Design Guide Requirement

Notwithstanding the fitting-out of the premises, theequipment must be


designed to operate with temperature variations from –5 0 C to +550 C
with a relative humidity of 95%, without condensation, regardless of
external environmental factors

The control system is the set of elements intended for the command
and supervision of the transfering station and the establishment of its
relationship with the distant operations center.

Its function is to execute command orders and give supervision


instructions for the operation of the transformer station .

It includes the electric control executed in the kiosk from the span
control , which will have a "kiosk-room" switch (K-S) for the selection of
this control mode and its position will be informed to the remote
control system.

The command of a computer from the span level r will want the
position (K) of the switch (K-S) and the position (R) of the switch (L-R) of
the equipment.

The choice of this control mode will be made by means of a


selection by software "room-telecontrol" (S-T )

It comprises the electrical control executed from the operating


console of the central control unit of the station, located in the control
room.
It comprises the electrical command executed from a distant operations
center.

In this condition the system must be able to detect the abnormal


condition and issue the corresponding warning in recordable form
The control equipment will be designed to operate redundantly
powered from the station's two battery/charger systems
The control system of a transformer station shall be based on a
structure composed of a central unit (UC), in redundant configuration,
to be installed in the control building and several peripheral units (UP's),
to be installed in the booths or kiosks

The Peripheral Units (UUPP) perform the acquisition of analog and


digital field signals, as well as they can exchange data with smart
devices (IEDs) such as multiple meters, digital transducers, protection
relays and or other control devices

The UC collects the information acquired by the UUPP, and controls the
applications for communications with the Regional Centers (CR) of the
company and other interconnected companies, local SCADA consoles
(CL), Event Protocolization consoles (PEV), logical and arithmetic data
processing, time synchronization acquisition, as well as being able to
exchange data with smart devices (IEDs).
At the distant operations center level , the control system will act as a
distributed configuration remote terminal unit (RTU)
At the station level , the control system will act from its UC as a master
unit, through an operations console.

The vain level control equipment will process the information and have
control of the span independently of the other spans, ensuring an
increase in the reliability of the system

The disconnectors will be of separate poles, with individual drive for
each phase, without mechanical link between them.

To be able to operate it, the two earth disconnectors on each side of


the machine must be open and, in addition, any of the four permissive
states described for the line disconnector and also that of the tertiary
winding, if any

To be able to operate it, the following must be open: the line


disconnector on the EAT side, the AT side line disconnector, the AT bar
transfer disconnector (if applicable) and the medium voltage
disconnector, if applicable.

The setpoint selector device may be inside or outside the RAT

For transmission to the distant center and chronological recording


of events, the position of the CBC must be encodedin BCD (Decimal
Encoded Binary).
The scanning voltage of signals and alarms shall be 48 Vdc.
In the existing transformer stations, 48 Vdc has been adopted.

adopted and in the levels of 220 and 132 Kv the voltage of 110 Vdc

Design Guide Requirement

The premises that make up the Main Building of Control can be:
• The Station Control Room, with the control equipment and control
panels or the terminals of the Central Processing Units.
• The Communications Room, with the equipment of carrier wave
systems and / or fibrto optics.
• The Battery and Charger Room, with the equipment for the supply
of auxiliary services in direct current for control and communications.
• The Room of Boards and Distributors or others that may be
required when the technology used for the control and command of the
facilities requires having the terminal panels to receive the information
from the beach and direct it to the control and communications system

In the Beach Buildings will be installed the equipment of boards and


processing units for the collectionof beach information and boards for
the supply of auxiliary services.

They must bear in mind that auxiliary service transformers will be


installed as close as possible to the building in such a way as to minimize
the length of their connections in low voltage.

In the battery room, a floor with antacid ceramic will be used and the
side walls will have a cementitious coating up to a height of not less
than 1.50 m.

The roofs of buildings in general shall be of the inclined metal type with
galvanized andpainted sheet, special attention shall be given to the
methods of fixing the roof without perforation of sheets and complete
sections of sheet metal without longitudinal splices shall preferably be
used

All channels on which panels are installed must be covered by a copper

3.1 General
Design Guide Requirement

A bidirectional (full duplex) fiber optic (FO) system must be designed to


allow the transmission of information necessary for the electrical
system, with an availability value (Ai), appropriate to the needs of the
main functions (e.g. remote control).
The following may be used :
• A simple scheme, consisting of optical terminal lines in
configuration (1+0).
• A redundant scheme, consisting of optical line terminals in
configuration (1+1).
• A duplicate scheme, consistingof optical line terminals in redundant
configuration (1+1), plus a double independent optical cable (dual

Design Guide Requirement

The beach control DC auxiliary services system shall be designed with


both poles isolated from land, to operate preferably at a nominal
voltage of 220 Vdc. Alternatively, 110 Vdc may be adopted .

The discharge capacity of the batteries will be adjusted to the needs of


each project, respecting a minimum autonomy of 5 hours , up to the
final voltage per element corresponding to the type of batterieschosen.

The tertiary winding of 13,2 kV or 33 kV of transformers,


autotransformers or power reactors shall be the normal power supply.
The tertiary of a single transformer shall not be used to feed TrA and
TrB.

The TGSACA board will have automatic transfer and interlocking of the
main switches to obtain, automatically or manually, from the

Where "two-out kiosks " are used, they may be fed by garlands covering
two or three kiosks.
The batteries will be of the alkaline type (Níquel-Cadmium) or acid type
(Lead-Calcium), hermetic, in such a way that they do not produce
corrosive gases .

In stations equipped with two protection systems and kiosks , the


segregation of circuits will be carried out on the auxiliary service boards
of 220 (or 110) Vcc of kiosks, which will contain all the elements
corresponding to all the outputs belonging to that kiosk.

Confirm 110 VDC or 220 VDC should be used.

require a very large battery system

LV MCC has ATS functionality via 2 main CB. Does it need to be
manual?

Does this include heaters as well?


Project does not have specific “E” (emergency?) bus. Will be fed
from same LV MCC with dual input with generator

Confirm if this means separate distribution panel boards are


required for each Kiosk. This would take up a lot of space and
have high cost given panels may not be fully utilitized.

Clarify what is meant by two-out kiosks


Project uses VRLA - valve regulated lead acid bateries and are
maintenance free. Confirm acceptance.

It is applied for the design of teleprotection systems in electric power


transmission lines with nominal voltages of 220 kV or higher.
Its use in lower voltage systems is optional, with those adjustments that
are required.
