BACKGROUND INFORMATION

The Office of the Undersecretary for Barangay Affairs (OUSBA), in collaboration with
the National Barangay Operations Office (NBOO) as the bureau in-charge in the
formulation of policies, plans and programs for barangay governance, conceptualized
the “MAHUSAY AT TAPAT: YARDSTICK FOR ACCOUNTABLE GOVERNANCE
(MATYAG) PROGRAM”.

MATYAG shall serve as the Department’s accountability program for the barangays.
Given that barangays serve as partners of the national government in responding to
development challenges at the grassroot level, it is important to ensure that they have
the ability to perform their duties and functions by knowing their current capacities as
well as the issues and problems being experienced by the barangays, among others.

Mahusay at Tapat as core values of good governance foster public participation and
promote inclusion in decision-making processes. Moreover, MATYAG shall be the
basis of the OUSBA and NBOO for the Department’s planning, budgeting, and
designing of capacity development interventions for barangays.

ACTION REQUESTED

In view of the foregoing, may we respectfully request for your comments, inputs and
suggestions on the draft MC on or before March 16, 2023.

GUIDELINES ON THE IMPLEMENTATION OF THE MAHUSAY AT TAPAT:


YARDSTICK FOR ACCOUNTABLE GOVERNANCE (MATYAG) PROGRAM

1. Rationale

The barangay serves as the primary planning and implementing unit of


government in the provision of basic services and implementation of programs,
projects and activities. With the implementation of the Supreme Court Ruling on
the Mandanas-Garcia Petitions, the increase in the National Tax Allocation (NTA)
of the barangays will result in more programs and projects being implemented
because funds were given to them as a subsidy for continuous development. It is
imperative that the barangays should perform at their optimum capacity in
providing quality public service to the people.

Relatedly, the DILG, as the agency that exercises general supervision of local
governments, is mandated to oversee how the barangays effectively perform their
duties and functions, ensure that there is a capacity-building mechanism instituted
for them in assuming their roles and responsibilities, and set the standards that
create a culture of quality public service.

In view of this, the Office of the Undersecretary for Barangay Affairs (OUSBA), as
the office mandated1 to provide guidance on the implementation of Department
policies, programs and projects for barangays, and to perform on-the-ground
supervision, monitoring, inspection and validation of barangay governance and
activities, shall be implementing the “MAHUSAY AT TAPAT: YARDSTICK FOR
ACCOUNTABLE GOVERNANCE(MATYAG) PROGRAM”.

MATYAG shall serve as the Department’s accountability program for the

for the Department’s planning, budgeting, and designing of capacity development
interventions for barangays.

2. Purpose

This Memorandum Circular is hereby issued to establish the guidelines in the


implementation of MATYAG Program in all barangays nationwide.

3. Legal Bases

3.1 Section 5, Article II of the 1987 Constitution of the Republic of the


Philippines declares that the maintenance of peace and order, the
protection of life, liberty, and property, and the promotion of the general
welfare are essential for the enjoyment by all the people of the blessings of
democracy;

3.2 Section 3 (h) and 3 (m), and Section 16 of Republic Act No. 7160, otherwise
known as the Local Government Code (LGC) of 1991, provide that there
shall be a continuing mechanism to enhance local autonomy not only by
legislative enabling acts but also by administrative and organizational
reforms, that the national government shall ensure that decentralization
contributes to the continuing improvement of the performance of local
government units (LGUs) and the quality of community life, that each LGU
shall exercise its powers essential to the promotion of the general welfare;

3.3 Section 17 (b) (2) of LGC, declares the provision of the minimum basic
services and facilities in the barangay;

3.4 Section 5 (a) and 5 (b) of Rule II of the Implementing Rules and Regulations
(IRR) of Republic Act No. 6975, otherwise known as the Department of the
Interior and Local Government Act of 1990, mandate the Department to
assist the President in the exercise of general supervision over local
governments and advise the President in the promulgation of policies,
rules, regulations, and other issuances on the general supervision over
local governments and on public order and safety;

3.5 Section 5 of Executive Order No. 138 s. 2021 or the Full Devolution of
Certain Functions of the Executive Branch to Local Government, Creation
of a Committee on Devolution, and for Other Purposes, mandates all LGUs
to prepare their respective devolution transition plans (DTPs) which
conform to the guidelines issued by the Department of Budget and
Management (DBM) and the DILG.

3.6 Section 34 of the Local Government Code of 1991, provides that the LGUs
shall promote the establishment and operation of people’s and non-
government organizations to become active partners in the pursuit of local
autonomy. The emergence of Civil Society Organizations (CSOs) and Non-

Government Organizations (NGOs) aims to assist the government in
providing basic services most effectively and efficiently through
decentralization and empowerment.

3.7 Section 32 of the Local Government Code of 1991, provides that the city or
municipality, through the city or municipal Mayor concerned, shall exercise
general supervision over component Barangays to ensure that said
Barangays act within the scope of their prescribed powers and functions.

4. Coverage

This policy covers all Provincial Governors, City/Municipal Mayors, Punong


Barangays, BARMM Minister of the Interior and Local Government, DILG
Regional/Provincial/City Directors, City/Municipal Local Government Operations
Officers, Accredited CSOs, and others concerned.

5. Policy Content and Guidelines

5.1 MATYAG and its Objectives

MATYAG shall be implemented to achieve the following objectives:

5.1.1 To conduct rapid validation of:


5.1.1.1 Barangay compliance to their mandates to determine
the following:
5.1.1.1.1 Current capacities of barangays; and
5.1.1.1.2 Status of engagements with accredited
barangay-based NGO and/or CSO.
5.1.1.2 Notable practices on barangay governance;
5.1.1.3 Priority concerns and challenges of barangays;
5.1.1.4 Priority Capacity Development interventions needed;
and,
5.1.1.5 Implementation of priority PPAs of the Department
relative to barangay governance, including but not
limited to, Barangay Road Clearing Operations
(BaRCO), Barangay Tanod Skills Enhancement
(BTSE), Halina't Magtanim ng Prutas at Gulay
(HAPAG) sa Barangay, Barangay Full Disclosure
Policy (BFDP) and Seal of Good Local Governance for
Barangay (SGLGB).

5.1.2 To maximize the engagement of Civil Society Organizations in the


implementation and monitoring of various projects, programs and
activities in the barangay; and

5.1.3 To recognize good performance by conferring Performance
Badges to barangays that were able to successfully implement
DILG priority PPAs for the barangays.

5.2 Components of the MATYAG

MATYAG shall be anchored on five (5) main components, to wit: 1.) Rapid
Validation; 2.) Monitoring of compliance of barangays to DILG Priority
PPAs; 3.) Galing ng Barangay, 4.) Conferment of Performance Badges
and 5.) CSO Engagement.

5.2.1 Component 1: Rapid Validation – An onsite validation shall be


conducted to determine the status of compliance of the target
barangays on various mandates from the Local Government
Code (LGC) and subsequent functions provided by other laws.

Activities under Component 1:


5.2.1.1. Dissemination of Validation Tools – There shall be
two (2) sets of validation tools to be used by the
MATYAG Teams, namely:

5.2.1.2. Conduct of National Orientation – A virtual National


Orientation shall be conducted by the NBOO to be
attended by the MATYAG Teams, to prepare them for
the upcoming onsite validation. The schedule and other
details of the said Orientation shall be announced in a
separate issuance.

5.2.1.3. On-site Validation of MATYAG Team – The MATYAG


Teams shall conduct the validation in all barangays
nationwide utilizing the validation tools developed. The
specific schedule and other details of which shall be
announced in a separate issuance.

5.2.1.4. IT-Enabled Program – MATYAG shall be centralized on


the Department's information communication and
technology (ICT) component, which is critical to
achieving the intended governance outcomes. The
program is IT-enabled as it shall have a customizable
database system designed to collect methodically,
store, track, manage, interpret, and utilize data from the
barangay that will create a linkage with the Seal of the
Good Local Governance for Barangay Information
System (SGLGB IS) to cross-validate the results and
indices of the Rapid Validation. Results of which shall
also be made publicly accessible.

5.2.2 Component 2: Monitoring of compliance of barangays to


DILG Priority PPAs – The MATYAG Teams shall assess and
document the implementation progress of various barangay-
related PPAS. An online monitoring checklist developed by
NBOO, shall be the basis in the preparation of a National Report
to the Secretary of the Interior and Local Government. Said
Report shall highlight the results of the on-site validations and
recommendations for capacity development interventions to
improve the delivery of basic services in the barangay level.

5.2.3 Component 3: Galing ng Barangay (GABAY) – In view of the
roles of barangay officials and CSOs in promoting good
governance, the MATYAG shall conduct learning and
development interventions through GABAY. Said initiative is
designed to recognize the extensive role of the barangays in
delivering basic services to their constituents while acting as the
link between the national government and the people. With this
enormous expectation, there is a need to collate best practices
and interventions delivered by the barangays which will serve as
models for other barangays. The notable practices on barangay
governance shall also be documented by the MATYAG Teams,
which shall then be used as basis in the development of a GABAY
Electronic Compendium. The detailed implementing guidelines
for the GABAY component of MATYAG shall be communicated in
a separate issuance.

5.2.4 Component 4: Conferment of Performance Badges –


Following a progressive assessment on the compliance of
barangays to their mandates, a Performance Badge shall be
awarded to barangays that successfully implements DILG priority
PPAs, such as Halina’t Magtanim ng Prutas at Gulay sa Barangay
(HAPAG), Listahan ng mga Gawain ni Kapitan at ng Pamayanan
(Listo si KAP), and the likes. The criteria for the conferment of
said Performance Badges shall be communicated in a separate
issuance by the proponent of the priority PPAs.

5.2.5 Component 5: CSO Engagement – The importance of


community representatives in the implementation of multi-
sectoral interventions such as MATYAG cannot be
underestimated. With the engagement of local CSO
representatives, the Department can ensure that every aspect of
MATYAG’s roll-out is done with consideration for, and
engagement of stakeholders at all levels. As such, in the
implementation of all components of MATYAG, the participation
of CSO representatives is mandatory.

5.3 Timelines

The activities shall be conducted in accordance to the following schedule:

5.4 Organization of MATYAG Project Management Office


(PMO)

5.4.1 The MATYAG PMO shall be organized at the DILG Central Office.
There shall be a Program Manager supported by six (6) technical
and administrative staff. MATYAG Teams shall likewise be
established at the Regional and Provincial Level.

5.4.2 The MATYAG PMO shall undertake management functions as


may be required by superiors/top management as indicated in the
MATYAG Organizational Structure (Annex C)

5.5 Institutional Arrangements

5.5.1 Department of the Interior and Local Government (DILG)

5.5.1.1 DILG Regional Offices


5.5.1.1.1 Organize a Regional MATYAG Team
5.5.1.1.2 Ensure compliance of the Regional MATYAG
Team to this policy;
5.5.1.1.3 Ensure the smooth implementation of MATYAG
activities in the region; and
5.5.1.1.4 Cause the widest dissemination of this policy
within their respective jurisdictions.

within their respective jurisdictions.

5.5.1.3 DILG City/Municipal Offices


5.5.1.3.1 Organize a City/Municipal MATYAG Team,
composed of one (1) City/Municipal MATYAG
Officer and two (2) members of accredited
CSOs; and,
5.5.1.3.2 Provide technical assistance to barangays,
particularly those which are lagging behind
based on the results of MATYAG validation.

5.5.1.4 National Barangay Operations Office


5.5.1.4.1 Conduct the National Orientation for the
MATYAG Teams;
5.5.1.4.2 Develop a monitoring system via Google sheets;
5.5.1.4.3 Assist the MATYAG Teams in the conduct of the
on-site validations;
5.5.1.4.4 Oversee the preparation and submission of the
National Report and submit the same to the
Office of the Secretary through the OUSBA.

5.5.1.5 Office of the Undersecretary for Barangay Affairs


5.5.1.5.1 Oversee the implementation of MATYAG; and,
5.5.1.5.2 Secure funding support for the conduct of the
MATYAG activities.
