts to boost its tourism, the Halad-Inasal
Festival is being celebrated every 15th of
October. The festival intends to pay tribute and
homage to their patron saint, Sta. Teresa de
Avila.
/05 BUSINESS OPPORTUNITY
The city is now trying to establish itself as a
tourism destination. Talisay, Cebu, has the
potential to become a tourism destination,
and investors are encouraged to build world-
class tourist facilities such as Talisay hotels,
recreational centers, demonstration farms,
and food establishments. The city also offers

opportunities in food processing such as
meat and fish processing. The manufacture
of furniture, clothing and fashion
accessories, jewelry, personal care products,
and other consumer goods are encouraged
to be produced. In this city, the development
of business buildings and housing facilities is
also welcomed. The existing tourist spots in
the city are Larawan Beach, Lagtang Cave,
Igutan and Bucawe Falls, New City Hall, and
Sta. Teresa De Avila Church.

SOUTH ROAD PROPERTIES (SRP)
Talisay City has benefited from the construction of
the South Road Properties and the road that
traverses it. The Cebu South Coastal Road is a 6-lane
coastal highway that runs from downtown Cebu City
to the city's Barangay Lawa-an I, near the town of
Minglanilla, with several exits in between, many of
which serve multiple areas of Talisay. Traffic, which
has always been a concern for the residents in this

area in recent years, has been substantially
decreased as a result of this roadway, making the
city a popular housing zone once again, as it was in
the early 1970s and 1980s. The Talisay city council
declared support in 2016 for Cebu's proposed Light
Rail Transit (LRT) project.

Despite the city's continued development and the establishment of the South Road Properties, inhabitants continue to face issues.
Transportation, overpopulation, illegal and informal settlements, and sanitary conditions are among the city's major issues. In the
Philippines, providing accessible and affordable housing for the poor continues to be a major concern. The number of informal settler
families is on the rise in Talisay City, Cebu, for example.

According to the Talisay City Social Housing Board's data from 2018, the city has 19,762 informal settler families. Lack of affordable and
accessible housing leads to informal settlements. Due to the lack of a coordinated metro-wide public transportation policy and effective
urban planning, traffic is also a big issue in the city. As a result, these common and serious issues must be addressed, especially because
the city is gradually getting more urbanized, and urban problems in Cebu are still on the rise.

THE LINEAR
CITY
As the western world began to embrace industrialization, cities grew increasingly crowded and polluted as new factories and
dwellings were built with minimal government supervision. Urban planners began to create new, often utopian visions for making
cities healthier places to live.

Arturo Soria y Mata's "Linear City" is an example of such an idea. His plan was to build a central line for the railway along which
various industrial activities could be created. Workers could live near their workplace along this line, with the prevailing winds
passing first over the residential side and then over the industrial side, thereby improving public health. The project culminated in
the Madrid neighborhood of Ciudad Lineal, which still exists today. Linear cities, on the other hand, can form along rivers, shorelines,
or mountain valleys according to local terrain.

THE LINEAR
CITY
The Linear City is a proposal to address issues of transportation, overpopulation, illegal and informal settlements, and sanitary
conditions in Talisay City since the city is still in the process of development. The theories from Linear City will be implemented to
Talisay City in order to enhance its characteristic as a city that is close to nature. Only the city’s pattern and form including the
intersections are intended to be implemented and enhanced, leaving the major roads and highways undisturbed.

There were two different theories to solve the problems caused by the industrial revolution: Naturistic theories, which focuses on
the houses having a garden and an orchard, and Hygienist theories, in which the objective was to improve the sanitary conditions
of the city which is to build wider streets and detached or semidetached houses. The most important objective of this theory was
to combine nature and city.

Talisay City will use the hygienist theory since it is more attainable than the naturistic theory, which demand a lot of space and
land. Wider streets, bigger residences, institutional structures, commercial buildings, agriculture, and other amenities will be
available in Talisay City.

The re-planned design of Talisay City preserved the city's existing buildings, such as the Talisay City Hall, Plaza Talisay,
Lawaan I Barangay Health Station, Cebu South Medical Center, and the Sto.Nio Village Chapel. The city's re-planned design
was based on the Linear City's integrated principles. Other existing buildings, such as chapels and other institutional
buildings, were relocated in the re-designed institutional area.

OF TALISAY CITY

Talisay City will address its urban concerns,


particularly sanitary conditions, using principles
from the Linear City. The re-planned design
combines the ideas of nature and city, and it
will aid in the city's sanitary conservation. Illegal
and informal settlements were also addressed,
as seen by the re-designed layout, which
centralizes residential areas into a single space.
Detached and semidetached dwellings make up
these residential areas. Commercial buildings
were also relocated to a single location where
people can continue to do business and
commerce.
