Contempt Petition filed Under Section 11 of the Contempt of Courts

Act, 1971, praying that this Court pleased to punish the Respondents for

committing contempt of court by willfully disobeying the orders passed by

this Hon'ble Court in WA.No.1857/2020 dated 30.09.2020.

The above Contempt Petition coming on this day before this Court for

hearing in the presence of M/s.K.S.Viswanathan, learned Counsel appearing

for the petitioners herein; and of Mr.R.Neelakandan, State Govt. Counsel,

appearing for the Respondents herein; and upon reading the petition and

the affidavit of E.Selvam filed herein; the Court made the following

order:
 “ A status report filed by the second respondent dated

29.07.2021, wherein it is stated that pursuant to the judgment made

by the Hon'ble First Bench of this Court in W.A.No.1857 of 2020

dated 30.09.2020, estimate of vacancy for the Assistant Engineer

panel for the year 2021 -2021 was fixed, vide proceedings dated

22.07.2021. Further, it is stated that the approval of the Staff

Committee has to be obtained for the Assistant Executive posts which

are kept vacant for more than three years. Prior to placing the panel

proposal before the Departmental Promotion Committee (DPC),

consultation and consent has to be obtained from the Advisory

Department, viz., Human Resources Management Department

(previously Personnel and Administrative Reforms Department) in

addition to Rural Development and Panchayar Raj Department. As

the above action is in progress, the Government only requires a few

more weeks to comply the order in entirety.

2. The learned State Government counsel appearing for the

respondents seeks four weeks time to comply with the judgment of the

 3. Post the matter on 16.09.2021 ' for reporting compliance'. "
