MEMORANDUM
BACKGROUND INFORMATION
The Office of the Undersecretary for Barangay Affairs (OUSBA), in collaboration with
the National Barangay Operations Office (NBOO) as the bureau in-charge in the
formulation of policies, plans and programs for barangay governance, conceptualized
the “MAHUSAY AT TAPAT: YARDSTICK FOR ACCOUNTABLE GOVERNANCE
(MATYAG) PROGRAM”.
MATYAG shall serve as the Department’s accountability program for the barangays.
Given that barangays serve as partners of the national government in responding to
development challenges at the grassroot level, it is important to ensure that they have
the ability to perform their duties and functions by knowing their current capacities as
well as the issues and problems being experienced by the barangays, among others.
Mahusay at Tapat as core values of good governance foster public participation and
promote inclusion in decision-making processes. Moreover, MATYAG shall be the
basis of the OUSBA and NBOO for the Department’s planning, budgeting, and
designing of capacity development interventions for barangays.
ACTION REQUESTED
In view of the foregoing, may we respectfully request for your comments, inputs and
suggestions on the draft MC on or before March 16, 2023.
1. Rationale
Relatedly, the DILG, as the agency that exercises general supervision of local
governments, is mandated to oversee how the barangays effectively perform their
duties and functions, ensure that there is a capacity-building mechanism instituted
for them in assuming their roles and responsibilities, and set the standards that
create a culture of quality public service.
In view of this, the Office of the Undersecretary for Barangay Affairs (OUSBA), as
the office mandated1 to provide guidance on the implementation of Department
policies, programs and projects for barangays, and to perform on-the-ground
supervision, monitoring, inspection and validation of barangay governance and
activities, shall be implementing the “MAHUSAY AT TAPAT: YARDSTICK FOR
ACCOUNTABLE GOVERNANCE(MATYAG) PROGRAM”.
2. Purpose
3. Legal Bases
3.2 Section 3 (h) and 3 (m), and Section 16 of Republic Act No. 7160, otherwise
known as the Local Government Code (LGC) of 1991, provide that there
shall be a continuing mechanism to enhance local autonomy not only by
legislative enabling acts but also by administrative and organizational
reforms, that the national government shall ensure that decentralization
contributes to the continuing improvement of the performance of local
government units (LGUs) and the quality of community life, that each LGU
shall exercise its powers essential to the promotion of the general welfare;
3.3 Section 17 (b) (2) of LGC, declares the provision of the minimum basic
services and facilities in the barangay;
3.4 Section 5 (a) and 5 (b) of Rule II of the Implementing Rules and Regulations
(IRR) of Republic Act No. 6975, otherwise known as the Department of the
Interior and Local Government Act of 1990, mandate the Department to
assist the President in the exercise of general supervision over local
governments and advise the President in the promulgation of policies,
rules, regulations, and other issuances on the general supervision over
local governments and on public order and safety;
3.5 Section 5 of Executive Order No. 138 s. 2021 or the Full Devolution of
Certain Functions of the Executive Branch to Local Government, Creation
of a Committee on Devolution, and for Other Purposes, mandates all LGUs
to prepare their respective devolution transition plans (DTPs) which
conform to the guidelines issued by the Department of Budget and
Management (DBM) and the DILG.
3.6 Section 34 of the Local Government Code of 1991, provides that the LGUs
shall promote the establishment and operation of people’s and non-
government organizations to become active partners in the pursuit of local
autonomy. The emergence of Civil Society Organizations (CSOs) and Non-

Government Organizations (NGOs) aims to assist the government in
providing basic services most effectively and efficiently through
decentralization and empowerment.
3.7 Section 32 of the Local Government Code of 1991, provides that the city or
municipality, through the city or municipal Mayor concerned, shall exercise
general supervision over component Barangays to ensure that said
Barangays act within the scope of their prescribed powers and functions.

5.1.3 To recognize good performance by conferring Performance
Badges to barangays that were able to successfully implement
DILG priority PPAs for the barangays.
MATYAG shall be anchored on five (5) main components, to wit: 1.) Rapid
Validation; 2.) Monitoring of compliance of barangays to DILG Priority
PPAs; 3.) Galing ng Barangay, 4.) Conferment of Performance Badges
and 5.) CSO Engagement.

5.2.3 Component 3: Galing ng Barangay (GABAY) – In view of the
roles of barangay officials and CSOs in promoting good
governance, the MATYAG shall conduct learning and
development interventions through GABAY. Said initiative is
designed to recognize the extensive role of the barangays in
delivering basic services to their constituents while acting as the
link between the national government and the people. With this
enormous expectation, there is a need to collate best practices
and interventions delivered by the barangays which will serve as
models for other barangays. The notable practices on barangay
governance shall also be documented by the MATYAG Teams,
which shall then be used as basis in the development of a GABAY
Electronic Compendium. The detailed implementing guidelines
for the GABAY component of MATYAG shall be communicated in
a separate issuance.

5.4.1 The MATYAG PMO shall be organized at the DILG Central Office.
There shall be a Program Manager supported by six (6) technical
and administrative staff. MATYAG Teams shall likewise be
established at the Regional and Provincial Level.
