CHAPTER I

INTRODUCTION

Background

On- The- Job- Training (OJT) means training in the public or private

sector engaging in productive work that provides knowledge and skills essential

to the full and adequate performance on the job.

On- the- job- training (OJT) is one of the best experience and highlights of

the college life of the criminology student. This training could help the trainees to

experience the different demands of their future job. This is a great opportunity

for them to apply the things that they have learned inside the four corners of the

classroom. On- the- job- training also helped them in enhancing their

personality, and confidence. It could also instill to them the value of respect for

the law and services to the community.

Before the interns were deployed in selected agencies and the community

immersion, they have experienced a week long intensive paramilitary trainings

and exercises. The series of activities and preparations are designed to prepare

the interns not only physically, but mentally as well for the challenges that they

were about to face in their personal career.

The interns of Western Philippines University are required to conduct a

two week On- The- Job- Training to five different agencies. The interns played

great roles during their internship in the different agencies concerned. They were

tasked to assist the personnel and the daily work whether it is in the field, in the

office, their daily operation our paper works. The interns must observe how

things work inside the agencies and assume that they are one of the personnel

and must therefore act like professionals having discipline, and one responsible

personnel. This is to help them develop and build their good attitudes, manners

and skills as future law enforcers.

The interns were deployed in the following agencies; Maritime Group-

2NDSOU PNP (MG),Palawan Provincial Crime Laboratory Office (SOCO),

Palawan National School (PNS), Sta. Monica National High School (SMNHS) and

Provincial Jail Management Division (PJMD).

CHAPTER II

NARRATIVE REPORT

This chapter includes the activities done and learned by the interns from

different law enforcement agencies, school and office.

2nd SOU – Maritime Group

On their first day of deployment, Mr. Maphilindo D. Lao, Dean of the

College Criminal Justice Education deployed them to their first assignment 2 nd

SOU – Maritime Group, located at Honda Bay Brgy. Sta. Lourdes, Puerto

Princesa City which was scheduled from January 08, 2018 to January 19, 2018.

Upon arriving, the group reported their first day of duty to Police

Superintendent Greg R. Togonon at exactly 0800H, he welcomed all the interns

and gave them a brief discussion about their works as a police officer and shared

a short motivational advice. When they finally entered to their office they

participated on their bible study. After that Po2 Flores lectured them about what

is the police community relation while PO2 Peralta lectured about intelligence,

not only about intelligence but also about her experience as a maritime

intelligence officer.

On the next day, PO2 Tamayo assigned them with buddy at different

maritime sections. Intern Rinel Toriente and Crisilito Tesorio were assigned at

Maintenance Section while at Police Community Relation (PCR), the assigned

buddies are Claire Ann G. Monte and Sherree Ann O. Mallari. Intern Chardson

Villarias and Intern Ronnel Venancio were assigned in Investigation Section,

intern Margie L. Mari, Analyn Sebua and our team leader Liezel Batulan was

assigned in Admin Section, and intern Jecil Villamor and her buddy Elirose

Sayson were assigned to Operation Section.

PO3 Gustilo lectured them on how to apply in Maritime Unit and what you

are going to risk on applying a job especially when you choose to become

policeman/policewomen. They also voluntarily helped take some materials and

brought it to Joint Law Enforcement Training Camp. When they go back to their

office, PO3 Absalon Alejandro Beronio lectured about Maritime Group and what

other departments and units they could work with. PO2 Ryan Grace A. Peralta

continued her lectured about the intelligence. They also voluntarily participated

on Coastal Clean Up with all the officers of Maritime Group. After cleaning they

did a demo in knot tying and Maam Flores lectured them about the VAWC Law

and gave them an assignment about the R.A 9208 or Anti-Trafficking in Person

Act of 2003.

On there last week in Maritime Group PO3 Nalus and PO3 Lagrada

lectured them about the different firearms, its parts and uses. Their favorite part

in Maritime was when PO3 Lagrada taught them the proper way of using and

riding Maritime rubber boat. PO3 Salinas taught them how to do the Proper

Basic Life Support and what is the importance of this practice in their daily lives

especially when someone is needs needs.

On their last day in this agency PO2 Cachuela ordered them to remember

every lesson they have learned from the start as an intern to their agency up to

last. She also ordered to write our feedback and recommendations to their

agency. After that, Police Inspector Mylene Petalio gave them a motivational

advice.

PNP – CRIME LABORATORY (SOCO)

The second agency where the interns were deployed is Provincial Police

Crime Laboratory office. This was through the supervision of PCI, Rafael B.

Roxas. Sir Dagomboy explained to them the rules and regulation for the Interns

and asked to introduce themselves one by one in one hundred words. After that,

Sir Aulida gave them some tips about board examination and some advices that

will make them motivated. They were also helped Crime Laboratory Officers to

find some files that should be attached to the documents that they are finding.

The interns were sometimes requested to assists them while doing a urine

Examination. They also experienced to take the stencils of motorcycles and

vehicles.

On the other day, Sir Aulida lectured them about the function of different

sections of crime laboratory, reviewed them the fingerprint criminalistics, how

they work and what crimes they were encountered. He also reviewed all interns

what is Jurisprudence and Philippine Constitution.

On their last day of duty they prepared a boodle fight together with Crime

Laboratory officers and Fullbright Interns.

Palawan National School (PNS)

They arrived at Palawan National School at exactly 0500H in the morning,

before they moved on their designated area. Sir Boy Puno, the Chief Security of

the school gave them a briefing on what task they will going to do inside the

campus. The two of our member were assigned to the main gate and another two

were assigned to the gate two, other two were assigned to canteen and the rest

were assigned in patrolling. Caps, jacket, toys (achoy), earrings, and hairbands

were confiscated because of improperly wearing of it. Identification cards were

confiscated because of not wearing proper uniform, improper haircut, and show

delinquent action. Some of the members change their post. When all of parents

and faculties were going to have a general meeting. Other members of the groups

were assigned to Abueg gymnasium where the meeting was going on. The two of

our member was assigned on the gate two. The gate two is the entrance for

parents only and that is the advice by Principal of the school.

On the following day in this school, Team leader Batulan was assigned to

the main gate for the log in and log out of visitors who entered inside the campus.

Intern Mari and Venancio were assigned to Mini Forest for the release of the

confiscated I.D. of the students who didn’t wear proper block leather shoes.

Intern Tesorio was assigned to the gate two with the security guard. Intern Monte

and Sebua was assigned near the canteen. They were assigned to check children if

they are in the classrooms. Intern Villamor, Mallari and Sayson was assigned in

foot patrolling. Their task is to check students if they are wearing proper uniform

intern Villarias and intern Toriente did a foot patrolling too.

When they were patrolling inside the campus they encountered a female

student who shouted them a bad word. The Interns take her on the Guidance

Office to have a proper counseling by the guidance counselor.

On their second week of duty they attended the school’ traditional Flag

Ceremony at exactly 5:30 a.m. in front of the Admin Office. After the flag

ceremony, they assisted all students of PNS to go in their respective classrooms.

After that, they started doing their entire daily tasks that ordered by the Chief

Security and other guards who assigned in every post.

They roved and confiscated the earrings of the students who are violated

the rules of the school. Some of the teachers asked to guard the classrooms

because many students especially the grade 7 and grade 8 are going outside the

classroom without their teacher knowledge. They also helped to assist the

securities to guard all students who were watching inside the gym because there

was an event, “The search for Mr. and Ms. PNS 2018”.

The two of them were assigned to assist their alumni homecoming mass

while others are assigned in roving, and others were on the audio visual hall to

help teachers in preparing the needs that will go to use in mass.

Half of them were assigned in roving because most of the students are not

following the school regulation. Principal told them to confiscate all the jacket,

earing and caps of the students who are wearing these things inside the campus.

They also encountered the students violating the school regulation. Because of

that, they reported it to the chief security. They brought him to the guidance for

the proper counseling.

They also guide all the students to go in all different booths and different

events like battle of the band and hip-hop competition.

On their last day of duty in Palawan National School, the Chief Security

assigned each member by buddy system. Some members are assigned on gate.

While others were near in front of the stage, gate 2, gym, especially on gate 5

where all the students, parents and visitors are entering. They also encountered

outsiders and parents who are complaining on how the interns and guard enforce

the regulation of the school. On the other hand, they handle their foundation very

well as much as they could. After the event, the students, visitors and parents

were go to their home. Because it was their last day in that school, they did a

picture taking as a remembrance with all the security guards. Sir Boy Puno, Chief

Security of the school thanked them because they did their task very well done.

STA. MONICA HIGH SCHOOL (SMHS)

The second assigned community immersion was at Sta. Monica High

School located at Sta. Monica, Puerto Princesa City, and Palawan. They started

their first day on February 19, 2018 to March 2, 2018. Ms. Arlyn Cabrera, the

Security Guard of Sta. Monica High School gave some brief discussion about how

they were implementing the rules and regulation inside the campus. After the

orientation, she brought them to their assigned area for them to be able to

familiarize the place and they were divided into two groups and were designated

at different post which is the main gate, gate 2, canteen and the back gate.

Intern Jecil G. Villamor and Sherree Ann O. Mallari were assigned on

Main gate. Their duty is to check if the students are not in proper uniform. There

are grade 7 and grade 8 students who are going home early when during the

classes’ hours and all the outsiders who enter the school without permission of

the school guard. They were also responsible to hold the attendance of the

teachers and practice teachers. In gate 2, Ronel Venancio and Crisilito Tesorio

was assigned to secure all the students who are doing an “over da bakod” and

skipping their classes during class hours. At the canteen, the assigned interns are

Margie L. Mari, Analyn Sebua, Elirose Sayson, and Claire Ann G. Monte, they

were checking and giving warnings to all students who were buying foods during

class hours. At the back of the gate, intern Rinel Toriente and Chardson Villarias

also assigned to secure all students who were skipping there classes. Intern Liezel

Batulan their team leader, do the roving and checking if all her group mates were

doing their job well. All the interns have a daily rotations for them to experience

others post. On their last day, the interns prepared the foods for the boodle fight.

Provincial Jail Management Division (PJMD)

The last agency assigned to them was at the Provincial Jail Management

Division located at Brgy. Bancao-Bancao, Puerto Princesa City, Palawan. They

started their duty on March 26, 2018, on their first day most of the officer gave

them a warm welcome and when they entered the vicinity of jail the Officer-in-

charge Jose Sany S. Rabago, gave the rules and regulations inside. The Officer-in-

charge also gave them a warm welcome exercise.

After that, we were oriented and divided into five groups. In Post 1 Main,

intern Tesorio and Mallari. They helped the jail guards to assist and check all the

visitors visiting their relative that has been detained in jail by searching if there

were deadly weapons or contraband such as cellphones, sim cards and illegal

drugs before they could enter inside. In Post 1 Annex, intern Ronel Venancio and

Chardson Villarias were assigned, but instructed to leave there post for a while to

escort the inmates who were going to have a court trial in Justice Hall. Intern

Villamor and Sayson were assigned to Security Control to look at CCTV to check

if what the inmates are doing inside their cell. Intern Mari and Monte were

assigned at PJMD Admin. The officers gave them a task to encode paperwork’s

and pass all the papers that needs a sign of the Officer-in-Charge, while in record

Section. Intern Sebua and Toriente were assigned in Recording and sometimes

ordered to find some files of the disease inmates, while intern Batulan, as a team

leader was assigned in roving to check all her group members.

Their duty is to observe inmates especially when they are going outside

their cell and they were ordered to maintain the security of jail by guarding and

enforce the rules there. They were also experience the head count of the

detainees; observe their educational livelihood program and different spiritual

belief. They were also allowed to have ceremony for every religion they have. Also

they observe most of the inmates are very hard working they have business inside

their cell so that they can earn small income that can help fulfill their needs. Also

inmates are good in making recyclable materials. In there one week duty at

Provincial Jail Management Division they observed how the inspection of newly

admitted detainees is being done and they exactly witness the work of a jail

officer and how they communicate in every inmates they are talking.

As an intern in this agency, they were ordered to give an additional

security for the inmates especially when there is a trial in court by following the

given instruction by the officers of the Provincial Jail Management Division. On

their last day, Jose Sany R. Rabago., Officer-in-Charge of this agency thanks them

personally because in there one week in Provincial Jail Management Division,

their job was very well done.

ANALYSIS AND EVALUATION

This chapter presents what the interns had learned during the whole

internship programs on what they observed regarding to the performance of the

agencies where they are assigned.

During their internship, they gained their knowledge and skills. It helps

them to be more motivated in their works. It will also help all the interns to their

chosen profession in the near future.

2nd SOU – Maritime Group

It was an enlightening experienced on how to ride the Rubber Boat

properly and it was also a great learning for them to know the parts and functions

of Maritime Boat. They were so glad when they already saw the Joint Law

Enforcement Training Center where the marine units such as Coast Guard and

Maritime Police could train. The interns also learned to be responsible because

officers there always reminded them to have a proper uniform and always bring

the internship materials such as the head gear, night stick, and whistle. They

were also reminded that they should always go early on agency especially when

there is a flag ceremony.

PNP Crime Laboratory (SOCO)

The interns appreciates the PNP Crime Laboratory Officers for teaching

them conducting of urine test, drug test, and stencil. The knowledge gained at the

crime Laboratory office will remain to interns until they become part of law

enforcement personnel.

Palawan National School (PNS)

The duty of interns on Palawan National School were so very valuable.

They had practiced their internship by implementing the school rules and

regulations. Implementing those policies served as a great challenge to them

because, except in complaining students, there were also parents that keep on

complaining even some rules and regulations is for the security of their own

children. But then, they enjoyed their internship in PNS even their relationship

towards the students and parents are not so good, the School Principal, the

School Securities and some teachers supporting and protecting them during their

internship.

Sta. Monica National High School (SMHS)

This immersion were became more challengeable than the internship in

Palawan National School because they ordered us to implement the rules and

regulations in school and they also want their students being always protected

but they were very lenient to their policies.

Provincial Jail Management Division (PJMD)

This is one of the exciting agency that the interns were deployed. They

have learned that the head counts of detainees were looks and sounds like the

headcounts in Army ROTC. They have also learned that good relationship with

detainees and treating them well is very important because it will make them

realize that there was people out there who will going to treat them human

without degrading them.

CHAPTER IV

CONCLUSIONS AND RECOMMENDATIONS

Conclusion

Based on the analysis and evaluation the following conclusions were drawn;

1. The 2nd SOU – Maritime Group giving an immediate response to the

community needing their help especially on emergency situation. They are

hospitable and always giving a warm welcome to their visitors. They were strictly

implementing the agency’s rules and regulations. They loved sharing knowledge

and giving an advice to others.

2. Provincial Crime Laboratory officers were so far dedicated to their work but

being lack of facilities was noticeable in their laboratory. Most of the officers are

not too hospitable.

3. Palawan National School was strictly implementing their policies. The students

were not tolerated doing untoward things inside of the campus. The school

doesn’t informed the parents well before implementing the rules and regulations.

4. Sta. Monica High School is not strict and they can’t control the student on

escaping classes and could be able passing on the gate without or with the

knowledge or consent of the guard.

5. Provincial Jail Management Division Personnel are very responsible in making

the jail at peace and the officers are fair during entertaining and giving services to

the detainees especially to visitors.

RECOMMENDATION

1. The 2nd SOU – Maritime Group must enhance their level of performance and

continue their good personality.

2. The Palawan Provincial Crime Laboratory office must continue their good

service in the field operation and investigation. The agency must provide more

lectures and discussions about their duties.

3. The Palawan National School should informed the student’s parents about the

new rules and regulations.

4. Sta. Monica High School must strictly implement their rules and regulation of

the school to prevent all of student doing wrongful act against their teachers and

their schoolmates.

5. Provincial Jail Management Division (PJMD) should add their materials for

maintaining their security such as CCTV Cameras. They should also build higher

fences so that detainees don’t think to escape.

2nd SOU- Maritime Group

The photo above was taken during the lecture of PO3 Gustilo about the

process on applying in Maritime Police.

The Interns voluntarily helped the officers brought some broken


materials to Joint Law Enforcement Agency in Brgy. Magarwak, Puerto Princesa
City.

The interns helped brought to Maritime Headquarter the woods materials
that will going to use in making the “Honest Store”.

The interns were commanded by PO3 Lagrada in proper handling of Rubber


Boat.

The interns joined the “Oplan Linis” activity of Maritime Group in Honda
bay Sta. Lourdes, PPC, Palawan.

Everyday forming is one of the daily routine of Maritime Personnel, and


the interns are required to join as if they were part of the organization.

Provincial Police Office Crime Laboratory

Palawan National School (PNS)

Intern Batulan was assigned in Post 1 gate and handling the log book for visitors.

Intern Villamor was assigned to Post 1 gate for the inspection.

Sta. Monica Highschool

Intern Mallari and Intern Villamor are guarding the gate 1 of Sta. Monica and
checking if the children entering the school are really the student of the school.

Intern Sebua and Intern Mari were assigned in the school canteen to check
the student buying food during classes hours and reminding them to go back in
their respective classrooms

Intern Sayson ordering these two female student to go back in their rooms
but the two says that they are going to take chairs but didn’t point the same
where they can get some chairs that’s why Intern Sayson didn’t know who is
telling the truth.

The Interns were ordered to clean the school gym.

Provincial Jail Management Division (PJMP)

Intern Mallari and Intern Tesorio was assigned in Post 1 main.

Intern Sayson and Intern Villamor was assigned to Security Control and was
ordered to CCTV Camera.

Intern Batulan was assigned in PJMD Clinic to assist detainees that was going to
have a medical check up

Intern Chardson and Intern Venancio was assigned in Post 1 Annex, their duty
was to open and close the gate if there were vehicles entering and exiting the gate.
